Himachal Pradesh is a state in the northern part of India. Situated in the Western Himalayas, it is one of the thirteen mountain states and is characterised by an extreme landscape featuring several peaks and extensive river systems. Himachal Pradesh is the northernmost state of India and shares borders with the union territories of Jammu and Kashmir and Ladakh to the north, and the states of Punjab to the west, Haryana to the southwest, Uttarakhand to the southeast and a very narrow border with Uttar Pradesh to the south. The state also shares an international border to the east with the Tibet Autonomous Region in China. Himachal Pradesh is also known as Dev Bhoomi or Dev Bhumi, meaning 'Land of Gods' and Veer Bhoomi which means 'Land of the Brave'.

Panjab University (PU) is an Indian collegiate public state university located in Chandigarh. Funded through both State and Union governments, it is considered a state university. It traces its origins to the University of the Punjab in Lahore, which was founded in 1882. After the partition of India, the university was established on 1 October 1947, and called East Punjab University. Initially housed primarily at a cantonment in Solan, it later relocated to a newly built campus in Chandigarh, and was renamed Panjab University. It is accredited by NAAC at five star level, with the highest NAAC A++ accreditation grade.

The Panjab Digital Library is a voluntary organization digitizing and preserving the cultural heritage of Panjab since 2003. With over 65 million digitized pages, it is the biggest resource of digital material on Panjab. There are many historically significant documents stored and made available online. Its scope covers Sikh and Punjabi culture. The library funded by The Nanakshahi Trust was launched online in August 2009. Its base office is located at Chandigarh, India.
Mandi is a major city and a municipal corporation in Mandi District in the Indian state of Himachal Pradesh. It is situated 145 kilometres (90 mi) north of state capital, Shimla in the north-west Himalayas at an average altitude of 880 m (2,890 ft) Mandi is connected to the Pathankot through National Highway 20 and to Manali and Chandigarh through National Highway 21. Mandi is approximately 184.6 km (114.7 mi) from Chandigarh, the nearest major city, and 440.9 km (274.0 mi) from New Delhi, the national capital. In the 2011 Indian census, Mandi city had a population of 26,422. Mandi district is currently the 4th largest economy in the state. Mandi has the second highest sex ratio of 1013 females per thousand males, in the state.

Harkishan Singh was Professor Emeritus at the Panjab University. He was a well recognized pharmaceutical academic, medicinal chemistry researcher and science historian. He had more than half a century experience in his respective fields to his credit. He worked at the Banaras Hindu University, University of Saugar, and the Panjab University in India, and abroad at the University of Maryland, University of Mississippi and the University of London.
Lieutenant General Kamal Jit Singh, PVSM, AVSM & Bar is a retired Indian Army officer and former general officer commanding-in-chief of Western Command. After retirement, he was conferred with Maharaja Ranjit Singh Chair of Excellence in Punjab University. and was appointed as Advisor to CM Haryana in November 2018. He graduated from the National Defence Academy, and attended various staff courses in training academies of the Indian Army throughout the country. Singh worked closely with UN Peacekeeping forces stationed in Angola and was commended by the chief and UN Force Commander during his tenure. He held several appointments as commanding officer and also staff appointments at the headquarters of the Indian Army. He has been twice awarded the Ati Vishisht Seva Medal. In 2019, Singh was appointed as State Information Commissioner and was inducted into Chandigarh Advisory Council. He was nominated as Chairman of Education Standing Committee of UT Advisory Council in 2022. He was awarded Ph D in Defence Studies in Oct 2023. He was conferred with designation of Honorary Professor in PU in Sep 23 and as Prof of Practice in Chandigarh University in Oct 23.
