The First Nations Information Governance Centre (FNIGC) is an Ontario, Canada-based non-profit organization working in the field of First Nations data sovereignty. The organization is known for its comprehensive national surveys, which include the First Nations Regional Health Survey (FNRHS), and focus on the health and socio-economic conditions of First Nations people in Canada. In 1996, the Assembly of First Nations (AFN) provided a mandate for a national First Nations and Inuit health survey. A National Steering Committee (NSC) was thus formed. In 2000, the NSC transitioned into the First Nations Information Governance Committee at the AFN. In 2009, the AFN Chiefs-in-Assembly passed a resolution (Resolution #48, December 2009) which mandated the creation of the First Nations Information Governance Centre, an independent non-profit to replace the First Nations Information Governance Committee. On April 22, 2010 the First Nations Information Governance Centre was incorporated as a non-profit entity. [2] [3]
FNIGC has ten First Nations regional partners that collectively conduct the First Nations Regional Health Survey (FNRHS), the First Nations Early Childhood, Education and Employment Survey (FNREEES), the First Nations Community Survey (FNCS), and the First Nations Labour and Employment Development Survey (FNLED). [4] [5] [6] These surveys look at physical and mental health, employment and income, housing, and other socio-economic factors influencing the health and well-being of First Nations people in Canada and have been widely cited in academic publications and policy documents. FNIGC also provides a variety of education and training services related to the First Nations Principles of OCAP (which stands for ownership, control, access and possession), a foundational set of guidelines that establish how First Nations data and information will be collected, protected, used, or shared. Food sovereignty is a food system in which the people who produce, distribute, and consume food also control the mechanisms and policies of food production and distribution. This stands in contrast to the present corporate food regime, in which corporations and market institutions control the global food system. Food sovereignty emphasizes local food economies, sustainable food availability, and center culturally appropriate foods and practices. Changing climates and disrupted foodways disproportionately impact indigenous populations and their access to traditional food sources while contributing to higher rates of certain diseases; for this reason, food sovereignty centers indigenous peoples. These needs have been addressed in recent years by several international organizations, including the United Nations, with several countries adopting food sovereignty policies into law. Critics of food sovereignty activism believe that the system is founded on inaccurate baseline assumptions; disregards the origins of the targeted problems; and is plagued by a lack of consensus for proposed solutions.
The Assembly of First Nations (AFN) is an assembly of Canadian First Nations represented by their chiefs. Established in 1982 and modelled on the United Nations General Assembly, it emerged from the National Indian Brotherhood, which dissolved in the late 1970s.
The CanadianIndian residential school system was a network of boarding schools for Indigenous peoples. The network was funded by the Canadian government's Department of Indian Affairs and administered by Christian churches. The school system was created to isolate Indigenous children from the influence of their own culture and religion in order to assimilate them into the dominant Canadian culture. Over the course of the system's more than hundred-year existence, around 150,000 children were placed in residential schools nationally. By the 1930s, about 30 percent of Indigenous children were attending residential schools. The number of school-related deaths remains unknown due to incomplete records. Estimates range from 3,200 to over 30,000, mostly from disease.
In Canada, an Indian band or band, sometimes referred to as a First Nation band or simply a First Nation, is the basic unit of government for those peoples subject to the Indian Act. Bands are typically small groups of people: the largest in the country, the Six Nations of the Grand River First Nation had 22,294 members in September 2005, and many have a membership below 100 people. Each First Nation is typically represented by a band council chaired by an elected chief, and sometimes also a hereditary chief. As of 2013, there were 614 bands in Canada. Membership in a band is controlled in one of two ways: for most bands, membership is obtained by becoming listed on the Indian Register maintained by the government. As of 2013, there were 253 First Nations which had their own membership criteria, so that not all status Indians are members of a band.
The Truth and Reconciliation Commission of Canada was a truth and reconciliation commission active in Canada from 2008 to 2015, organized by the parties of the Indian Residential Schools Settlement Agreement.
Perry Bellegarde is a Canadian First Nations advocate and politician who served as National Chief of the Assembly of First Nations from December 10, 2014, to July 8, 2021. He had previously served as chief of the Little Black Bear First Nation, chief of the Federation of Saskatchewan Indian Nations, and as the Saskatchewan regional chief of the Assembly of First Nations.
According to the latest available data, Statistics Canada estimates 4,157 suicides took place in Canada in 2017, making it the 9th leading cause of death, between Alzheimer's disease (8th) and cirrhosis and other liver diseases (10th). In 2009, there were an estimated 3,890 suicide deaths.
Idle No More is an ongoing protest movement, founded in December 2012 by four women: three First Nations women and one non-Native ally. It is a grassroots movement among the Indigenous peoples in Canada comprising the First Nations, Métis and Inuit peoples and their non-Indigenous supporters in Canada, and to a lesser extent, internationally. It has consisted of a number of political actions worldwide, inspired in part by the liquid diet hunger strike of Attawapiskat Chief Theresa Spence and further coordinated via social media. A reaction to alleged legislative abuses of Indigenous treaty rights by then Prime Minister Stephen Harper and the Conservative federal government, the movement takes particular issue with the omnibus bill Bill C-45. The popular movement has included round dances in public places and blockades of rail lines.
Lateral violence is displaced violence; that is anger and rage is directed towards members within a marginalised or oppressed community rather than towards the oppressors of the community – one's peers rather than adversaries. Developed by scholars within the global indigenous first people's community, this construct is one way of explaining minority-on-minority violence occurring within marginalized and oppressed communities. It is a cycle of abuse and its roots lie in factors such as: colonisation, oppression, intergenerational trauma and the ongoing experiences of racism and discrimination. Those experiencing and those committing lateral violence more likely to be involved in crime in the United States, the United Kingdom. In Australia and Canada, lateral violence is widely seen as an intergenerational learned pattern and major social problem in indigenous communities. In Australia surveys have reported that up to 95% of Aboriginal youth had witnessed lateral violence in the home, and that 95% of the bullying experienced by Aboriginals was perpetrated by other Aboriginals.
Lateral Violence occurs within marginalized groups where members strike out at each other as a result of being oppressed. The oppressed become the oppressors of themselves and each other. Common behaviours that prevent positive change from occurring include gossiping, bullying, finger-pointing, backstabbing and shunning.
Karyn Pugliese (Pabàmàdiz) is a Canadian broadcast journalist and communications specialist, of Algonquin descent. She is member of the Algonquins of Pikwàkanagàn First Nation in Ontario. She is a Nieman Fellow, Class of 2020, Harvard University and has been recognized by the Canadian Association of Journalists with a Charles Bury Award for her leadership supporting journalists and fighting for media rights. In 2018 the Academy of Canadian Cinema and Television presented Pugliese with the organization's annual Gordon Sinclair Award for distinguished achievement in journalism at the 6th Canadian Screen Awards. In 2019 Pugliese received the Hyman Solomon Award for Public Policy Journalism and was the co-recipient with journalist Justin Brake for the Native American Journalists Association (NAJA) 2019 Elias Boudinot Free Press Award. She was chosen for the twenty-fifth Martin Wise Goodman Canadian Nieman Fellowship at Harvard University. She won a National Newspaper Award for a series of columns written for the National Observer in 2021, where she is now editor-in-chief. She is a frequent commentator on Rosemary Barton Live and the podcast Canadaland.
Jo-Ann Episkenew was a Métis writer originally from Manitoba, though she lived in Saskatchewan for much of her life. She held a Masters of Business Administration and a Honours Certificate M.A. from the University of Regina. In 2006, she completed a Ph.D. at Ernst-Moritz-Arndt University in Greifswald, Germany, the first Indigenous Canadian to receive a Ph.D. from a German university.
Indigenous planning is an ideological approach to the field of regional planning where planning is done by Indigenous peoples for Indigenous communities. Practitioners integrate traditional knowledge or cultural knowledge into the process of planning. Indigenous planning recognizes that "all human communities plan" and that Indigenous communities have been carrying out their own community planning processes for thousands of years. While the broader context of urban planning, and social planning includes the need to work cooperatively with indigenous persons and organizations, the process in doing so is dependent on social, political and cultural forces.
Data sovereignty is the idea that data are subject to the laws and governance structures of the nation where they are collected. The concept of data sovereignty is closely linked with data security, cloud computing, network sovereignty and technological sovereignty. Unlike technological sovereignty, which is vaguely defined and can be used as an umbrella term in policymaking, data sovereignty is specifically concerned with questions surrounding the data itself. Data sovereignty as the idea that data is subject to the laws and governance structures within one nation is usually discussed in two ways: in relation to Indigenous groups and Indigenous autonomy from post-colonial states or in relation to transnational data flow. With the rise of cloud computing, many countries have passed various laws around control and storage of data, which all reflects measures of data sovereignty. More than 100 countries have some sort of data sovereignty laws in place. With self-sovereign identity (SSI) the individual identity holders can fully create and control their credentials, although a nation can still issue a digital identity in that paradigm.
Indigenous peoples in Canada demand to have their land rights and their Aboriginal titles respected by the Canadian government. These outstanding land claims are some of the main political issues facing Indigenous peoples today.
Indigenous peoples in Canada are significantly overrepresented in the Canadian justice system. They make up approximately 30 per cent of all incarcerated individuals in Canada despite being approximately 4 per cent of the total population. Explanations for this overrepresentation include historical injustices – and the contemporary outcomes which are results of that history – faced by Indigenous peoples, as well as structural issues within the current criminal justice system itself. These issues include over-policing, ineffective representation in court, inadequate application of bail, and over-sentencing, which are all indications of systemic racism. While these issues affect Indigenous peoples broadly, there are specific implications for Indigenous women and youth.
Settler colonialism in Canada is the continuation and the results of the colonization of the assets of the Indigenous peoples in Canada. As colonization progressed, the Indigenous peoples were subject to policies of forced assimilation and cultural genocide. The policies signed many of which were designed to both allowed stable houses. Governments in Canada in many cases ignored or chose to deny the aboriginal title of the First Nations. The traditional governance of many of the First Nations was replaced with government-imposed structures. Many of the Indigenous cultural practices were banned. First Nation's people status and rights were less than that of settlers. The impact of colonization on Canada can be seen in its culture, history, politics, laws, and legislatures.
Indigenous librarianship is a distinct field of librarianship that brings Indigenous approaches to areas such as knowledge organization, collection development, library and information services, language and cultural practices, and education. The Encyclopedia of Library and Information Sciences states that Indigenous librarianship emerged as a "distinct field of practice and an arena for international scholarship in the late twentieth century bolstered by a global recognition of the value and vulnerability of Indigenous knowledge systems, and of the right of Indigenous peoples to control them."
Child poverty in Canada declined since 2015, with the number of children who were living in poverty decreasing 71% by 2020.
The First Nations principles of OCAP establish a standard for how First Nations' data and information should be collected, protected, used, and shared. OCAP is an acronym for the principles of ownership, control, access, and possession. The principles were established in 1998 by Canadian First Nations leadership and are a trademark of the Canadian non-profit the First Nations Information Governance Centre (FNIGC).
Data governance in the context of Indigenous data involves supporting the data interests, gaps and priorities of Indigenous peoples, in order to enable Indigenous self-determination. Generally, data governance refers to who has ownership, control and access over the use of data. Indigenous data governance requires the data to surround Indigenous peoples and its purpose to reflect Indigenous needs and priorities, rather than omitting Indigenous peoples in the production of Indigenous data.
