Lieutenant-General Frances Jennifer Allen, CMM , CD is a senior officer serving in the Royal Canadian Air Force. On June 28, 2021, she assumed office as Vice Chief of the Defence Staff, becoming the first woman to hold the position. [1] [2]
Allen's prior roles included serving as the Canadian military's director general for cyberspace, the National Defence Headquarters director general for information management operations, the joint force cyber component commander, and deputy Vice Chief of the Defence Staff. [3] [4]
In July 2020, Allen was appointed as Canada's military representative at NATO headquarters in Brussels. Allen was considered a contender to become Chief of the Defence Staff after the departure of General Jonathan Vance in January 2021, but that position was given to Admiral Art McDonald. [5]
On March 9, 2021, it was announced that Allen would succeed Lieutenant-General Michael Rouleau as Vice Chief of the Defence Staff, making her the first woman to serve in that role. [5] [3] Allen's appointment to the vice chief position came amidst increased public and political scrutiny of the senior leadership of the Canadian Armed Forces because of sexual misconduct investigations into the two previous chiefs of the Defence Staff (Vance and McDonald). Allen was appointed an Officer of the Order of Military Merit on 6 March 2017, [6] and advanced to a Commander of the Order of Military Merit on 27 May 2019. [6]
The chief of the Defence Staff is the professional head of the Canadian Armed Forces. As the senior military position, the chief of the Defence Staff advises the Cabinet, particularly the minister of national defence and the prime minister. The role is a Crown-in-Council appointment made by the viceroy on the advice of the prime minister.
General Bipin Rawat was an Indian military officer who was a four-star general of the Indian Army. He served as the first Chief of Defence Staff (CDS) of the Indian Armed Forces from January 2020 until his death in a helicopter crash in December 2021. The Chief of Staff of the Armed Forces of the Philippines (CSAFP) is the highest-ranking military officer and the head of the Armed Forces of the Philippines (AFP), including all service branches under its command. General Jonathan Holbert Vance is a retired Canadian Forces officer who served as a general in the Canadian Army. Vance was the chief of the Defence Staff from 2015 to 2021.
Lieutenant General Paul Francis Wynnyk, is a former Canadian Army officer who served from 2016 to 2018 as Commander of the Canadian Army. On July 16, 2018, he was named Vice Chief of the Defence Staff, until his resignation and retirement in July 2019.
Admiral Arthur Gerard McDonald, is a Royal Canadian Navy admiral who served as Chief of the Defence Staff of the Canadian Forces from January 14, 2021, until February 24, 2021, when he voluntarily stepped aside due to an investigation by the Canadian Forces National Investigation Service. On November 25, 2021, McDonald was formally relieved of his command, and replaced permanently by General Wayne Eyre who had held the post during the interim.
The Vice Chief of the Army Staff (VCOAS) is a statutory position in the Indian Armed Forces usually held by a three star lieutenant general. As the second highest ranking officer to serve in the Indian Army, the VCOAS is the deputy professional head of the Indian Army and a senior adviser to the Minister of Defence. General Nadeem Raza NI(M), HI(M) is a retired four-star army general of the Pakistan Army who got commissioned in 10 Sind Regiment in September 1985. The Deputy Chiefs of the Army Staff (DCOAS) are Principal Staff Officers (PSOs) of the Indian Army, and are three-star rank appointments held by Lieutenant-Generals. Currently the rank of DCOAS has three divisions:- Capability Development and Sustenance, Information Systems & Coordination and Strategy.
Lieutenant general, is the second-highest rank of the Nigerian Army and generally it is the highest active rank as the Nigerian army do not have any appointment in the rank of full general but in the case of the appointment of Chief of Defence Staff, the rank of full general is given. It is the equivalent of a multinational three-star rank.
