Background and Education

Noble was born in Dagupan City and was raised in Santa Barbara, Pangasinan. He graduated from the Philippine Military Academy Class of 1992. [1] He also holds a master's degree in Law Enforcement and Public Safety Leadership from the University of San Diego in 2020, [2] and a bachelor's degree in law from Jose Rizal University in Mandaluyong City. [3]

He graduated from the FBI National Academy [4] at Quantico, Virginia in 2014 and at the same time earned a graduate certificate in Criminal Justice Administration from the University of Virginia. [5]

Career

He has served in two (2) United Nations peacekeeping missions: in Kosovo (2000-2001) as part of the United Nations Mission in Kosovo, and in Haiti (2006-2007) as part of MINUSTAII (Mission des Nations Unies pour la stabilisation en Haiti). [6]

He was conferred by the President of the Republic of the Philippines in July 2009 as one of the Country's Outstanding Policemen in Service (COPS) [7] and again in September of the same year as a recipient of the Presidential Lingkod Bayan Award in the nationwide search for outstanding government employees and public officials. [8] Furthermore, he was a recipient of the Award for Continuing Excellence (ACES) medal by the Metrobank Foundation in 2014. [9]

Noble served as the provincial director of Cebu from 2016 to 2017. [10] Then, he was assigned as a police attaché to San Francisco, California from 2017 to 2019. [11] Afterwards, he became the director of the Police Community Affairs and Development Group in 2020. [12]

Noble acted as the director of the Philippine National Police Academy from August 2022 to June 2023, [13] [14] where he emphasized the upholding the Honor Code to maintain integrity [15] and reinforced the PNPA's stance against any form of maltreatment. [16] Noble was appointed director for Investigation and Detective Management of the Philippine National Police in June 2023. [17] He retired from active PNP service in January 2024. [18]

The Philippine National Police Academy or PNPA, is a public safety school whose graduates are assigned as officers of the Philippine National Police (PNP), Philippine Public Safety College (PPSC), Bureau of Jail Management and Penology (BJMP) and the Bureau of Fire Protection (BFP). The PNPA was established on August 26, 1977, under Section 19, PD 1184 and was tasked to provide tertiary level education for Filipinos aspiring to be officers in the three bureaus of the Department of the Interior and Local Government.

The Mamasapano clash was a shootout that took place during a police operation by the Special Action Force (SAF) of the Philippine National Police (PNP) on January 25, 2015, in Tukanalipao, Mamasapano, then-undivided Maguindanao. The operation, codenamed Oplan Exodus, was intended to capture or kill wanted Malaysian terrorist and bomb-maker Zulkifli Abdhir and other Malaysian terrorists or high-ranking members of the Moro Islamic Liberation Front (MILF).

Eduardo Manahan Año is a Filipino public official and retired general of the Philippine Army who currently serves as the National Security Adviser under the administration of President Bongbong Marcos since 2023. He previously served as Secretary of the Interior and Local Government in the Cabinet of President Rodrigo Duterte from 2018 to 2022, the Chief of Staff of the Armed Forces of the Philippines from 2016 to 2017, and the Commanding General of the Philippine Army from 2015 to 2016. At the onset of the COVID-19 pandemic in the Philippines, Año, along with the rest of the Philippine government's Cabinet Secretaries, became part of the Inter-Agency Task Force for the Management of Emerging Infectious Diseases, a task force formed to advise the President on the strategies which would effectively manage the spread of COVID-19 in the country.
