The First Kalyan Singh ministry is the council of ministers in headed by Chief Minister Kalyan Singh, which was formed after 1991 Uttar Pradesh Legislative Assembly election, where the BJP won 221 seats out of total 425 seats under his leadership. Uma Bharti is an Indian politician and former Chief Minister of Madhya Pradesh. She became involved with the Bharatiya Janata Party at a young age, unsuccessfully contesting her first parliamentary elections in 1984. In 1989, she successfully contested the Khajuraho seat, and retained it in elections conducted in 1991, 1996 and 1998. In 1999, she switched constituencies and won the Bhopal seat.

Jagdambika Pal is an Indian politician belonging to the Bharatiya Janata Party (BJP). He was the Chief Minister of Uttar Pradesh for 1 day in 1998. In 1997, Shri Gupta served as Institutional Finance Minister of state Uttar Pradesh in Kalyan Singh's cabinet. He was assigned to Ministry of Law and Justice in Rajnath Singh's government in 2002. He became BJP Vice President of state Uttar Pradesh in 2013.
Mulayam Singh Yadav was an Indian politician, a socialist figure and founder of the Samajwadi Party. Akhil Bharatiya Loktantrik Congress was a regional political party in the Indian state of Uttar Pradesh. It was founded in October 1997 by Naresh Agarwal along with Jagdambika Pal, Atul Kumar Singh, Bacha Pathak, Rajeev Shukla, Hari Shankar Tiwari, Suresh Chand Bhardwaj, Shripati Singh and Shyam Sunder Sharma. The party was formed when these leaders broke away from the Indian National Congress to join the All India Indira Congress (Tiwari), led by N. D. He also served as Minister of State for Cooperatives in Government of Uttar Pradesh during 1991–92. Shakya has served as M.L.A for four terms. He was first elected in 1991 and was subsequently re-elected in 1993 elections. After his second term, there was a gap and his third term came in 2002, which was followed by his victory in 2007 Assembly elections as well.
