Federal Motor Vehicle Safety Standard 108 (FMVSS 108) regulates all automotive lighting, signalling and reflective devices in the United States. Like all other Federal Motor Vehicle Safety Standards, FMVSS 108 is administered by the United States Department of Transportation's National Highway Traffic Safety Administration.
FMVSS 108 is codified in Title 49 of the Code of Federal Regulations Part 571, Section 108. [1] The most recent version was published by NHTSA for comment in December 2007, [2] and since then, it has been amended in April 2011, [3] August 2011, [4] January 2012, [5] December 2012, [6] December 2015, [7] February 2016, [8] and February 2022. [9]
When it was initially published in 1968, [10] Motor Vehicle Safety Standard No. 108 was part of 49 CFR 371.21, incorporating several SAE recommended practices by reference. [11] The 1969 version of FMVSS 108 allowed the use of two headlamps, each 7 in (180 mm) in diameter, or four smaller 5+3⁄4 in (150 mm) headlamps. [11] : Table I
In February 2022, FMVSS 108 was amended to allow automakers to install adaptive driver beam (ADB) headlamps on new vehicles. [12] However, carmakers have not implemented ADB because of contradictions in the rule. [13]
As of December 2024 [update] , FMVSS 108 has not been updated to adapt to widespread use of LED headlamps, which are criticized for being too bright and blinding other drivers. Some manufacturers have reportedly engineered headlamps to have a dark spot where they are measured according to the regulation while being over-illuminated in the rest of the field. [13]
Canada's analogous regulation is called Canada Motor Vehicle Safety Standard 108 (CMVSS 108), and is very similar to FMVSS 108. The primary difference is:
Both standards differ markedly from the UN (formerly "European") standards used in most other countries worldwide, not only in technical provisions, terminology, and requirements, but also in format: each European standard deals with only one type of lighting device, while the single U.S. and Canadian standards regulate all lighting and reflective devices.
Retroreflective material fitted to a heavy motor vehicle in New Zealand manufactured on or after 1st Jan 2006 must comply with either UNECE Regulation 104 or FMVSS 108. [14]
It is the responsibility of a manufacturer of vehicles and/or vehicle lamps to certify that each motor vehicle and/or lamp is in full compliance with the minimum performance requirements of FMVSS 108. This is a self-certification process as opposed to the type approval process which is used in other lighting regulations such as UNECE Regulation 48.
In order to show compliance to FMVSS 108, the lens of each original equipment and replacement headlamp, daytime running lamp (DRL) and certain conspicuity reflectors must be marked with the symbol "DOT". [1] : S6.5, S8.2.1.3, Table III This symbol may also be applied to compliant signal lighting devices, but is not mandatory.

Bicycle lighting is illumination attached to bicycles whose purpose above all is, along with reflectors, to improve the visibility of the bicycle and its rider to other road users under circumstances of poor ambient illumination. A secondary purpose is to illuminate reflective materials such as cat's eyes and traffic signs. A third purpose may be to illuminate the roadway so that the rider can see the way ahead. Serving the latter purposes require much more luminous flux and thus more power.
A daytime running lamp is an automotive lighting and bicycle lighting device on the front of a road going motor vehicle or bicycle. It is automatically switched on when the vehicle's handbrake has been pulled down, when the vehicle is in gear, or when the engine is started, emitting white, yellow, or amber light. Their intended use is not to help the driver see the road or their surroundings, but to help other road users identify an active vehicle.
A motor vehicle has lighting and signaling devices mounted to or integrated into its front, rear, sides, and, in some cases, top. A safety reflector is a retroreflector intended for pedestrians, runners, motorized and non-motorized vehicles. A safety reflector is similar to reflective stripes that can be found on safety vests and clothing worn by road workers and rescue workers. They are sometimes erroneously called luminous badges or luminous tags, but this is incorrect as they do not themselves produce light, but only reflect it.
The World Forum for Harmonization of Vehicle Regulations is a working party (WP.29) of the Inland Transport Committee (ITC) of the United Nations Economic Commission for Europe (UNECE). Its responsibility is to manage the multilateral Agreements signed in 1958, 1997 and 1998 concerning the technical prescriptions for the construction, approval of wheeled vehicles as well as their Periodic Technical Inspection and, to operate within the framework of these three Agreements to develop and amend UN Regulations, UN Global Technical Regulations and UN Rules, kind of vehicle regulation.
Selective yellow or non-spectral yellow is a colour for automotive lamps, particularly headlamps and other road-illumination lamps such as fog lamps. Under ECE regulations, headlamps were formerly permitted to be either white or selective yellow—in France, selective yellow was mandatory for all vehicles' road-illumination lamps until 1993.
A motorcycle headlamp modulator is an accessory device that oscillates the intensity of a motorcycle headlamp at 240 ±40 cycles per minute (~4 Hz) between approximately 20% and 100% of full intensity. The headlight operates at full intensity 50-70% of the time. United States and Canadian regulations require headlight modulators to include a light sensor that disables modulation when the ambient light level drops below a certain point. When this happens, the headlamps burn steadily.
An event data recorder (EDR), more specifically motor vehicle event data recorder (MVEDR), similar to an accident data recorder, (ADR) sometimes referred to informally as an automotive black box, is a device installed in some automobiles to record information related to traffic collisions. In the USA EDRs must meet federal standards, as described within the U.S. Code of Federal Regulations.
Head restraints are an automotive safety feature, attached or integrated into the top of each seat to limit the rearward movement of the adult occupant's head, relative to the torso, in a collision — to prevent or mitigate whiplash or injury to the cervical vertebrae. Since their mandatory introduction in some countries beginning in the late 1960s, head restraints have prevented or mitigated thousands of serious injuries.

The Federal Motor Vehicle Safety Standards (FMVSS) are U.S. federal vehicle regulations specifying design, construction, performance, and durability requirements for motor vehicles and regulated automobile safety-related components, systems, and design features. They are the U.S. counterpart to the UN Regulations developed by the World Forum for Harmonization of Vehicle Regulations and recognized to varying degree by most countries except the United States.

Federal Motor Vehicle Safety Standard 401 is an American standard that establishes the requirement for providing a trunk release mechanism which allows a person trapped inside the trunk compartment of a passenger car to escape. This standard does not apply to vehicles with a hinged back door found on hatchbacks and station wagons. Like all other Federal Motor Vehicle Safety Standards, FMVSS 401 is administered by the United States Department of Transportation's National Highway Traffic Safety Administration.
