Directive 2003/30/EC was a European Union directive for promoting the use of biofuels for EU transport. The directive entered into force in May 2003, and stipulated that national measures must be taken by countries across the EU aiming at replacing 5.75% of all transport fossil fuels (petrol and diesel) with biofuels by 2010. The directive also called for an intermediate target of 2% by 31 December 2005. The target of 5.75% was to be met by 31 December 2010. These percentages were to be calculated on the basis of energy content of the fuel and were to apply to petrol and diesel fuel for transport purposes placed on the markets of member states. Member states were encouraged to take on national "indicative" targets in conformity with the overall target.

Results

A 2007 progress report found that biofuel only held a 1% share, not reaching the target of 2% or the combined goals of the member nations, which was 1.4%. [6] The 2010 target was officially replaced when the Directive 2003/30/EC was repealed by Directive 2009/28/EC which contained a target of 10% by 2020. [7]

Petroleum industry accused of undermining

On 2008-04-29, Friends of the Earth Europe (FoEE) released a report stating that oil companies are falsely claiming that the target proposed by the European Commission in revisions to the Fuel Quality Directive is unachievable. [8] The report specifically cited that it is viable for these companies to cut greenhouse gas emissions by at least 10.5% to a maximum of 15.5% through the reduction of gas flaring and venting as well as energy efficiency and refinery improvements. [9] On the issue of the financial constraints, the report cited the $125 billion record profit that oil companies collectively announced in 2007. "Despite their sky-high profits oil companies are not willing to bear the costs of reducing emissions. It seems that since these investments are not profitable, companies will not make them unless they are forced by a regulatory body," the report said.

Criticism

On 14 January 2008 the EU Environment Commissioner Stavros Dimas announced the EU is rethinking its biofuel program due to environmental and social concerns [10] and new guidelines must ensure that EU targets are not damaging. The EU official was particularly concerned about the impact of biofuels on rising food prices, rainforest destruction, notably from palm oil production and concern for rich firms driving poor people off their land to convert it to fuel crops. On 18 January 2008 the UK House of Commons Environmental Audit Committee raised similar concerns, and called for a moratorium on biofuel targets. [11] This position echoes the stance of many non-governmental organisations and environmentalists. [12]

One of the EU responses involved the introduction of the sustainability criteria in the biofuel program. This include key provisions that address the issue of rainforest destruction and unsustainable land conversion. These mandate that biofuels and bioliquid:

The European Parliament has also approved a more lenient policy revising its target for 2015. Although the 10% objective for 2020 was retained, the directive set an interim target of 5% for 2015. [14]

Renewable energy progress in the European Union (EU) is driven by the European Commission's 2023 revision of the Renewable Energy Directive, which raises the EU's binding renewable energy target for 2030 to at least 42.5%, up from the previous target of 32%. Effective since November 20, 2023, across all EU countries, this directive aligns with broader climate objectives, including reducing greenhouse gas emissions by at least 55% by 2030 and achieving climate neutrality by 2050. Additionally, the Energy 2020 strategy exceeded its goals, with the EU achieving a 22.1% share of renewable energy in 2020, surpassing the 20% target.

<span class="mw-page-title-main">Renewable Transport Fuel Obligation</span> UK requirement on fuel suppliers

The Renewable Transport Fuel Obligation (RTFO) in the United Kingdom is a requirement on transport fuel suppliers to ensure that 5 percent of all road vehicle fuel is supplied from sustainable renewable sources by 2010. The Government intends to set variable targets for the level of carbon and sustainability performance expected from all transport fuel suppliers claiming certificates for biofuels in the early years of the RTFO.

The ACEA agreement refers to a voluntary agreement between the European Automobile Manufacturers Association (ACEA) and the European Commission to limit the amount of carbon dioxide (CO2) emitted by passenger cars sold in Europe.

Biofuel is fuel that is produced from organic matter (biomass), including plant materials and animal waste. It is considered a renewable source of energy that can assist in reducing carbon emissions. The two main types of biofuel currently being produced in Australia are biodiesel and bioethanol, used as replacements for diesel and petrol (gasoline) respectively. As of 2017 Australia is a relatively small producer of biofuels, accounting for 0.2% of world bioethanol production and 0.1% of world biodiesel production.

The energy policy of the European Union focuses on energy security, sustainability, and integrating the energy markets of member states. An increasingly important part of it is climate policy. A key energy policy adopted in 2009 is the 20/20/20 objectives, binding for all EU Member States. The target involved increasing the share of renewable energy in its final energy use to 20%, reduce greenhouse gases by 20% and increase energy efficiency by 20%. After this target was met, new targets for 2030 were set at a 55% reduction of greenhouse gas emissions by 2030 as part of the European Green Deal. After the Russian invasion of Ukraine, the EU's energy policy turned more towards energy security in their REPowerEU policy package, which boosts both renewable deployment and fossil fuel infrastructure for alternative suppliers.

<span class="mw-page-title-main">Renewable energy in Finland</span>

Renewable energy in Finland increased from 34% of the total final energy consumption (TFEC) in 2011 to 48% by the end of 2021, primarily driven by bioenergy (38%), hydroelectric power (6.1%), and wind energy (3.3%). In 2021, renewables covered 53% of heating and cooling, 39% of electricity generation, and 20% of the transport sector. By 2020, this growth positioned Finland as having the third highest share of renewables in TFEC among International Energy Agency (IEA) member countries.

The use of biofuels varies by region. The world leaders in biofuel development and use are Brazil, United States, France, Sweden and Germany.

Strict sustainability standards for biofuel in the European Union (EU) are set by the European Commissioner on Energy. Biofuels are considered a renewable alternative to fossil fuels in the transportation sector for the EU. The EU has played a large role in increasing the use of biofuels in member states; however, it has also aimed, to some extent, to mitigate the potential negative impacts of biofuel production. Current EU legislation on biofuels includes a goal to increase renewable energy consumption by 20%, eliminate biofuel feedstock sourced from carbon-rich land, accounting for emissions caused from land use change as well as solely biofuel usage, and reducing greenhouse gas intensities from fuels used in transport and machinery.

<span class="mw-page-title-main">Low-carbon fuel standard</span> Rule to reduce carbon intensity of transportation fuels

A low-carbon fuel standard (LCFS) is an emissions trading rule designed to reduce the average carbon intensity of transportation fuels in a given jurisdiction, as compared to conventional petroleum fuels, such as gasoline and diesel. The most common methods for reducing transportation carbon emissions are supplying electricity to electric vehicles, supplying hydrogen fuel to fuel cell vehicles and blending biofuels, such as ethanol, biodiesel, renewable diesel, and renewable natural gas into fossil fuels. The main purpose of a low-carbon fuel standard is to decrease carbon dioxide emissions associated with vehicles powered by various types of internal combustion engines while also considering the entire life cycle, in order to reduce the carbon footprint of transportation.

<span class="mw-page-title-main">Indirect land use change impacts of biofuels</span> Negative spillover effect of production of biofuels

The indirect land use change impacts of biofuels, also known as ILUC or iLUC, relates to the unintended consequence of releasing more carbon emissions due to land-use changes around the world induced by the expansion of croplands for ethanol or biodiesel production in response to the increased global demand for biofuels.

<span class="mw-page-title-main">Energy in Sweden</span>

Energy in Sweden describes energy and electricity production, consumption and import in Sweden. Electricity sector in Sweden is the main article of electricity in Sweden. The Swedish climate bill of February 2017 aims to make Sweden carbon neutral by 2045. The Swedish target is to decline emission of climate gases 63% from 1990 to 2030 and international transportation excluding foreign flights 70%. By 2014 just over half of the country's total final energy consumption in electricity, heating and cooling and transport combined was provided by renewables, the highest share amongst the then 28 EU member countries. About a third of Sweden's electricity is generated by nuclear power. In generating a year's worth of this energy, Swedes generate about 4 tonnes of CO2 emissions each. Since 2010, sustainability measures have reduced total emissions even as the population has increased.

<span class="mw-page-title-main">Energy in Greece</span>

Energy in Greece is dominated by fossil gas and oil. Electricity generation is dominated by the one third state owned Public Power Corporation. In 2009 DEI supplied for 85.6% of all electric energy demand in Greece, while the number fell to 77.3% in 2010. Almost half (48%) of DEI's power output in 2010 was generated using lignite. 12% of Greece's electricity comes from hydroelectric power plants and another 20% from natural gas. Between 2009 and 2010, independent companies' energy production increased by 56%, from 2,709 Gigawatt hour in 2009 to 4,232 GWh in 2010.

The Energy Taxation Directive or ETD (2003/96/EC) is a European directive, which establishes the framework conditions of the European Union for the taxation of electricity, motor and aviation fuels and most heating fuels. The directive is part of European Union energy law; its core component is the setting of minimum tax rates for all Member States.
