Episcopalis communio (Episcopal Communion) is an apostolic constitution promulgated by Pope Francis on September 15, 2018. It takes note of the various organizations used during the previous Synod of Bishops, and defines that its final document "participates in the ordinary magisterium." [1] [2]
Episcopalis communio is presented as the logical implementation of the apostolic exhortation Evangelii gaudium, [3] Francis' programmatic letter for his pontificate, [4] [5] where Francis expressed his intention "to profoundly reshape all the ecclesial structures, so that they become more missionary". The synod of bishops must be a means of collegiality and "always become more and more an adequate channel for the evangelization of the present world more than for self-preservation." [6] [7] Francis had previously held synods on the family (2014, 2015) and on youth (2018), and promulgated Episcopalis communio after the regional synod on the Pan-Amazon region (2019). Some analysts surmise that the greatest achievement of Francis' papacy may be his creation of a more synodal Catholic church, where synods serve as a platform for open and energetic debate. [8]
Episcopalis communio was signed on September 15 by Pope Francis and promulgated three days later. [2] [9] According to Cardinal Lorenzo Baldisseri, this date recalls the creation of the Synod of Bishops in 1965 by Pope Paul VI. [7]
According to the secretary of the synod council Fabio Fabene, one of the main characteristics of synods under Francis is "to listen as much as possible to reality and people," with in particular the organization of preliminary inquiries. The new constitution provides for the laity to send their contributions directly to the synod's secretary general. [9] The document also specifies the work which must be carried out after the synod, and provides for the possibility of a pre-synodal meeting as for the synod of bishops on Young People, Faith, and Vocational Discernment. [10] [11] The constitution states that "If the Roman Pontiff has granted deliberative power to the Synod Assembly, [...] the Final Document participates in the Ordinary Magisterium of the Successor of Peter once it has been ratified and promulgated by him." [12] [2]
The magisterium of the Catholic Church is the church's authority or office to give authentic interpretation of the word of God, "whether in its written form or in the form of Tradition". According to the 1992 Catechism of the Catholic Church, the task of interpretation is vested uniquely in the Pope and the bishops, though the concept has a complex history of development. Scripture and Tradition "make up a single sacred deposit of the Word of God, which is entrusted to the Church", and the magisterium is not independent of this, since "all that it proposes for belief as being divinely revealed is derived from this single deposit of faith".
An apostolic constitution is the most solemn form of legislation issued by the Pope.
An episcopal conference, sometimes called a conference of bishops, is an official assembly of the bishops of the Catholic Church in a given territory. Episcopal conferences have long existed as informal entities. The first assembly of bishops to meet regularly, with its own legal structure and ecclesial leadership function, is the Swiss Bishops' Conference, which was founded in 1863. More than forty episcopal conferences existed before the Second Vatican Council. Their status was confirmed by the Second Vatican Council and further defined by Pope Paul VI's 1966 motu proprio, Ecclesiae sanctae.
Familiaris consortio is a post-synodal apostolic exhortation written by Pope John Paul II and promulgated on 22 November 1981.
The Code of Canons of the Eastern Churches is the title of the 1990 work which is a codification of the common portions of the canon law for the 23 Eastern Catholic Churches in the Catholic Church. It is divided into 30 titles and has a total of 1546 canons. The code entered into force in 1991.
An apostolic exhortation is a magisterial document written by the pope. It is considered third in importance, after apostolic constitutions and encyclicals. Exhortations generally encourage a particular virtue or activity. Apostolic exhortations are frequently issued following a Synod of Bishops, in which case they are known as post-synodal apostolic exhortations. They do not define Church doctrine and are not considered legislative.
Evangelii nuntiandi is an apostolic exhortation issued on 8 December 1975 by Pope Paul VI on the theme of Catholic evangelization. The title, taken from the opening words of the original Latin text, means "in proclaiming the Gospel". It affirms the role of every Christian, not only ordained ministers, priests, and deacons, or religious, or professional church staff, in spreading the Gospel of Jesus Christ.
Lorenzo Baldisseri is an Italian prelate of the Catholic Church who served as Secretary General of the Synod of Bishops from 21 September 2013 until 15 September 2020. He was made a cardinal in 2014. In the Catholic Church, the Synod of Bishops, considered as an advisory body for the pope, is one of the ways in which the bishops render cooperative assistance to him in exercising his office. It is described in the 1983 Code of Canon Law as "a group of bishops who have been chosen from different regions of the world and meet at fixed times to foster closer unity between the Roman Pontiff and bishops, to assist the Roman Pontiff with their counsel in the preservation and growth of faith and morals and in the observance and strengthening of ecclesiastical discipline, and to consider questions pertaining to the activity of the Church in the world."
The new evangelization is the particular process by which baptized members of the Catholic Church express the general Christian call to evangelization.
Elected on 13 March 2013, Francis is the first member of the Society of Jesus to be appointed pope and the first non-European to hold the office since the 8th century. He described his papal name as pointing to what he wants to emulate in Saint Francis of Assisi: to have a poor church, for the poor, always going out to the margins, and to show concern for the natural environment. His papal motto Miserando atque eligendo contains a central theme of his papacy, God's mercy, which has led to conflict with orthodox Catholics on issues such as reception of Communion by remarried Catholics. In addressing real life situations he often appeals directly to his experience, in continuity with his synodal way, which showed a renewed emphasis on listening and dialogue. He has placed greater emphasis on church synods and on widespread consultation and dialogue, uplifting the roles of laypersons and of women in the Catholic church and criticizing clericalism.
Evangelii gaudium is a 2013 apostolic exhortation by Pope Francis "On the proclamation of the Gospel in today's world". In its opening paragraph, Pope Francis urged the entire Church "to embark on a new chapter of evangelism". According to the exhortation, the Church must understand itself as a community of missionary disciples, who are "permanently in a state of mission".
In the Roman Catholic Church, collegiality refers to "the Pope governing the Church in collaboration with the bishops of the local Churches, respecting their proper autonomy." In the early church the popes sometimes exercised moral authority rather than administrative power, and that authority was not exercised extremely often; regional churches elected their own bishops, resolved disputes in local synods, and only felt the need to appeal to the Pope under special circumstances.
