The Helmholtz Association of German Research Centres is the largest scientific organisation in Germany. It is a union of 18 scientific-technical and biological-medical research centers. The official mission of the Association is "solving the grand challenges of science, society and industry". Scientists at Helmholtz therefore focus research on complex systems which affect human life and the environment. The namesake of the association is the German physiologist and physicist Hermann von Helmholtz.
Anthony Stephen Fauci is an American physician-scientist and immunologist who served as the director of the National Institute of Allergy and Infectious Diseases (NIAID) from 1984 to 2022, and the chief medical advisor to the president from 2021 to 2022. Bush awarded him the Presidential Medal of Freedom, the highest civilian award in the United States, for his work on the AIDS relief program PEPFAR.

The Max Delbrück Center for Molecular Medicine in the Helmholtz Association in Berlin is one of the 18 institutions that make up the Helmholtz Association. It combines basic molecular biology research with clinical research and is dedicated to the research foci of systems medicine and cardiovascular diseases. The research center is named after the Berlin-born biophysicist and Nobel laureate Max Delbrück. The center is headed by Maike Sander.
The Robert Koch Institute (RKI) is a German federal government agency and research institute responsible for disease control and prevention. It is located in Berlin and Wernigerode. As an upper federal agency, it is subordinate to the Federal Ministry of Health. It was founded in 1891 and is named for its founding director, the founder of modern bacteriology and Nobel laureate Robert Koch.

The Standing Committee on Vaccination at the Robert Koch Institute, or STIKO, is a scientific committee comprising 18 members at the Robert Koch Institute in Berlin, Germany that provides official recommendations for the vaccination schedules used by the individual German states. The committee meets twice yearly to review the latest research regarding vaccination against infectious diseases. Although the STIKO makes recommendations, immunization in Germany is voluntary and there are no official government recommendations. German Federal States typically follow the STIKO's recommendations minimally, although each state can make recommendations for their geographic jurisdiction that extends beyond the recommended list. In addition to the proposed immunization schedule for children and adults, the STIKO recommends vaccinations for occupational groups, police, travelers, and other at risk groups.

In 1998, she initiated the first nationwide health survey. Subsequently, she and her department established a continuous health monitoring system for Germany.

Nkengasong is a Cameroonian-American virologist serving as the Global AIDS Coordinator in the Biden administration since 2022 and Senior Bureau Official for Global Health Security and Diplomacy since 2023. He previously worked as the Director of the Africa Centres for Disease Control and Prevention from 2016 to 2022, as well as at the World Health Organization (WHO) and Centers for Disease Control and Prevention. During the COVID-19 pandemic, Nkengasong was appointed the WHO Special Envoy for Africa.

Lothar Heinz Wieler is a German veterinarian and microbiologist who served as president of the Robert Koch Institute (RKI) from 2015 to 2023. In this capacity, he advised the German Federal and State Governments on topics of public health, especially infection hazards, and on the containment of the COVID-19 pandemic.
The government of Germany initially responded to the COVID-19 pandemic in the country with preventive measures to curb the spread of the coronavirus disease 2019 in the country. With the nationwide spread of the disease from March 2020, preventive measures were replaced by containment measures, including a lockdown from March. She serves as a distinguished professor and research chair in Emerging Viral Threats & One Health (EViTOH) in the Infectious Disease and Oncology Research Institute (IDORI) at the University of the Witwatersrand. Since 2021, she has chaired the SAGO, a WHO permanent advisory body on the origins of emerging infectious diseases including COVID-19. Prior to this, Venter has been serving in the Department of Medical Virology at the University of Pretoria since 2005, leading the Zoonotic Arbo & Respiratory Viruses research program and co-founding the Centre for Viral Zoonoses and is the Director for the Centre for Emerging arbo and respiratory virus research (CEARV) in an extraordinary Professor position at University of Pretoria.

The Canadian Anti-Hate Network (CAHN) reported that conspiracy theories related to COVID-19 began on "day one". CAHN reported on March 16, 2020, that far-right groups in Canada were taking advantage of the climate of anxiety and fear surrounding COVID, to recycle variations of conspiracies from the 1990s, that people had shared over shortwave radio. COVID-19 disinformation is intentional and seeks to create uncertainty and confusion. But most of the misinformation is shared online unintentionally by enthusiastic participants who are politically active.
