The First Kalyan Singh ministry is the council of ministers in headed by Chief Minister Kalyan Singh, which was formed after 1991 Uttar Pradesh Legislative Assembly election, where the BJP won 221 seats out of total 425 seats under his leadership. Mulayam Singh Yadav was an Indian politician, a socialist figure and founder of the Samajwadi Party. Mahendra Nath Pandey is an Indian politician currently serving as Minister of Heavy Industries he previously served as Minister for Skill Development and Entrepreneurship of India and Member of Lok Sabha for Chandauli since 2014. He is a member of Bharatiya Janata Party and is the president of the party's Uttar Pradesh unit. Rajendra Singh Patel is an Indian politician. He is an MLA from 238-Jahanabad constituency in Fatehpur district of Uttarpradesh. He became MLA for a second time in 2022 general election. He contested election for the first time in 1996 from 239-Bindki constituency and became Rural development minister. He is famous among the people due to his politeness, kindness and simplicity. He is also famous among the people as विकासपुरुष as he did much unprecedented development work in 239-Bindki constituency during his ministerial tenure 1997-2002.

Akhil Bharatiya Loktantrik Congress was a regional political party in the Indian state of Uttar Pradesh. It was founded in October 1997 by Naresh Agarwal along with Jagdambika Pal, Atul Kumar Singh, Bacha Pathak, Rajeev Shukla, Hari Shankar Tiwari, Suresh Chand Bhardwaj, Shripati Singh and Shyam Sunder Sharma. The party was formed when these leaders broke away from the Indian National Congress to join the All India Indira Congress (Tiwari), led by N. D. Tiwari which led another switched to form Loktantrik Congress.

Suraj Singh Shakya was an Indian politician and a member of Uttar Pradesh Legislative Assembly, who was elected to 12th Uttar Pradesh Legislative Assembly as a candidate of Bharatiya Janata Party. He was elected to Uttar Pradesh Legislative Assembly from Sakit Assembly constituency of Etah district of Uttar Pradesh. He also served as Minister of State for Cooperatives in Government of Uttar Pradesh during 1991–92. Shakya has served as M.L.A for four terms. He was first elected in 1991 and was subsequently re-elected in 1993 elections. After his second term, there was a gap and his third term came in 2002, which was followed by his victory in 2007 Assembly elections as well. Besides Bharatiya Janata Party, he has also represented Samajwadi Party in Uttar Pradesh Assembly.
