The Edict of Serdica, also called Edict of Toleration by Galerius, [1] [2] [3] was issued in 311 in Serdica (now Sofia, Bulgaria) by Roman Emperor Galerius. It officially ended the Diocletianic persecution of Christianity in the East. [4]

The Edict implicitly granted Christianity the status of religio licita , a worship that was recognized and accepted by the Roman Empire. [5] It was the first edict legalizing Christianity and preceded the Edict of Milan by two years.

History

On February 23, 303, on the Terminalia feast, Emperor Diocletian, on proposal of Galerius, issued a persecutory edict. The edict prescribed:

Galerius then held the position of Caesar of the Roman Empire, the second most important position after the Emperors.

In 305, Diocletian abdicated and was replaced by Galerius, his successor, who continued persecution in the East until 311, when he granted Christians forgiveness, freedom of worship and (implicitly) the status of religio licita.

Promulgated in the name of the other official members of the Tetrarchy, the edict marked the end of persecutions against the Christians.

Among other arrangements which we are always accustomed to make for the prosperity and welfare of the republic, we had desired formerly to bring all things into harmony with the ancient laws and public order of the Romans, and to provide that even the Christians who had left the religion of their fathers should come back to reason; since, indeed, the Christians themselves, for some reason, had followed such a caprice and had fallen into such a folly that they would not obey the institutes of antiquity, which perchance their own ancestors had first established; but at their own will and pleasure, they would thus make laws unto themselves which they should observe and would collect various peoples in diverse places in congregations. Finally when our law had been promulgated to the effect that they should conform to the institutes of antiquity, many were subdued by the fear of danger, many even suffered death. And yet since most of them persevered in their determination, and we saw that they neither paid the reverence and awe due to the gods nor worshipped the God of the Christians, in view of our most mild clemency and the constant habit by which we are accustomed to grant indulgence to all, we thought that we ought to grant our most prompt indulgence also to these, so that they may again be Christians and may hold their conventicles, provided they do nothing contrary to good order. But we shall tell the magistrates in another letter what they ought to do.

Wherefore, for this our indulgence, they ought to pray to their God for our safety, for that of the republic, and for their own, that the republic may continue uninjured on every side, and that they may be able to live securely in their homes.

This edict is published at Nicomedia on the day before the Kalends of May, in our eighth consulship and the second of Maximinus.

Constantine I, also known as Constantine the Great, was a Roman emperor from 306 to 337. Born in Naissus, Dacia Mediterranea, he was the son of Flavius Constantius, an Illyrian army officer who became one of the four emperors of the Tetrarchy. Diocletian Roman emperor from 284 to 305

Diocletian was a Roman emperor from 284 to 305. Born to a family of low status in Dalmatia, Diocletian rose through the ranks of the military to become a cavalry commander of the Emperor Carus's army. After the deaths of Carus and his son Numerian on campaign in Persia, Diocletian was proclaimed emperor. The title was also claimed by Carus's surviving son, Carinus, but Diocletian defeated him in the Battle of the Margus.

Pope Miltiades, also known as Melchiades the African, was the bishop of Rome from 311 to his death on 10 or 11 January 314. It was during his pontificate that Emperor Constantine the Great issued the Edict of Milan (313), giving Christianity legal status within the Roman Empire. The pope also received the palace of Empress Fausta where the Lateran Palace, the papal seat and residence of the papal administration, would be built. At the Lateran Council, during the schism with the Church of Carthage, Miltiades condemned the rebaptism of apostatised bishops and priests, teaching of Donatus Magnus.

The 300s decade ran from January 1, 300, to December 31, 309.

303 Calendar year

The denomination 303 for this year has been used since the early medieval period, when the Anno Domini calendar era became the prevalent method in Europe for naming years.

Galerius Roman emperor from 305 to 311

Galerius was Roman emperor from 305 to 311. During his reign he campaigned, aided by Diocletian, against the Sassanid Empire, sacking their capital Ctesiphon in 299. He also campaigned across the Danube against the Carpi, defeating them in 297 and 300. Although he was a staunch opponent of Christianity, Galerius ended the Diocletianic Persecution when he issued an Edict of Toleration in Serdica in 311.

Galerius Valerius Maximinus Daza was Roman emperor from 310 to 313. He became embroiled in the Civil wars of the Tetrarchy between rival claimants for control of the empire, in which he was defeated by Licinius. A committed pagan, he engaged in one of the last persecutions of Christians.

The Edict of Milan was the February AD 313 agreement to treat Christians benevolently within the Roman Empire. Western Roman Emperor Constantine I and Emperor Licinius, who controlled the Balkans, met in Mediolanum and, among other things, agreed to change policies towards Christians following the Edict of Toleration issued by Emperor Galerius two years earlier in Serdica. The Edict of Milan gave Christianity legal status and a reprieve from persecution but did not make it the state church of the Roman Empire. That occurred in AD 380 with the Edict of Thessalonica.

An edict of toleration is a declaration, made by a government or ruler, and states that members of a given religion will not be persecuted for engaging in their religious practices and traditions. The edict implies tacit acceptance of the religion rather than its endorsement by the ruling power.

During the reign of the Roman Emperor Constantine the Great (AD 306–337), Christianity began to transition to the dominant religion of the Roman Empire. Historians remain uncertain about Constantine's reasons for favoring Christianity, and theologians and historians have often argued about which form of early Christianity he subscribed to. Diocletianic Persecution Period of persecution of Christians in the Roman Empire (303-313)

The Diocletianic or Great Persecution was the last and most severe persecution of Christians in the Roman Empire. In 303, the Emperors Diocletian, Maximian, Galerius, and Constantius issued a series of edicts rescinding Christians' legal rights and demanding that they comply with traditional religious practices. Later edicts targeted the clergy and demanded universal sacrifice, ordering all inhabitants to sacrifice to the gods. The persecution varied in intensity across the empire—weakest in Gaul and Britain, where only the first edict was applied, and strongest in the Eastern provinces. Persecutory laws were nullified by different emperors at different times, but Constantine and Licinius' Edict of Milan (313) has traditionally marked the end of the persecution.

Persecution of Christians in the Roman Empire Religious persecution

The persecution of Christians in the Roman Empire occurred throughout most of the Roman Empire's history, beginning in the 1st century AD. Originally a polytheistic empire in the traditions of Roman paganism and the Hellenistic religion, as Christianity spread through the empire, it came into ideological conflict with the imperial cult. Pagan practices such as making sacrifices to the deified emperors or 'other gods' were abhorrent to Christians as their beliefs prohibited idolatry. The state and other members of civic society punished Christians for treason, various rumored crimes, illegal assembly, and for introducing an alien cult that led to Roman apostacy.

Religio licita is a phrase used in the Apologeticum of Tertullian to describe the special status of the Jews in the Roman Empire. It was not an official term in Roman law.

Decian persecution Christian persecution resulting from Roman edict

The Decian persecution of Christians occurred in 250 AD under the Roman Emperor Decius. He had issued an edict ordering everyone in the Empire to perform a sacrifice to the Roman gods and the well-being of the emperor. The sacrifices had to be performed in the presence of a Roman magistrate, and be confirmed by a signed and witnessed certificate from the magistrate. Although the text of the edict has been lost, many examples of the certificates have survived.

Early Christian churches in Milan are the first churches built immediately after the Edict of Milan in February 313, issued by Constantine the Great and Licinius, which granted tolerance and religious liberty to Christianity within the Roman Empire.

Little Peace of the Church

In the history of the Roman Empire, the "Little Peace of the Church" was a roughly 40-year period in the latter 3rd century when Christianity flourished without official suppression from the central government. It is particularly associated with the reign of Gallienus (253–268), who issued the first official declaration of tolerance regarding Christians. Among the series of imperial edicts that halted acts of persecution against Christians, one addressed to the bishops of Egypt has survived, recognizing places of worship and cemeteries as ecclesiastical property and restoring them to Christian ownership. The Church for the first time even asked a Roman emperor to arbitrate an internal dispute. In 272, after Paul of Samosata was accused of heresy but refused to be deposed as bishop of Antioch, Aurelian ruled in favor of his successor, who was in good standing with the church hierarchy.
