José Echegaray y Eizaguirre was a Spanish civil engineer, mathematician, statesman, and one of the leading Spanish dramatists of the last quarter of the 19th century. Reinosa is a municipality in Cantabria, Spain. As of 2009, it has 10,307 inhabitants. The municipality, one of the smallest by land area in Cantabria, is notable for being one of the nearest towns to the headwaters of the Ebro River. It is completely surrounded by the municipality of Campoo de Enmedio and was created a city by King Alfonso XIII in 1927, being one of only three urban centres in Cantabria with that honour, the others being Santander and Torrelavega.

The Battle of Vellica was a battle of the Cantabrian Wars fought in the year 25 BC by the emperor Augustus and his Roman legions against the Cantabri forces who resided in the area. The most generally accepted location for the battle is the area around Monte Cildá, Olleros de Pisuerga, Palencia.

Before, Echegaray served as the 26th General Secretary of the Juvenile Communist Federation from 1980 through 1985. He was a member of the Buenos Aires City Legislature from 2000 to 2003.
