The Floodline is the flood warning and information service used in the United Kingdom to issue flood alerts and warnings to the public, emergency organisations and businesses. The system uses observed data from rain, river and coastal gauges, combined with weather forecasts to accurately predict the likelihood and timing of flooding. When flooding is predicted within an area, a message is issued through the Floodline service. [1] It is operated by: The Environment Agency in England, Natural Resources Wales, and The Scottish Environment Protection Agency.
There are different messages the Floodline gives depending on the situation:
A civil defense siren is a siren used to provide an emergency population warning to the general population of approaching danger. Initially designed to warn city dwellers of air raids during World War II, they were later used to warn of nuclear attack and natural disasters, such as tornadoes. The generalized nature of sirens led to many of them being replaced with more specific warnings, such as the broadcast-based Emergency Alert System and the Cell Broadcast-based Wireless Emergency Alerts and EU-Alert mobile technologies.
A tornado warning is a public warning that is issued by weather forecasting agencies to an area in the direct path of a tornado, or a severe thunderstorm capable of producing one, and advises individuals in that area to take cover. Modern weather surveillance technology such as Doppler weather radar can detect rotation in a thunderstorm, allowing for early warning before a tornado develops. They are also commonly issued based on reported visual sighting of a tornado, funnel cloud, or wall cloud, typically from weather spotters or the public, but also law enforcement or local emergency management. When radar is unavailable or insufficient, such ground truth is crucial. In particular, a tornado can develop in a gap of radar coverage, of which there are several known in the United States.
A tornado watch is a statement issued by weather forecasting agencies to advise the public that atmospheric conditions in a given region may lead to the development of tornadoes within the region over a period of several hours. In addition to the potential for tornado development, thunderstorms that develop within the watch area may contain large hail, straight-line winds, intense rainfall and/or flooding that pose a similar damage risk as the attendant tornado threat.
A severe thunderstorm watch is a statement issued by weather forecasting agencies to advise the public that atmospheric conditions in a given region may lead to the development of severe thunderstorms within the region over a period of several hours. The criteria for issuing a watch varies by country, and may also include torrential rainfall and tornadoes. A watch may also be issued several hours ahead of the arrival of a mature and organized complex of storms, or more clustered or discrete storm activity.
A severe thunderstorm warning is a type of public warning for severe weather that is issued by weather forecasting agencies worldwide when one or more severe thunderstorms have been detected by Doppler weather radar, observed by weather spotters, or reported by an emergency management agency, law enforcement, or the general public. Unlike a watch, a warning is issued to areas in the direct path of active severe thunderstorms, that are expecting a direct impact typically within an hour. Severe thunderstorms can cause property damage and injury due to large hail, high winds, and flooding due to torrential rainfall. The exact criteria to issue a warning varies from country to country.

A river flood warning is issued by the National Weather Service of the United States when forecast points with formal river gaging sites and established flood stages along rivers, where flooding has already been forecast, is imminent or occurring. A civil danger warning is a warning issued through the Emergency Alert System (EAS) in the United States to warn the public of an event that presents danger to a significant civilian population. It is typically issued by a local or state authority and is relayed by the National Weather Service. The warning usually mentions a specific hazard such as contaminated water supply, active shooting, unexpected weather alert such as causing roads to be extremely dangerous, major accident, or an imminent or in-progress military or terrorist attack. It may also provide instructions for protective action such as to evacuate, shelter-in-place, boil water or seek medical treatment. The warning has a higher priority than a local area emergency (LAE), as well as a Civil Emergency Message (CEM).

The United Kingdom's mobile phone alert system is an emergency population warning system that uses cell broadcast. The coalition government first considered the technology in 2013-2015 but the project was shelved due to concerns over the cost, following the coronavirus pandemic the first test alert sent in May 2021. The warning system is intended for use in major incidents such as flooding or terror attacks. The Emergency Alert System was launched on 19 March 2023, and tested on a nationwide basis for the first time on 23 April 2023.
