Borges was born in East Timor. She received her Bachelor's of Commerce degree in Economics and MBA in Business law and PSM [ verification needed ] from both University of Wollongong and the University of New England. She was appointed as Minister of Finance in 2001, under the Special Representative of the Secretary-General, Dr. Sergio Vieira de Mello for the United Nations Transitional Administration in East Timor. Before becoming Minister of Finance she had worked as commercial banker in Sydney, Australia and also was a Head of Finance, Budget and Economic Affairs and Special Assistant to the Deputy Special Representative of the Secretary-General.
In April 2002, Borges resigned as Minister as Finance. In 2005, she founded Partido Unidade Nacional (National Unity Party (East Timor)) and she was elected to parliament under its banner two years later. Due to her influence her party gained three seats in the parliamentary elections. She used to work at Superior Council of Defence and Security as a presidential advisor. Currently she is the Executive President of the GOPAC. [2]

The National Unity Party is a Christian democratic party in East Timor. Its predecessor, the National Party, was founded by Fernanda Borges in October 2005. From it emerged the PUN, which was officially registered on January 17, 2007. Leading members of the Colimau 2000 are members of the PUN. Parts of the Catholic Church in East Timor also support the PUN. The party is centered in the western Municipalities of Ermera and Bobonaro. Party leader is Fernanda Borges, secretary general is Maria Fatima de Deus.

Espinosa Garcés was Ecuador's Minister of Foreign Affairs twice, from 2007 to 2008 and then from 2017 to 2018. She also served as ambassador and permanent representative to the United Nations in New York (2008-2009) and Geneva (2014-2017), and as Ecuador's Minister of National Defense (2012-2014). In June 2018, she was elected President of the United Nations General Assembly for the 73rd session by a two-thirds vote of the member states. Espinosa Garcés became the fourth woman in the seventy-three-year history of the United Nations to be elected President of the General Assembly. Besides her political career, she is also a poet and essayist.
