Rilya Shenise Wilson (born September 29, 1996) [1] was an American child who was placed in the foster care system of the Florida Department of Children and Families (DCF), and was the centerpoint of an investigation into neglect and mismanagement in the organization. She was approximately four years old when she disappeared on January 18, 2001. [2] DCF did not discover her disappearance until two years later, when she was not found living at the home of her caretaker and alleged godmother or grandmother, Geralyn Graham.
Rilya was placed into Graham's care by DCF after Rilya's mother, Gloria Wilson, had her parental rights terminated. Despite varying accusations regarding Rilya's parentage and how she came to be in Graham's care, the true relationship between the two is unclear.
The last recorded welfare check of Rilya Wilson took place in early January 2001, by social worker Deborah Muskelly. Rilya's caretaker, Geralyn Graham, initially told investigators that on January 18, 2001, an unidentified African-American woman claiming to work for the Florida Department of Children and Families (DCF) took Rilya for an unspecified evaluation; this was the last time she supposedly saw Rilya. Despite this, Graham continued to cash checks from the state for Rilya's care. She further claimed that Muskelly was aware of Rilya's disappearance. Graham was later jailed for identity fraud and Medicaid fraud for accepting payments on behalf of Wilson after she went missing. [3]
Authorities denied that any state worker had ever taken Rilya for medical testing. [4] They claimed to have first learned of Rilya's disappearance on April 25, 2002, the date she was officially reported missing. In March 2002, Muskelly and her supervisor resigned after allegations of fraud surfaced. Muskelly faced forty-one criminal charges regarding her time with DCF, including grand theft. She pled guilty to one count of official misconduct and was given five years' probation; the remaining charges were dropped. She never faced charges directly relating to Rilya's disappearance. [5]
Manville Cash, a man currently incarcerated for auto theft and drug charges, was listed as the girl's "prospective father" on documents terminating her birth mother's parental rights. In early 2002, Cash told authorities he last saw Rilya at the home of Pamela Kendrick, Cash's aunt and sometimes mistakenly referred to as Graham's sister. Kendrick briefly had custody of Rilya in 2000 before she was removed amid allegations of neglect. [1] In August 2004, Graham was charged with kidnapping and three counts of child abuse, and Kendrick with two lesser counts of child abuse. Kendrick testified against Graham at her trial, claiming that both of them had spanked Rilya with switches and had locked her in a dog cage and in the laundry room.
In March 2005, a grand jury indicted Graham after she allegedly gave a detailed confession to Rilya's murder. Graham had confessed to inmate Robin Lunceford, who testified at trial over four days. In her testimony, Lunceford revealed that Graham admitted to killing Rilya because the child was "evil" and was plagued by "demons" from previous abuse. Her body was supposedly buried in a ravine close by a place Graham regularly visited for fishing and cookouts. Two other inmates also testified that Graham, while behind bars, suggested she killed the child. [6]
Evidence of Rilya's abuse was presented at the trial, including the dog cage witnesses said Graham used to punish Rilya, and testimony about the girl's lengthy confinement in a small laundry room. Pamela Kendrick testified that Geralyn regularly tied Rilya to her bed using plastic restraints so she would not get up during the night. Graham alleged that a woman who claimed to work for DCF said she was removing Rilya from the home for evaluation and never returned.
In January 2013, the jury convicted Graham of kidnapping and child abuse, but deadlocked 11-to-1 on the charge of murder. [7] On February 12, the judge sentenced Graham to 30 years for kidnapping plus 25 years for aggravated child abuse. Two other abuse sentences—25 years and five years, respectively—will be served concurrently for a total of 55 years behind bars. Prosecutors had sought the maximum of life plus 65 years. At 67 years old at the time of sentencing, Graham will end up serving a life sentence. [8]
The case led to the resignation of DCF director Kathleen Kearney and the passage of several reform laws, including a new missing-child-tracking system and the contracting out of foster child casework to private organizations. Lawmakers also made it illegal to falsify records of visits between caseworkers and foster children. [8]
Sante Kimes also known as the Dragon Lady, was an American murderer, con artist, robber, serial arsonist, and possible serial killer who was convicted of two murders, as well as robbery, forgery, violation of anti-slavery laws and numerous other crimes. Many of these crimes were committed with the assistance of her son, Kenneth Kimes. They were tried and convicted together for the murder of Irene Silverman, along with 117 other charges.
Gerard John Schaefer Jr. was an American murderer and suspected serial killer, known as the Killer Cop, the Hangman and the Butcher of Blind Creek, who was convicted of the 1972 murder and mutilation of two teenage girls in Port St. Lucie, Florida. He is suspected of up to twenty-six further murders.
The Little Rascals Day Care Center was a day care in Edenton, North Carolina, where, from 1989 to 1995, there were arrests, charges and trials of seven people associated with the day care center, including the owner-operators, Bob and Betsy Kelly. In retrospect, the case reflected day care sex abuse hysteria, including allegations of satanic ritual abuse. The testimony of the children was coached.
Marcus Fiesel was an American 3-year-old child who was murdered in Clermont County, Ohio, in August 2006. Fiesel had recently been removed from his mother's care by child protective services, and placed into foster care with David and Liz Carroll in Union Township, where he died from hyperthermia after being restrained and neglected in a closet for a two-day period. On February 21, 2007, Liz Carroll was convicted of murdering him. On February 26, 2007, it was announced attorneys for David Carroll had reached a plea agreement.
Ronnie Antonio Paris was an American three-year-old boy from Tampa, Florida, who was murdered in 2005. Paris was subject to severe physical abuse at the hands of his father, Ronnie Paris Sr., who was convinced he was homosexual despite his young age, and was forced to box repeatedly, eventually entering a coma and dying from brain injuries. His death brought attention to the Florida Department of Children & Families for failing to identify the child abuse and neglect. Controversy arose over Paris being removed from his home and placed in to foster care, only to be returned, and died within six weeks from continued abuse. Ronnie Paris Sr. was convicted of manslaughter and sentenced to 30-years in prison.
Victory Forge Military Academy, located in Port St. Lucie, Florida, is a year-round boarding school that utilizes military-style components for behavior modification. It enrolls "rebellious and troubled" adolescent males under the age of 18. The academy states that it is accredited by the National Association of Christian Education (NACE). The academy is highly controversial and has been subject to numerous allegations of physical and emotional abuse for its use of shackles and beatings.
Caylee Marie Anthony was an American toddler who lived in Orlando, Florida, with her mother, Casey Marie Anthony, and her maternal grandparents, George and Cindy Anthony. On July 15, 2008, Caylee was reported missing in a 9-1-1 call made by Cindy, who said she had not seen the child for thirty-one days. According to what Cindy told police dispatchers, Casey had given varied explanations as to Caylee's whereabouts before eventually saying she had not seen her daughter for weeks. Casey later called police and falsely told a dispatcher that Caylee had been kidnapped by a nanny on June 9. Casey was charged with first-degree murder in October 2008 and pleaded not guilty.
Robert Black was a Scottish serial killer and paedophile who was convicted of the kidnap, rape and murder of four girls aged between 5 and 11 in a series of crimes committed between 1981 and 1986 in the United Kingdom.
Eddie Lee Sexton was an American convicted murderer and rapist known for compelling his children to murder and for committing sexual abuse against his own family, which he ruled in a cult-like manner. He fathered at least three children with two of his daughters. Rick Terrana, Eddie Sexton's defense attorney, described the Sextons as the "most dysfunctional family in America." The case earned national attention, partly because of some of the graphic and sensational details revealed in court.
Terrell Peterson was a five-year-old boy from Atlanta, Georgia, who was tortured and beaten to death while his case was under active state supervision. He was one of more than 800 children who died between 1995 and 1998 after their cases were brought to the attention of the Georgia Department of Human Services' (DHS) Division of Family and Children Services (DFCS). Some of the deaths were due to accident and illness, while others, like Terrell's, were murders. When Terrell died, he weighed only 29 pounds and was covered with cuts, bruises and cigarette burns.
Nubia Docter Barahona was a 10-year-old American girl who was abused and murdered on February 11, 2011. Her body was found February 14, 2011, wrapped in a plastic garbage bag in the bed of her adoptive father's pickup truck on the side of I-95 in West Palm Beach, Florida. Her body had partially decomposed from being covered in chemicals, possibly pesticides.
Girly Chew was a Malaysian-born woman who disappeared on September 9, 1999, in Albuquerque, New Mexico. The investigation into the murder of Girly Chew revealed a conspiracy theory involving reptilian queens, UFOs and reports of cannibalism. Girly Chew's husband Diazien Hossencofft and his girlfriend Linda Henning were convicted of her murder. Her body has never been found.
Andre Rand, also known as Frank Bruchette and dubbed the Pied Piper of Staten Island, is an American convicted child kidnapper, sex offender and suspected serial killer who is currently serving two sentences of twenty-five years to life in prison for the abductions of two girls, age 7 and 12, on Staten Island, New York. He is eligible for parole in 2037. Rand is the subject of the 2009 documentary Cropsey, which speculates that he may have been the source of an urban legend known by that name.
Marvin Charles Gabrion is an American murderer, rapist, and suspected serial killer convicted of the 1997 kidnapping and murder of 19-year-old Rachel Timmerman, of Cedar Springs, Michigan. Timmerman and her 11-month-old daughter, Shannon, disappeared two days before Gabrion was set to stand trial on rape charges filed by Rachel the previous summer. Rachel's body was found in Oxford Lake, weighted down by cinder blocks. Shannon remains missing, but is presumed deceased. Although Gabrion was not tried for killing Shannon, court documents describe her murder as “virtually undisputed.”
Erica Lynn Parsons was a 13-year-old girl from Salisbury, North Carolina, who disappeared mysteriously in 2011.
Sherri Louise Graeff-Papini is an American woman who disappeared on November 2, 2016, reportedly while out jogging a mile from her home in Redding, California. Papini was 34 years old at the time. She reappeared three weeks later on Thanksgiving Day, November 24, having been reportedly freed by her captors at 4:30 that morning, still wearing restraints, on the side of County Road 17 near Interstate 5 in Yolo County, about 150 miles (240 km) south of where she disappeared.
On December 17, 2013, Heather Elvis, of Carolina Forest, South Carolina, United States, went on a first date with a man that ended when he dropped her off at her apartment the following morning at 1:15 a.m. The date had been Elvis' attempt to move on after a relationship with Sidney Moorer, a repairman she had met through her job at a local restaurant, that had ended two months earlier. At 1:44 a.m., Elvis called her roommate, Brianna Warrelmann, who was visiting family, to tell her how the date had gone. The conversation lasted approximately ten minutes. Warrelman had advised Elvis against returning Sidney's calls, and cautioned Elvis "not to do anything rash and to get some sleep." Elvis' cell phone activity ended that day around 6 a.m., and she has not been seen or heard from since.
Christie Lynn Farni is an American girl who went missing in Medford, Oregon, after testifying before a grand jury regarding abuse allegations against her biological father. Serial killer Henry Lee Lucas was implicated in her disappearance in 1983, but his alleged involvement was not confirmed. Her case is the oldest unsolved missing child case in Jackson County.
Davontae Marcel Williams was a nine-year-old boy who, in 2004, died of malnutrition at his apartment in Arlington, Texas. He weighed 35 pounds at the time of his death. Davontae's mother, Marcella L. Williams, and his mother's partner, Lisa Ann Coleman, were arrested, accused of depriving Davontae of food, and charged with capital murder. Marcella Williams entered a guilty plea in exchange for a sentence of life imprisonment, while Coleman refused a plea deal, was found guilty, and received a death sentence.
Harmony Renee Montgomery was an American child who was murdered by her biological father Adam Montgomery in Manchester, New Hampshire, presumably after a Massachusetts judge awarded her father custody. Her biological mother, Crystal Sorey, reported her daughter missing after she lost custody of her in 2018. New Hampshire police launched an investigation into Montgomery's disappearance in December 2021.
