Dmitri Marshan is the Commissioner for Human Rights (Ombudsman) of Abkhazia.
Marshan was born in 1980. In 2002,he graduated from the Law Faculty of the Adyghe State University. Between January and December 2003,Marshan served as a conscript in the Abkhazian army. In 2006,Marshan completed the graduate school of the Department of State (Constitutional) Law of the Rostov State University. [1]
Between 2006 and 2009,Marshan lectured at the Law Faculty of the Rostov State University,renamed into Southern Federal University. In 2008,he defended his PhD thesis. In 2010,he became assistant to Commissioner for Human Rights under the President of Abkhazia Gueorgui Otyrba. [1]
On 11 February 2016,the People's Assembly adopted a law which instituted a new,independent office of Ombudsman,elected by Parliament. [2] On 22 November,Marshan was elected as the new Ombudsman with eighteen votes in favour,one against and one abstention,out of 28 deputies present,after having been nominated by a group of 26 deputies. Gueorgui Otyrba is an Abkhazian politician and academic. He was the first Human Rights Commissioner of Abkhazia between 2007 and 2016 and acting Foreign Affairs Minister between June and July 2004.

International recognition of Transnistria –a disputed region in Eastern Europe located between Moldova and Ukraine –is controversial. Although Transnistria declared independence in 1990,no United Nations member recognises its sovereignty and the region is considered by the UN to be part of Moldova. Currently,only Abkhazia,the Republic of Artsakh and South Ossetia recognise its independence,all themselves states with limited recognition. Despite not officially recognizing Transnistria's independence,Russia has close relations with Transnistria and even established a consulate in the territory. Karen Aresi Andreasyan is an Armenian judge and former politician and lawyer who has served as the Chairman of the Supreme Judicial Council of Armenia since 2022.
