Emany Mata Likambe (born 10 September 1933) is a Congolese diplomat and a former Ambassador to Poland,who came to international attention when it was discovered that he was homeless and living on the streets of Warsaw in 1994,the government of Zaire having failed to pay him for over two years.
Likambe received a bachelor's degree in business management from the College St. Joseph in Brussels,Belgium. Likambe can speak Lingala,Swahili,French and English. [1]
Likambe started his career as a Secretary of the Minister Council of Zaire in 1960.[ citation needed ] He later transferred to the Zaire foreign ministry in 1961,serving until 1962. Then in 1963,he became director of the European Office of Zaire Press Agency in Belgium. Likambe served as Counsellor for the Permanent Mission of Zaire to the United Nations starting in 1973. Likambe came into conflict with the New York police department when his car was towed. [2] [3] In the 1980s,Likambe was a member of Zaire's embassy to the Soviet Union before he and two other diplomats were expelled in 1987,in retaliation for Zaire expelling three Soviet diplomats. Likambe became Zaire's ambassador to Poland in 1992,at a time when Zaire's economy was struggling and there was little funding available for diplomats. By early 1994,Likambe's funds had run out and he was ejected from his flat. The Embassy of Zaire stopped paying rent,and Likambe ran up bills at local hotels,which he failed to pay. After selling his car and personal belongings to keep the embassy running,Likambe eventually became homeless and lived at the Warsaw railway station. The Polish authorities did not discover his situation until November 1994,after he was attacked by other homeless people who stole his glasses. Afterwards the Polish government rented him an apartment. [6] Jan Karczewski,a Polish Foreign Ministry spokesman stated,"We invited him to all official receptions to help him to eat." Diplomatic immunity is a principle of international law by which certain foreign government officials are recognized as having legal immunity from the jurisdiction of another country. It allows diplomats safe passage and freedom of travel in a host country and accords almost total protection from local lawsuits and prosecution.
Mobutu Sese Seko Kuku Ngbendu wa za Banga,commonly known as Mobutu Sese Seko or just Mobutu,was a Congolese politician and military officer who was the president of Zaire from 1965 to 1997. He also served as Chairman of the Organisation of African Unity from 1967 to 1968. During the Congo Crisis,Mobutu,serving as Chief of Staff of the Army and supported by Belgium and the United States,deposed the democratically elected government of left-wing nationalist Patrice Lumumba in 1960. Mobutu installed a government that arranged for Lumumba's execution in 1961,and continued to lead the country's armed forces until he took power directly in a second coup in 1965.
Henryk Leon Strasburger was a Polish economist,general commissioner in the Free City of Danzig and delegate to the League of Nations. He was also a member of the Polish government in exile during World War II. According to The New York Times,he was among the earliest and most outspoken of Poles to recognise the menace of Hitler to his country. His warning was clear in his book The Case of Danzig,published some months before the outbreak of war.

Daniel Fried is an American diplomat,who served as assistant secretary of state for European and Eurasian affairs from 2005 to 2009 and United States ambassador to Poland from 1997 to 2000. He also served as special envoy for Guantanamo closure and co-ordinator for United States embargoes. Fried retired from the State Department in February 2017 after forty years of service.
Sheldon Baird Vance,born in Crookston,Minnesota,was the U.S. Ambassador to Zaire from May 27,1969 through March 26,1974. During his tenure,he developed a close relationship with President Mobutu Sese Seko,and became an ardent and vocal supporter of the President;he also supported Mobutu's aspirations for regional leadership and advocated foreign investment in Zaire and "strongly recommended" that the U.S. sell M-16s to Mobutu. According to diplomats stationed in Zaire at the time,Vance "would not permit negative analyses of the Mobutu regime to be transmitted to Washington." Vance's support of Mobutu continued even after he left Zaire;shortly after retiring from the State Department,he joined a law firm representing the Zairian government. He was also briefly sent back to Zaire after his successor,Deane Hinton was declared persona non grata,to patch up the American-Zairian relationship,which had soured considerably during Hinton's tenure.
Shaba I was a conflict in Zaire's Shaba (Katanga) Province lasting from March 8 to May 26,1977. The conflict began when the Front for the National Liberation of the Congo (FNLC),a group of about 2,000 Katangan Congolese soldiers who were veterans of the Congo Crisis,the Angolan War of Independence,and the Angolan Civil War,crossed the border into Shaba from Angola. The FNLC made quick progress through the region because of the sympathizing locals and the disorganization of the Zairian military. Travelling east from Zaire's border with Angola,the rebels reached Mutshatsha,a small town near the key mining town of Kolwezi.
Mobutu Sese Seko's foreign policy emphasized his alliance with the United States and the Western world while ostensibly maintaining a non-aligned position in international affairs. Mobutu ruled the Republic of the Congo and then Zaire as president for 32 years,from 1965 to 1997.

In September and October 1991,Zaire experienced substantial violent unrest,as several Zairian Armed Forces units mutinied and rioted,soon joined by civilian protesters and looters. While the revolting soldiers primarily demanded more reliable and higher wages and it remained unclear whether they had any political motives,many civilians demanded the end of President Mobutu Sese Seko's repressive and corrupt dictatorship. The unrest started in Zaire's capital Kinshasa,and quickly spread to other cities. Large-scale looting caused massive property and economic damage,but the unrest resulted in no clear political changes. Zaire remained locked in a political crisis until 1996–1997,when Mobutu was overthrown during the First Congo War.
Sobieskiego 100,nicknamed "Spyville",is a housing complex located at 100 Sobieskiego Street in the Sielce neighborhood of the Mokotów district of Warsaw,Poland. It was developed during the time of the People's Republic of Poland in the late-1970s as accommodation for Soviet diplomats. The complex was widely rumoured to be inhabited by spies,giving rise to its nickname.
