E.118 is an international standard that defines the international telecommunication charge card, for use in payphones. [1] It also defines the Integrated Circuit Card Identifier (ICCID), which is used in Subscriber Identity Modules (SIMs, including SIM cards and eSIMs. [2] The standard was first developed in 1988 by what became the Standardization Sector of the International Telecommunication Union (ITU-T) with several revisions having been published since then.

History

The E.118 standard was first developed by the precursor to the ITU-T, International Telegraph and Telephone Consultative Committee (CCITT, in the French acronym) [3] and it was adopted by its governing body the World Telecommunication Standardization Conference (WTSC), as its 1988 meeting. [1] Since then it has been revised several times by Study Group 1, most recently in 1996.

ICCID

The Integrated Circuit Card Identifier (ICCID) is a number to international identify callers, called a 'Primary Account Number', used i.a. in SIM cards including eSIM cards. Its layout is based on ISO/IEC 7812. [4] The ICCID is made up of:

E.118 stipulates that the ITU-T updates a list of all current internationally assigned IIN codes in its Operational Bulletins which are published twice a month. [5]

The international mobile subscriber identity (IMSI) is a number that uniquely identifies every user of a cellular network. It is stored as a 64-bit field and is sent by the mobile device to the network. It is also used for acquiring other details of the mobile in the home location register (HLR) or as locally copied in the visitor location register. To prevent eavesdroppers from identifying and tracking the subscriber on the radio interface, the IMSI is sent as rarely as possible and a randomly-generated TMSI is sent instead.

A SIM card is an integrated circuit (IC) intended to securely store an international mobile subscriber identity (IMSI) number and its related key, which are used to identify and authenticate subscribers on mobile telephone devices. Technically the actual physical card is known as a universal integrated circuit card (UICC); this smart card is usually made of PVC with embedded contacts and semiconductors, with the SIM as its primary component. In practice the term "SIM card" refers to the entire unit and not simply the IC.

The International Mobile Equipment Identity (IMEI) is a numeric identifier, usually unique, for 3GPP and iDEN mobile phones, as well as some satellite phones. ISO/IEC 7812Identification cards – Identification of issuers is an international standard published jointly by the International Organization for Standardization (ISO) and the International Electrotechnical Commission (IEC). It specifies "a numbering system for the identification of the card issuers, the format of the issuer identification number (IIN) and the primary account number (PAN)", and procedures for registering IINs. It was first published in 1989.

Phone cloning is the copying of identity from one cellular device to another.

A payment card number, primary account number (PAN), or simply a card number, is the card identifier found on payment cards, such as credit cards and debit cards, as well as stored-value cards, gift cards and other similar cards. In some situations the card number is referred to as a bank card number. The card number is primarily a card identifier and may not directly identify the bank account number/s to which the card is/are linked by the issuing entity. The card number prefix identifies the issuer of the card, and the digits that follow are used by the issuing entity to identify the cardholder as a customer and which is then associated by the issuing entity with the customer's designated bank accounts. In the case of stored-value type cards, the association with a particular customer is only made if the prepaid card is reloadable. Card numbers are allocated in accordance with ISO/IEC 7812. The card number is typically embossed on the front of a payment card, and is encoded on the magnetic stripe and chip, but may also be imprinted on the back of the card.

The Global Standards Collaboration (GSC) started life as The Inter-regional Telecommunications Standards conference (ITSC) in 1990. This was an initiative of the T1 Committee of the United States who invited the other founding partner organizations ITU-T, ETSI and the Japanese TTC to the first ISC Meeting in Fredericksburg, VA. The goal was set by the “spirit of Melbourne”, stemming from a CCITT Plenary Assembly, to find a way of co-operation between Participating Standards Organizations (PSOs) from different regions of the world in order to facilitate global standardization within the ITU. The ITSC focussed its work on fixed telecommunications networks.

The term digital card can refer to a physical item, such as a memory card on a camera, or, increasingly since 2017, to the digital content hosted as a virtual card or cloud card, as a digital virtual representation of a physical card.
