The Ferrocarril del Sureste( reporting mark FSRR) (English: "Southeastern Railway"), commonly known by the syllabic abbreviation Ferrosur, is a railway that serves the southeastern regions of Mexico. The company was formed in 1998, following the privatization of Mexico's railways. Ferrosur won the concession to operate the southeastern railway, which includes the line between Mexico City and Mexico's busiest Gulf of Mexico/Atlantic Ocean port at Veracruz. Grupo México has owned the company since 2005. There are long-delayed plans to merge it with the company's other railway, Ferromex.
Ferrosur began operation on December 18, 1998. [1] The original ownership group was the construction company Tribasa and Grupo Financiero Inbursa. Grupo Carso (like Inbursa, a Carlos Slim Helu company) bought out Tribasa in 1999. [2] Grupo México, owner of Ferromex, acquired the railroad in November 2005 in a US$309 million stock transaction. [3] The Mexican Federal Competition Commission (CFC) had rejected a proposed 2002 merger of Ferromex and Ferrosur amid opposition from Grupo Transportación Ferroviaria Mexicana (TFM). [4]
Following the November 2005 purchase of Ferrosur by Grupo México, Kansas City Southern de México (KCSM), successor to TFM, petitioned the Mexican government to block the merger of Ferrosur and Ferromex. The CFC rejected the merger in June 2006 and stated that the merger would have led to excessive concentration in the railroad industry to the detriment of consumers and competing shippers. [5] However, in March 2011, a tribunal ruled in Grupo Mexico's favor, and the merger was permitted. [6] Grupo México continues to operate the two railways independently. [7]
In May 2023, the Mexican Armed Forces occupied a portion of 127 kilometres (79 mi) of railways in Veracruz belonging to Ferrosur so that they could be used for the Interoceanic Corridor of the Isthmus of Tehuantepec, one of the government's most important megaprojects. [8] Mexican President Andrés Manuel López Obrador said that occurred "to avoid the risk of a future privatization of the railways and as a matter of national security and public interest." [9] [10] [11]
The action was labeled as "unusual" [12] and was seen as an expropriation. [9] [13] Secretariat of the Interior Adán Augusto López Hernández said that the action had been discussed with Grupo México, and he called it a "temporary occupation," [14]
On late May 2023, several newspapers erroneously stated that the government of Mexico had paid Grupo Mexico 7 billion pesos for the occupation of the railway, 2.5 billion pesos lower than Groupo Mexico had wanted. [15] [16] However, López Obrador stated in a morning press conference on May 24 that sought to reach an agreement with Ferrosur not involving financial compensation. He wanted an agreement by which Ferrosur would pay a fee to use the occupied railways, and the Mexican Armed Forces would pay Ferrosur to use the railways heading to the port of Veracruz, in addition to a possible extension to a concession in exchange for the railways. [17] An agreement was ultimately reached on the night of May 31 by which, as López Obrador had intended, the concession granted to Ferrosur in 1998 for the railways, which included the occupied sections, was extended by eight years and so it remains in force until 2056. Ferrosur would cover a fee corresponding to the right of way, and the state-owned Ferrocarril del Istmo de Tehuantepec company would be responsible for the costs and spendings for the railway's operation, maintenance, and optimal safety conditions of the railways and for their optimal safety conditions. [8]
Ferrosur operates the ports of Veracruz and Coatzacoalcos and SC Line between Veracruz and Mexico City. The line has numerous tunnels east of Acultzingo, including the longest one in Mexico. Ferrosur road locomotives are often seen coated in soot because they often pass through those tunnels.
Ferromex is a private rail consortium that operates the largest railway in Mexico with combined mileage of 12,100 kilometres (7,500 mi) and is often classed with North American Class I railroads.
Coatzacoalcos is a major port city in the southern part of the Mexican state of Veracruz, mostly on the western side of the Coatzacoalcos River estuary, on the Bay of Campeche, on the southern Gulf of Mexico coast. The city serves as the municipal seat of the municipality of the same name. The city had a 2020 census population of 212,540, making it the third-largest city in the state after Veracruz and Xalapa. The municipality covers a surface area of 471.16 km2 (181.916 sq mi) and reported a population of 310,698 persons. The municipality population in 2015 was 319,187 a decrease of 9% over 2020.
The Isthmus of Tehuantepec is an isthmus in Mexico. It represents the shortest distance between the Gulf of Mexico and the Pacific Ocean. Before the opening of the Panama Canal, it was a major overland transport route known simply as the Tehuantepec Route. The name is taken from the town of Santo Domingo Tehuantepec in the state of Oaxaca; this was derived from the Nahuatl term Tēcuāntepēc.

The railway system provides freight and passenger service throughout the country, connecting major industrial centers with ports and with rail connections at the United States border. Passenger rail services were limited to a number of tourist trains between 1997, when Ferrocarriles Nacionales de México suspended service, and 2008, when Ferrocarril Suburbano de la Zona Metropolitana de México inaugurated Mexico's first commuter rail service between Mexico City and the State of Mexico. The Ferrocarril del Istmo de Tehuantepec, also known as Tren Interoceánico, Line Z, Ferrocarril Transístmico or simply Ferroistmo, is part of the Interoceanic Corridor of the Isthmus of Tehuantepec, owned by the Mexican government, that crosses the Isthmus of Tehuantepec between Puerto Mexico, Veracruz, and Salina Cruz, Oaxaca. It is leased to Ferrocarril del Sureste FERROSUR.

Luisa María Alcalde Luján is a Mexican politician. A member of the National Regeneration Movement (Morena), she has served as Secretary of the Interior under President Andrés Manuel López Obrador (AMLO). Appointed at age 35, she is the youngest woman to serve in the position.

Rosalinda López Hernández was a Mexican politician. She held membership in the party Movimiento Regeneración Nacional (Morena), after earlier having belonged to the Party of the Democratic Revolution. She occupied the posts of local deputy, federal deputy and federal senator for Tabasco, and in Andrés Manuel López Obrador's government she was the Administrator General of Fiscal Audit of the Servicio de Administración Tributaria.
Andrés Manuel López Obrador's tenure as the President of Mexico began with his inauguration on 1 December 2018. López Obrador, a member of the National Regeneration Movement (MORENA) and former Head of Government of the Federal District, had previously run for president in the 2006 and 2012 elections. He assumed office following a landslide victory in the 2018 presidential election. Upon his inauguration, he became the oldest person to become President of Mexico since 1952.
The Tren Maya is a 1,554 km-long (966 mi) intercity railway in Mexico that traverses the Yucatán Peninsula. Construction began in June 2020 and the Campeche–Cancún section began operation on December 15, 2023, with the rest of the line to open later. The railway begins in Cancún International Airport and travels southwest towards Palenque, Chiapas, via two routes that encircle the peninsula.
The Interoceanic Corridor of the Isthmus of Tehuantepec, abbreviated as CIIT, is a trade and transit route in Southern Mexico, under the control of the Mexican Secretariat of the Navy, which connects the Pacific and Atlantic Oceans through a railway system, the Railway of the Isthmus of Tehuantepec , for both cargo and passengers, crossing through the Isthmus of Tehuantepec. This project also consists on the modernization and growth of local seaports, particularly the ports of Salina Cruz (Oaxaca) and Coatzacoalcos (Veracruz), and of the Minatitlán oil refinery and the Salina Cruz oil refinery. In addition, it plans to attract private investors through the creation of 10 industrial parks in the Isthmus area, as well as two other parks in Chiapas. The project has the goal of developing the economy and industry of the Mexican South through encouraging economic investment, both national and international, and facilitate commerce and transportation of goods internationally.
