Federal Networking Council

Informally established in the early 1990s, the Federal Networking Council (FNC) was later chartered by the US National Science and Technology Council's Committee on Computing, Information and Communications (CCIC) to continue to act as a forum for networking collaborations among US federal agencies to meet their research, education, and operational mission goals and to bridge the gap between the advanced networking technologies being developed by research FNC agencies and the ultimate acquisition of mature version of these technologies from the commercial sector. The FNC consisted of a group made up of representatives from the United States Department of Defense (DoD), the National Science Foundation, the Department of Energy, and the National Aeronautics and Space Administration (NASA), among others.[ citation needed ]

The National Science and Technology Council (NSTC) was established in the US by Executive Order 12881 on November 23, 1993.

The National Science Foundation (NSF) is a United States government agency that supports fundamental research and education in all the non-medical fields of science and engineering. Its medical counterpart is the National Institutes of Health. With an annual budget of about US$7.0 billion, the NSF funds approximately 24% of all federally supported basic research conducted by the United States' colleges and universities. In some fields, such as mathematics, computer science, economics, and the social sciences, the NSF is the major source of federal backing.

By October 1997, the FNC advisory committee was de-chartered and many of the FNC activities were transferred to the Large Scale Networking group of the Computing, Information, and Communications (CIC) R&D subcommittee of the Networking and Information Technology Research and Development program, or the Applications Council. The Networking and Information Technology Research and Development (NITRD) program consists of a group of U.S. federal agencies to research and develop information technology (IT) capabilities to empower Federal missions; support U.S. science, engineering, and technology leadership; and bolster U.S. economic competitiveness.

On October 24, 1995, the Federal Networking Council passed a resolution defining the term Internet:

Internet Global system of connected computer networks

The Internet is the global system of interconnected computer networks that use the Internet protocol suite (TCP/IP) to link devices worldwide. It is a network of networks that consists of private, public, academic, business, and government networks of local to global scope, linked by a broad array of electronic, wireless, and optical networking technologies. The Internet carries a vast range of information resources and services, such as the inter-linked hypertext documents and applications of the World Wide Web (WWW), electronic mail, telephony, and file sharing. Some publications no longer capitalize "internet".

Resolution: The Federal Networking Council (FNC) agrees that the following language reflects our definition of the term ``Internet. ``Internet refers to the global information system that - (i) is logically linked together by a globally unique address space based on the Internet Protocol (IP) or its subsequent extensions/follow-ons; (ii) is able to support communications using the Transmission Control Protocol/Internet Protocol (TCP/IP) suite or its subsequent extensions/follow-ons, and/or other IP-compatible protocols; and (iii) provides, uses or makes accessible, either publicly or privately, high level services layered on the communications and related infrastructure described herein.[ citation needed ]

Some notable members of the council advisory committee included: Henriette Avram, Matt Blaze, Vint Cerf, John Gage, Robert Kahn, Paul Mockapetris, Ike Nassi, Stewart Personick and Stephen Wolff. [3]

Henriette Davidson Avram was a computer programmer and systems analyst who developed the MARC format, the international data standard for bibliographic and holdings information in libraries. Avram's development of the MARC format in the late 1960s and early 1970s at the Library of Congress had a revolutionizing effect on the practice of librarianship, making possible the automation of many library functions and the sharing of bibliographic information electronically between libraries using pre-existing cataloging standards.

Matt Blaze cryptographer

Matt Blaze is a researcher in the areas of secure systems, cryptography, and trust management. He is currently the McDevitt Chair of Computer Science and Law at Georgetown University, and is on the board of directors of the Tor Project.

Vint Cerf American computer scientist

Vinton Gray Cerf ForMemRS, is an American Internet pioneer, who is recognized as one of "the fathers of the Internet", sharing this title with TCP/IP co-inventor Bob Kahn. His contributions have been acknowledged and lauded, repeatedly, with honorary degrees and awards that include the National Medal of Technology, the Turing Award, the Presidential Medal of Freedom, the Marconi Prize and membership in the National Academy of Engineering.

Interplanetary Internet

The interplanetary Internet is a conceived computer network in space, consisting of a set of network nodes that can communicate with each other. Communication would be greatly delayed by the great interplanetary distances, so the IPN needs a new set of protocols and technology that are tolerant to large delays and errors.
