A flood risk assessment (FRA) is an assessment of the risk of flooding from all flooding mechanisms, the identification of flood mitigation measures and should provide advice on actions to be taken before and during a flood. The sources of water which produce floods include: groundwater, surface water (rivers, streams or watercourses), artificial water (burst water mains, canals or reservoirs), sewers and drains, seawater.
For each of the sources of water, different hydraulic intensities occur. Floods can occur because of a combination of sources of flooding, such as high groundwater and an inadequate surface water drainage system. The topography, hydrogeology and physical attributes of the existing or proposed development need to be considered. A flood risk assessment should be an evaluation of the flood risk and the consequences and impact and vulnerability. [1]
In the UK, the writing of professional flood risk assessments is undertaken by Civil Engineering Consultants. They will have membership of the Institution of Civil Engineers and are bound by their rules of professional conduct. A key requirement is to ensure such professional flood risk assessments are independent to all parties by carrying out their professional duties with complete objectivity and impartiality. Their professional advice should be supported by professional indemnity insurance for such specific professional advice ultimately held with a Lloyd's of London underwriter.
Professional flood risk assessments can cover single buildings or whole regions. They can part of a due-diligence process for existing householders or businesses, or can be required in England and Wales to provide independent evidence to a planning application on the flood risk.
In England and Wales, the Environment Agency requires a professional Flood Risk Assessment (FRA) to be submitted alongside planning applications in areas that are known to be at risk of flooding (within flood zones 2 or 3) and/ or are greater than 1ha in area, planning permission is not usually granted until the FRA has been accepted by the Environment Agency.
Flood Risk Assessments are required to be completed according to the National Planning Policy Framework, [2] which replaces Planning Policy Statement PPS 25: Development and Flood Risk. The initial legislation (PPG25) was introduced in 2001 and subsequently revised. [3]
PPS 25 was designed to "strengthen and clarify the key role of the planning system in managing flood risk and contributing to adapting to the impacts of climate change." [4] and sets out policies for local authorities to ensure flood risk is taken into account during the planning process to prevent inappropriate development in high risk areas and to direct development away from areas at highest risk.
In its introduction, PPS25 states "flooding threatens life and causes substantial damage to property [and that] although [it] cannot be wholly prevented, its impacts can be avoided and reduced through good planning and management". [5]
For a flood risk assessment to be written, information is needed concerning the existing and proposed developments, the Environment Agency modeled flood levels and topographic levels on site. At its most simple (and cheapest) level an FRA can provide an indication of whether a development will be allowed to take place at a site.

FRAs consist of a detailed analysis of available data to inform the Environment Agency of flood risk at an individual site and also recommend to the developer any mitigation measures. More costly analysis of flood risk can be achieved through detailed flood modelling to challenge the agency's modelled levels and corresponding flood zones.
The FRA takes into account the risk and impact of flooding on the site, and takes into consideration how the development may affect flooding in the local area. It also includes provides recommendations as to how the risk of flooding to the development can be mitigated.
FRAs should also consider flooding from all sources including fluvial, groundwater, surface water runoff and sewer flooding.
For sites located within areas at risk of flooding a sequential test may be required. The aim of the sequential test is to direct development to locations at the lowest risk of flooding. [6] The National Planning Policy Framework (NPPF) was amended in 2020 to require sequential tests for sites that are at risk of any form of flooding.
In 2006, the Planning Service, part of The Department of the Environment, published Planning Policy Statement 15 (PPS15): Planning and flood risk. [7] The guidelines are precautionary and advise against development in flood plains and areas subject to historical flooding. In exceptional cases a FRA can be completed to justify development in flood risk areas. Advice on flood risk assessment is provided to the Planning Service by the Rivers Agency, which is the statutory drainage and flood defence authority for Northern Ireland.
In 2009, the Department of the Environment, Heritage and Local Government and Office of Public Works published planning guidelines requiring local authorities to apply a sequential approach to flood risk management. [8] The guidelines require that proposed development in flood risk areas must undergo a justification test, consisting of a flood risk assessment.
Risk management is the identification, evaluation, and prioritization of risks, followed by the minimization, monitoring, and control of the impact or probability of those risks occurring.
The Environment Agency (EA) is a non-departmental public body, established in 1996 and sponsored by the United Kingdom government's Department for Environment, Food and Rural Affairs, with responsibilities relating to the protection and enhancement of the environment in England.
An environmental impact statement (EIS), under United States environmental law, is a document required by the 1969 National Environmental Policy Act (NEPA) for certain actions "significantly affecting the quality of the human environment". An EIS is a tool for decision making. It describes the positive and negative environmental effects of a proposed action, and it usually also lists one or more alternative actions that may be chosen instead of the action described in the EIS. One of the primary authors of the act is Lynton K. Caldwell.
Emergency management is a science and a system charged with creating the framework within which communities reduce vulnerability to hazards and cope with disasters. Emergency management, despite its name, does not actually focus on the management of emergencies; emergency management or disaster management can be understood as minor events with limited impacts and are managed through the day-to-day functions of a community. Instead, emergency management focuses on the management of disasters, which are events that produce more impacts than a community can handle on its own. The management of disasters tends to require some combination of activity from individuals and households, organizations, local, and/or higher levels of government. Although many different terminologies exist globally, the activities of emergency management can be generally categorized into preparedness, response, mitigation, and recovery, although other terms such as disaster risk reduction and prevention are also common. The outcome of emergency management is to prevent disasters and where this is not possible, to reduce their harmful impacts.

In animal husbandry, a concentrated animal feeding operation (CAFO), as defined by the United States Department of Agriculture (USDA), is an intensive animal feeding operation (AFO) in which over 1,000 animal units are confined for over 45 days a year. An animal unit is the equivalent of 1,000 pounds of "live" animal weight. A thousand animal units equates to 700 dairy cows, 1,000 meat cows, 2,500 pigs weighing more than 55 pounds (25 kg), 10,000 pigs weighing under 55 pounds, 10,000 sheep, 55,000 turkeys, 125,000 chickens, or 82,000 egg laying hens or pullets.
Environmental impact assessment (EIA) is the assessment of the environmental consequences of a plan, policy, program, or actual projects prior to the decision to move forward with the proposed action. In this context, the term "environmental impact assessment" is usually used when applied to actual projects by individuals or companies and the term "strategic environmental assessment" (SEA) applies to policies, plans and programmes most often proposed by organs of state. It is a tool of environmental management forming a part of project approval and decision-making. Environmental assessments may be governed by rules of administrative procedure regarding public participation and documentation of decision making, and may be subject to judicial review.
The Scottish Environment Protection Agency is Scotland's environmental regulator and national flood forecasting, flood warning and strategic flood risk management authority. Its main role is to protect and improve Scotland's environment. SEPA does this by helping business and industry to understand their environmental responsibilities, enabling customers to comply with legislation and good practice and to realise the economic benefits of good environmental practice. One of the ways SEPA does this is through the NetRegs environmental guidance service. It protects communities by regulating activities that can cause harmful pollution and by monitoring the quality of Scotland's air, land and water. The regulations it implements also cover the storage, transport and disposal of radioactive materials.
Planning Policy Statements (PPS) were UK government statements of national policy and principles towards certain aspects of the town planning framework. In recent years they only applied to England. However, they still exist within the Northern Irish System.
Environmental planning is the process of facilitating decision making to carry out land development with the consideration given to the natural environment, social, political, economic and governance factors and provides a holistic framework to achieve sustainable outcomes. A major goal of environmental planning is to create sustainable communities, which aim to conserve and protect undeveloped land.
Climate change adaptation is the process of adjusting to the effects of climate change. These can be both current or expected impacts. Adaptation aims to moderate or avoid harm for people, and is usually done alongside climate change mitigation. It also aims to exploit opportunities. Humans may also intervene to help adjust for natural systems. There are many adaptation strategies or options. For instance, building hospitals that can withstand natural disasters, roads that don't get washed away in the face of rains and floods. They can help manage impacts and risks to people and nature. The four types of adaptation actions are infrastructural, institutional, behavioural and nature-based options. Some examples of these are building seawalls or inland flood defenses, providing new insurance schemes, changing crop planting times or varieties, and installing green roofs or green spaces. Adaptation can be reactive or proactive.
Disaster risk reduction aims to make disasters less likely to happen. The approach, also called DRR or disaster risk management, also aims to make disasters less damaging when they do occur. DRR aims to make communities stronger and better prepared to handle disasters. In technical terms, it aims to make them more resilient or less vulnerable. When DRR is successful, it makes communities less the vulnerable because it mitigates the effects of disasters. This means DRR can make risky events fewer and less severe. Climate change can increase climate hazards. So development efforts often consider DRR and climate change adaptation together.
Contaminated land contains substances in or under the land that are definitively or potentially hazardous to health or the environment. These areas often have a long history of industrial production and industrial farming. Many sites may be affected by their former uses such as mining, industry, chemical and oil spills and waste disposal. Areas that were previously industrial areas, called brownfield sites, are higher risk areas.
Flood management describes methods used to reduce or prevent the detrimental effects of flood waters. Flooding can be caused by a mix of both natural processes, such as extreme weather upstream, and human changes to waterbodies and runoff. Flood management methods can be either of the structural type and of the non-structural type. Structural methods hold back floodwaters physically, while non-structural methods do not. Building hard infrastructure to prevent flooding, such as flood walls, is effective at managing flooding. However, it is best practice within landscape engineering to rely more on soft infrastructure and natural systems, such as marshes and flood plains, for handling the increase in water.
The aim of water security is to make the most of water's benefits for humans and ecosystems. The second aim is to limit the risks of destructive impacts of water to an acceptable level. These risks include for example too much water (flood), too little water or poor quality (polluted) water. People who live with a high level of water security always have access to "an acceptable quantity and quality of water for health, livelihoods and production". For example, access to water, sanitation and hygiene services is one part of water security. Some organizations use the term water security more narrowly for water supply aspects only.
Fracking in the United Kingdom started in the late 1970s with fracturing of the conventional oil and gas fields near the North Sea. It was used in about 200 British onshore oil and gas wells from the early 1980s. The technique attracted attention after licences use were awarded for onshore shale gas exploration in 2008. The topic received considerable public debate on environmental grounds, with a 2019 high court ruling ultimately banning the process. The two remaining high-volume fracturing wells were supposed to be plugged and decommissioned in 2022.
The National Planning Policy Framework (NPPF) is a land-use planning policy in England. It was originally published by the UK's Department of Communities and Local Government in March 2012, consolidating over two dozen previously issued documents called Planning Policy Statements (PPS) and Planning Policy Guidance Notes (PPG) for use in England. It has since been revised in 2018, 2019, 2021 and twice in 2023. The live version is from December 2023.
Low-impact development (LID) is a term used in Canada and the United States to describe a land planning and engineering design approach to manage stormwater runoff as part of green infrastructure. LID emphasizes conservation and use of on-site natural features to protect water quality. This approach implements engineered small-scale hydrologic controls to replicate the pre-development hydrologic regime of watersheds through infiltrating, filtering, storing, evaporating, and detaining runoff close to its source. Green infrastructure investments are one approach that often yields multiple benefits and builds city resilience.
Biodiversity offsetting is a system used predominantly by planning authorities and developers to fully compensate for biodiversity impacts associated with economic development, through the planning process. In some circumstances, biodiversity offsets are designed to result in an overall biodiversity gain. Offsetting is generally considered the final stage in a mitigation hierarchy, whereby predicted biodiversity impacts must first be avoided, minimised and reversed by developers, before any remaining impacts are offset. The mitigation hierarchy serves to meet the environmental policy principle of "No Net Loss" of biodiversity alongside development.
Climate resilience is a concept to describe how well people or ecosystems are prepared to bounce back from certain climate hazard events. The formal definition of the term is the "capacity of social, economic and ecosystems to cope with a hazardous event or trend or disturbance". For example, climate resilience can be the ability to recover from climate-related shocks such as floods and droughts. Different actions can increase climate resilience of communities and ecosystems to help them cope. They can help to keep systems working in the face of external forces. For example, building a seawall to protect a coastal community from flooding might help maintain existing ways of life there.
