Endri Fuga (born in Tirana on 11 November 1981) is a political strategist and consultant, known for his role as the Director of Communications to the Prime Minister of Albania Edi Rama. [2] Fuga's long-term cooperation with the Prime Minister datesback to the time when Rama was mayor of Tirana. Fuga became known as the modernizer of the Socialist Party communications systems, as well as the architect of the 2013 left wing coalition campaign, which was characterized by the massive use of digital communication and social media. [3] Prior to joining Rama at the Municipality of Tirana, Fuga was a civic society advocate, working closely with his friend, current Mayor of Tirana Erion Veliaj. Fuga has worked as a strategist to political campaigns in Europe, South East Asia, Latin America and Africa. He has also been a consultant for different international organizations, like USAID, IRI, the Open Society Foundation in different parts of the world. [4]
Fuga started his university studies at Sapienza University of Rome. He then transferred his undergraduate studies to the Vienna campus of Webster University after his father, Perparim Fuga was employed as a nuclear expert at the International Atomic Energy Agency in Vienna. [5] In this task, Perparim Fuga was part of a team led by Mohamed ElBaradei, who won the Nobel Prize in 2005 for limiting the use of nuclear energy for military purposes. [6]
Fuga completed his bachelor studies for media communications in 2007 in Vienna. He was granted his postgraduate degree in International Relations in 2017 by Tufts University, Fletcher School of Law and Diplomacy in Boston, USA. Fuga also received a leadership executive course diploma by Harvard's Kennedy School of Government in 2011.
In December 2002, during the winter holidays in Tirana, Fuga, together with high school friends, Erion Veliaj, Arbi Mazniku and Marinela Lika co-conceived the grass root campaignMJAFT! (Enough!). [7]
This campaign was based on a series of youth protests and awareness rasing events aimed at forming a civil resistance to phenomena such as bad governance, corruption, social marginalization, vengeance, etc. [8] The initial success of the campaign convinced Fuga to prolong his stay in Albania, co-founding the "MJAFT!" movement.
With the transformation of the idea of "MJAFT!" into a genuine civil society organization, Fuga assumed the position of its director of communications [9] and was determinant in the media strategies that the organization pursued until his departure in 2007. The innovative concepts and new ways of civil resistance that “MJAFT!” used for the first time in Albania,were recognized locally and internationally, and in 2004 it was awardedthe United Nations civic society award. In 2007, Fuga chose to actively engage in the political scene, accepting the invitation of the Mayor of Tirana at the time, Edi Rama to become his communications adviser. His formal role as adviser of Rama consisted in overseeing public relations as well as maintaining connections with international organizations and partners on behalf of the Municipality of Tirana. During that time, Fuga became the link between Rama and the local and foreign media, playing a key role in transforming Rama's image, from a charismatic personto to a charismatic leader. [12]
During 2011–2013, Fuga served as director of communications in the Socialist Party and assumed the position of strategist of the opposition coalition campaign during the 2013 parliamentary elections. During the 2013 campaign, Fuga was the "brain" behind the usage of a broad range of communication instruments, which had not been tried before in Albania. The widespread use of social media, direct marketing, and concentrationon focus groups and surveys to build a message were just some of the innovative elements used during this campaign. [13]
During the 2013 campaign, Fuga worked alongside Alastair Campbell, [14] UK Prime Minister's Advisor, [15] Tony Blair and Arthur J. Finkelstein, advisorsenior consultant of the Republican Party in the US.
He was also one of the co-authors of the "Reneissance (Rilindja)" program, the “manifesto” used by the Socialist Party during the elections. [16]
In 2013, the Socialist Party won by a landslide the general elections. After the victory, the newly elected Prime Minister Edi Rama illustrated the influence of Fuga in the campaign by posting a picture saying: "EndriFuga - The Man who puts Rama in line" [17]
With the Socialist Party in government, Endri Fuga assumed the pivotal role of Director of Communications, overseeing the communication strategies and image cultivation of the Albanian government. A noteworthy accomplishment during his governmental service was the establishment of the Media and Information Agency, which serves two essential tasks, providing information on the work of the Albanian Government to the general public and media while at the same time working internally to keep the government officials and employees up-to-date on current developments. Additionally, Fuga spearheaded the creation of a system that harmonized and consolidated the public image and strategic messages of all ministries and departments aligned with the government. In his quest for enhanced communication efficiency, Fuga advocated for the appointment of Special Advisors for Communications in each Ministry, who were mandated to report to both the respective Minister and Fuga himself. Subsequent to his departure from the Albanian Government in March 2023, Fuga maintained his advisory position for Edi Rama while relinquishing his official roles. Post-government service, Fuga has served as a strategist for numerous political and civic campaigns across South East Asia, Europe, Latin America, and Africa. [20]
In the past, Fuga has also served as the political editor of Jugendstil, an English-based weekly newspaper in Vienna, Austria. His expertise has been sought by various international organizations for consultancy assignments spanning continents, including Africa, Europe, Asia, and South America. Fuga has also contributed to academia as a guest lecturer at numerous public and private universities in Albania and Kosovo. [21]
The opposition has repeatedly attacked Fuga on a number of occasions, casting suspicion that he stands behind the departure of a number of old Socialist Party members. According to critics, Fuga has used his personal influence to the Prime Minister to promote new figures and friends from Mjaft. [22]
Due to the low public profile that he has held (only two public communications over many years), Fuga has been repeatedly seen by opponents as the "gray eminence” [23] of the Albanian Government. As a result, his figure has been the inspiration for many conspiracy articles, where he appears to be one of the most important persons in every day's decision-making process. [24] [25]
In 2015, the newspaper "Dita" stated that it was put under pressure by Fuga to erase critical news about the government. [26] In a reaction on Twitter, Fuga replied: "They publish false news for pilots and helicopters and when you oppose them with facts they say: We can’t erase cause that news has already 5,000 clicks!"
Fuga is married to Besa Pëllumbi, with whom he has two children. [27]
Edi Rama is an Albanian politician, painter, writer, former university lecturer, publicist and former basketball player, who has served as the 33rd and incumbent Prime Minister of Albania since 2013 and chairman of the Socialist Party of Albania since 2005. He was appointed Minister of Culture, Youth and Sports in 1998, an office he held until 2000. First elected mayor of Tirana in 2000, he was reelected in 2003 and 2007.
Fatos Thanas Nano is an Albanian socialist politician who served as Prime Minister of Albania in 1991, from 1997 to 1998 and from 2002 to 2005. He was the first leader and founder of the Socialist Party of Albania and a member of the Albanian Parliament from 1991 to 1993 and 1997 to 2009. He reformed the anti-revisionist Marxist-Leninist ideology of the Labor Party of Albania into social democracy for its successor, the Socialist Party. During his leadership, the Socialist Party, as a result of reforms, joined the Socialist International and Party of European Socialists. Nano was a candidate in the 2007 presidential election but did not win. He again tried in the 2012 presidential election, but he did not even qualify as a candidate, because the leaders of parties in Parliament obstructed their respective MPs to elect him as candidate in the elections.
The Socialist Party of Albania is a social-democratic political party in Albania. It has been described as centre-left. It was founded on 13 June 1991. The PS is an associate of the Party of European Socialists and a member of the Socialist International, and holds pro-European views.
Local elections were held in Albania on 18 February 2007. They came after threats to boycott the elections by opposition parties because of accusations over fraudulent voting rolls; because of this, the elections were rescheduled from 20 January 2007 to the new date on very short notice, a move which was criticized by observers. Spiro Koleka was an important Albanian statesman, communist politician and a high-ranking military officer during World War II. He was a civil engineer by profession. Spiro Koleka served as a parliament member in all legislatures from 1944 until 1990. Koleka was a member of the Politburo of the Party of Labor of Albania during the years 1948 to 1981. As part of his political career he also served as Chairman of the State Planning Commission, Minister of Industry and Construction of Albania, as well as Vice Prime Minister.
The Qafa e Vishës bus accident occurred on 21 May 2012, at Qafa e Vishës near Himarë, Albania, when a bus plunged 80 metres (260 ft) off a cliff. Most of the victims were students of Aleksandër Xhuvani University of Elbasan. The driver is also believed to have been killed. The students were travelling from Elbasan to Sarandë.
Parliamentary elections were held in Albania on 23 June 2013. The result was a victory for the Alliance for a European Albania led by the Socialist Party and its leader, Edi Rama. Incumbent Prime Minister Sali Berisha of the Democratic Party-led Alliance for Employment, Prosperity and Integration conceded defeat on 26 June, widely viewed as a sign of growing democratic maturity in Albania.

The Majko II Government was the 61st ruling government of the Republic of Albania, led by prime minister Pandeli Majko. It was officially mandated by president Rexhep Meidani on 22 February 2002. After the 2001 parliamentary elections, the alliance led by the Socialist Party won a seat majority for the second consecutive time and managed to form a government headed by Ilir Meta but due to internal conflicts within the party, Meta was forced to offer his resignation on 29 January 2002. Majko managed to persuade most of the party hierarchy, including its chairman Fatos Nano, to form a new government, although as it turned out, for the same reasons as the Meta II Government, he offered his resignation a few months later on 25 July 2002.
