Engineering Council of South Africa

The Engineering Council of South Africa (ECSA) is the statutory body for engineering profession in South Africa. Its functions are to accredit the engineering programs and to register the engineering professionals in specified categories throughout the country. [1]

Overview

It was established in terms of the Engineering Profession Act 2000 (Act No. 46 of 2000), although its history dates to the South African Council for Professional Engineers (SACPE) in 1969. [2]

The council regulates the practice of engineering, including titles as follows:

Identification of Work

The council has been working towards a regulated industry for several years and is going towards implementation by 25 March 2024. The Identification of Engineering Work (IDoEW). [4] The regulation did have several challenges in the past including the Competition Commission.

The regulations have their inceptions back in 2000, section 26(4), [5] which already start limiting the practice to be performed under a registered person. Later editions were made in August 2006 to outline clear prohibitions under section 3. [6] The prohibition was communicated in October 2013, section 5.2, by ECSA. [7] Offences and penalties are outlined in the Engineering Profession Act 2000 (Act No. 46 of 2000) section 41. [5] The implementation process started in March 2021 with a 3 year implementation period; all the engineering practitioners need to be registered by March 2024. [8]

The CEO of the Council for the Built Environment, Dr Msizi Myeza has issued a response also in this regard, "illegal for the non-registered persons to administer and lead infrastructure projects in South Africa". [9] The letter is broad as it goes beyond ECSA and includes all other disciplines within the environment.

Finances

The current financial surplus increased from 92.5 million to 112.6 million and then was followed by the cash reserves which also increased from 75.3 million to 90.9 million from 2022 to 2023. [10]

The accreditation of honours in combination of masters programs are in progress and currently no honours & masters degrees have been accredited.

An engineering technologist is a professional trained in certain aspects of development and implementation of a respective area of technology. An education in engineering technology concentrates more on application and less on theory than does an engineering education. Engineering technologists often assist engineers; but after years of experience, they can also become engineers. Like engineers, areas where engineering technologists can work include product design, fabrication, and testing. Engineering technologists sometimes rise to senior management positions in industry or become entrepreneurs.

The Sydney Accord is an international mutual recognition agreement for qualifications in the fields of engineering technology.

The Washington Accord is an international accreditation agreement for undergraduate professional engineering academic degrees and postgraduate professional engineering academic degrees between the bodies responsible for accreditation in its signatory countries. The full signatories as of January 2024 are Australia, Bangladesh, Canada, China, Costa Rica, Hong Kong, India, Indonesia, Ireland, Japan, Korea, Malaysia, Mexico, New Zealand, Pakistan, Philippines, Peru, Russia, Singapore, South Africa, Sri Lanka, Taiwan, Turkey, the United Kingdom and the United States.

In the United Kingdom, a Chartered Engineer (CEng) is an engineer registered with the UK's regulatory body for the engineering profession, the Engineering Council. Chartered Engineers are master's degree qualified or must demonstrate equivalent masters level, work-based learning. The appropriate professional competencies must be demonstrated through education, further training and work experience. Significant experience is required which invariably spans several years of postgraduate professional practice. Demonstration of competence is defined in the UK Standard for Professional Engineering Competence, assessed through professional review of academic qualifications and professional development. Formal, non-formal and informal learning can be assessed. The title Chartered Engineer is protected in the UK under law by means of the Engineering Council’s Royal Charter and Bye-laws. As of 2019 there are approximately 180,000 engineers registered as a Chartered Engineer. Chartered Engineers are registered through Professional Engineering Institutions (PEIs) licensed by the Engineering Council which are relevant to their industry or specialism. The total process of formation of a Chartered Engineer including MEng typically spans at least 8-10 years, although 12+ years is not uncommon to satisfy all of the competency requirements.

The South African Institute of Electrical Engineers (SAIEE) is a professional association representing electrical and electronic engineers, technologists and technicians in Southern Africa. The organisation is listed as a recognised Voluntary Association by the Engineering Council of South Africa (ECSA), the statutory body that registers professional engineers, professional certificated engineers, professional engineering technologists and professional engineering technicians in South Africa. Over a century, the activities of the SAIEE have included publication, education, the promotion of electrical engineering, professional development of its members, public events, and participation in public debate affecting the profession, industry and society.

Professional requirements for architects vary from place to place, but usually consist of three elements: a university degree or advanced education, a period of internship or training in an office, and examination for registration with a jurisdiction.

The Institution of Engineers, Bangladesh, commonly referred to as IEB, is the national professional organisation of engineers in Bangladesh. It is registered under the Societies Registration Act (1860) of the country. Within the country, it has 18 centers and 31 sub-centers. It has 10 'overseas chapter' in different countries of the world, namely: Australia, Kuwait, Malaysia, Oman, Qatar, Saudi Arabia, Singapore, Thailand, United Arab Emirates and the United States. It formed the Board of Accreditation for Engineering and Technical Education (BAETE) which holds the accreditation of engineering faculties in Bangladesh.

<span class="mw-page-title-main">Pakistan Engineering Council</span> Government of Pakistan regulating body in engineering

The Pakistan Engineering Council is a professional body for accreditation of engineering education and regulation of engineering profession in Pakistan. It was established on 10 January 1976 by the Parliament under the PEC Act, 1976. The council also registers engineers and professional engineers and grants license to consulting and constructing/operating engineering firms working in Pakistan.
