Don Ness (born January 9,1974) is an American politician who served as the 38th Mayor of Duluth,Minnesota from 2008 to 2016. He is a member of the Minnesota Democratic-Farmer-Labor Party.
Ness was born in Duluth to Don and Mary Ness. His father was the pastor of a small,non-denominational Christian church,who also was chaplain at Northwoods Children's Services. Ness was educated in Duluth's public school system,attending Central High School before earning a Bachelor's Degree in Business Administration from University of Minnesota Duluth,where he was given the Sieur du Lhut Award for his service to the campus. He later earned an MBA degree from the College of St. Scholastica.
Ness has a history of active service to and involvement in the Duluth community. He founded the Bridge Syndicate,a group of young people whose mission is to increase civic,cultural,and economic opportunities in the Twin Ports. Ness was also festival director of the Homegrown Music Festival for two years. [1]
Ness also worked for the Zeppa Family Foundation,a progressive foundation focused on hunger and poverty,environmental sustainability,and support for the visual and performing arts in 2007.
In 1997,Congressman Jim Oberstar hired Ness to be his campaign manager,a position Ness held for nearly ten years.
In the fall of 1999,Ness was elected to the Duluth City Council as the city's councilor-at-large. In 2001 and 2004,he served as council president.
Ness was elected Mayor of Duluth in November 2007 from a pool of 12 candidates. He was inaugurated for his first term on January 7,2008,at a ceremony held at the Duluth Entertainment Convention Center. [2]
Elected at age 33,Ness is often referred to as the youngest Mayor to take office in Duluth,though John Fedo was 29 when he was elected in 1979.
Ness ran for a second term unopposed in 2011. [3] He held an 89% approval rating in 2014 and was the first Mayor to run without a challenger since Duluth was incorporated in 1887. [4]
Since Ness took office in 2008,Duluth has overcome several challenges. The first resolution was to balance the growing $4.4 million budget deficit. [5]
In 2008,Ness addressed the problem of runaway retiree healthcare costs by moving retired City employees to a plan that matched those of current employees. Eligible retirees were moved to Medicare. [4] Previously,retirees were able to keep the plan in effect upon retirement. This adjustment reduced Duluth's unfunded healthcare liability by $209 million in 2013. Labor unions took the city to the state Supreme Court over the issue but were unsuccessful. [5] Through hard work and making other difficult and unpopular decisions,Duluth's general fund increased from a negative balance of $1.3 million in 2008 to a $7.53 million reserve in 2011. [6] Two years after election,the national recession resulted in a cut of annual state aid by $5.2 million in 2010. [5]
In 2009,the federal government and United States Environmental Protection Agency mandated that Duluth make improvements to the city's sewer system,which was estimated to cost $130 million. According to the EPA,there were 250 sanitary sewer overflows between 1999 and 2004. [7] Duluth embraced the challenge to eliminate sanitary sewer overflow by 2016. The project was completed in 2013.
Duluth has one of the fastest growing economies in America. [8] In September,2014,city leaders announced a 4.3% unemployment rate,which is the lowest it had been since 2006. [9]
Standard &Poor's Ratings Services assigned Duluth's GO Bond rating to AA in 2014 as compared to AA−in 2008 [10] and Moody's reported an Aa2 rating in 2014. [11]
Duluth has also been referred to as an "aviation hub",with companies like AAR Corp and Cirrus Aircraft contributing to the city's economy. [12]
Since 1987,the Saint Louis River has been listed as an area of concern by the EPA due to many years of pollution from industrial and landfill sites. [13] The cleanup began in 1978 before it was listed as an AOC with the installation of a waste-water treatment plant. [14]
In 2009,Mayor Ness organized a St. Louis River Corridor Summit and brought over 70 stakeholders together to develop a comprehensive vision for the area. It will see another $300–400 million in additional federal,state,and private money to continue the restoration progress. Ness' vision for the St. Louis River Corridor is to maintain the cleanliness of the river and have it delisted as an AOC with the EPA by 2025. [15]
In 2014 Ness secured State authorization to re-establish a half percent tax on lodging and half percent on food and beverages tax. These funds would be dedicated to developing the corridor into an outdoor adventure destination. [16]
Improvements to the area include a rehabilitation of Grand Avenue by adding in more sidewalks,bike lanes,and connections to nearby bike trails. The city and volunteers through COGGS are working to complete a 100-mile single track bike trail called the Duluth Traverse that will connect to trails in the corridor. A city-subsidized chalet at Spirit Mountain connects the ski hill to Grand Avenue. The city is also working to improve access points to the river for paddlers. [15]
Ness and his wife,Laura,met in 2002 when she was a field staffer for Paul Wellstone. They were married in 2004,and have three children. [17] Active in community organizations,Laura Ness has run for county commissioner,and had prominent roles on two election campaigns. [17] Laura was owner of Vintage Duluth,a vintage clothing store. She was also co-owner of Green Home Solutions of Duluth,a mold remediation and air quality company. [18]

Commodities shipped from the Port of Duluth include coal, iron ore, grain, limestone, cement, salt, wood pulp, steel coil, and wind turbine components. Duluth is south of the Iron Range and the Boundary Waters Canoe Area Wilderness.
Grand Rapids is a city in Itasca County, Minnesota, United States, and it is the county seat. The population was 11,126 at the 2020 census. The city is named for the 3.5-mile (5.6 km) long rapids in the Mississippi River which was the uppermost limit of practical steamboat travel during the late 19th century. Today the rapids are hidden below the dam of UPM Paper Company.
A sanitary sewer is an underground pipe or tunnel system for transporting sewage from houses and commercial buildings to a sewage treatment plant or disposal. Sanitary sewers are a type of gravity sewer and are part of an overall system called a "sewage system" or sewerage. Sanitary sewers serving industrial areas may also carry industrial wastewater. In municipalities served by sanitary sewers, separate storm drains may convey surface runoff directly to surface waters. An advantage of sanitary sewer systems is that they avoid combined sewer overflows. Sanitary sewers are typically much smaller in diameter than combined sewers which also transport urban runoff. Backups of raw sewage can occur if excessive stormwater inflow or groundwater infiltration occurs due to leaking joints, defective pipes etc. in aging infrastructure.
The Saint Louis River is a river in the U.S. states of Minnesota and Wisconsin that flows into Lake Superior. The largest U.S. river to flow into the lake, it is 192 miles (309 km) in length and starts 13 miles (21 km) east of Hoyt Lakes, Minnesota. The river's watershed covers 3,634 square miles (9,410 km2). Near the Twin Ports of Duluth, Minnesota and Superior, Wisconsin, the river becomes a freshwater estuary.
The Northstar Line is a commuter rail route in the US state of Minnesota. Northstar runs 40 miles (64 km) from Big Lake to downtown Minneapolis at Target Field using existing track and right-of-way owned by the BNSF Railway. Passenger service began on November 16, 2009. The rail line serves part of the Northstar Corridor between Minneapolis and St. Cloud. Planning for the line began in 1997 when the Northstar Corridor Development Authority (NCDA) was formed. The corridor is also served by Interstate 94 and U.S. Highway 10. In 2022, the system had a ridership of 77,100, or about 300 per weekday as of the third quarter of 2023.
U.S. Route 53, or U.S. Highway 53 (U.S. 53), is a north–south U.S. highway that runs for 404 miles (650 km) from La Crosse, Wisconsin to International Falls, Minnesota. It is the primary north–south route in northwestern Wisconsin, serving as a vital link between I-94 at Eau Claire, Wisconsin and the Twin Ports of Superior, Wisconsin, and Duluth, Minnesota. The entire route from Eau Claire to the city limits of Superior is a four lane divided highway. The highway's northern terminus is at the Fort Frances–International Falls International Bridge in International Falls, Minnesota, at the Canada–US border. Its southern terminus is in La Crosse, Wisconsin, at U.S. Highway 14.
Minnesota State Highway 23 (MN 23) is a state highway that stretches from southwestern to northeastern Minnesota. At 343.723 miles (553.169 km) in length, it is the second longest state route in Minnesota, after MN 1.
The Milwaukee Metropolitan Sewerage District (MMSD) is a regional government agency that provides water reclamation and flood management services for about 1.1 million people in 28 communities in the Greater Milwaukee Area. A recipient of the U.S. Water Prize and many other awards, the District has a record of 98.4 percent, since 1994, for capturing and cleaning wastewater from 28 communities in a 411-square-mile (1,060 km2) area. The national goal is 85 percent of all the rain and wastewater that enters their sewer systems.
A combined sewer is a type of gravity sewer with a system of pipes, tunnels, pump stations etc. to transport sewage and urban runoff together to a sewage treatment plant or disposal site. This means that during rain events, the sewage gets diluted, resulting in higher flowrates at the treatment site. Uncontaminated stormwater simply dilutes sewage, but runoff may dissolve or suspend virtually anything it contacts on roofs, streets, and storage yards. As rainfall travels over roofs and the ground, it may pick up various contaminants including soil particles and other sediment, heavy metals, organic compounds, animal waste, and oil and grease. Combined sewers may also receive dry weather drainage from landscape irrigation, construction dewatering, and washing buildings and sidewalks.
Sanitary sewer overflow (SSO) is a condition in which untreated sewage is discharged from a sanitary sewer into the environment prior to reaching sewage treatment facilities. When caused by rainfall it is also known as wet weather overflow. Causes of sanitary sewer overflows include: Blockage of sewer lines, infiltration/Inflow of excessive stormwater into sewer lines during heavy rainfall, malfunction of pumping station lifts or electrical power failure, broken sewer lines. Prevention of such overflow events involves regular maintenance and timely upgrades of infrastructure.

Allegheny County Sanitary Authority is a Municipal Authority in Allegheny County, Pennsylvania that provides wastewater treatment services to 83 communities, including the city of Pittsburgh. Its principal sewage treatment plant is along the Ohio River downstream from Pittsburgh.
The Rouchleau Mine is an abandoned open-pit mine within the Mesabi Iron Range at Virginia, Minnesota, United States. The mine, located on the east side of the city, is roughly 3 miles (4.8 km) long and .5 miles (0.80 km) wide; its deepest point is 450 feet (140 m) below its surface, making it one of the deepest mines in the range. Named for Louis Rouchleau, who explored the area for its mining potential, the mine was initially created as a shaft mine. It was converted to a pit mine by the 1930s due to improvements in open-pit mining technology and increasingly unstable terrain which made shaft mining unsafe.
