Francis Xavier Ole Kaparo (born 1 September 1950), EGH, is a Kenyan politician. He is the Commission Chairman, the NCIC since August 2014 to October 2019. [1]

Political life

He has served the Government and the people of Kenya in different capacities and was the second longest serving Speaker of the National Assembly of Kenya, having served from 1993 to 2007. [2] He was the Member of Parliament for Laikipia East from 1988 to 1992. Hon. Kaparo has served as an Assistant Minister in a number of government ministries. These include the Ministry for National Guidance and Political Affairs (1988–1989); the Ministry for Supplies and Marketing (1989–1990) and the Ministry for Labour (1990–1991) and the Minister for Industry Between 1991 and 1993.

Career

He is a lawyer by profession with vast experience in Kenya's political and development discourse. He holds a Bachelor of Laws (LLB) degree from the University of Nairobi and a post graduate Diploma in Laws from Kenya School of Law. He was admitted to the roll of Advocates as an Advocate of the High Court of Kenya in 1977.

Before joining the Commission, Kaparo was appointed by the President of Kenya as the chief mediator for the Marsabit and Mandera Counties Peace Processes, together with Senator Mohamed Yusuf Haji. Francis Ole Kaparo had also been the Chairman of the United Republican Party (URP).

Kaparo is the current Chief Scout of The Kenya Scouts Association [3]

Kaparo has been the Chairman of several Conservancies in Kenya. These include Lewa Wildlife Conservancy, Northern Rangelands Trust, Ilngwesi Bandas, Lekurruki Conservancy and Kijabe Conservancy. He has also been a Board Member of Laikipia Wildlife Forum and Ol Pejeta Conservancy.

He hit the airwaves at the onset of the COVID-19 pandemic when the first case was confirmed in Nairobi on 12 March 2020 following the outbreak in Wuhan, China in December 2019. As the pandemic intensified, the government of Kenya imposed lockdowns in the virus hotspot areas, dusk-to-dawn curfews, travel bans, and other restrictions to try to contain the spread of COVID-19. He was succeeded by Susan Nakhumicha Wafula on 31 October 2022.

Kenneth Otiato Marende, born 7 January 1956, was the Speaker of the National Assembly of Kenya's 10th Parliament. He was elected Speaker on January 15, 2008. Prior to his election as Speaker, Hon. Marende served as the MP for Emuhaya constituency, from 2002 to 2007. Marende was a candidate for Speaker of the National Assembly of Kenya's 13th Parliament, but was defeated by former Bungoma senator Moses Wetangula who garnered 215 votes ahead of Marende who managed 130.

Godfrey Gitahi Kariuki, known as GG Kariuki was a Kenyan politician who entered elective politics at independence in 1963. During Kenya's 11th Parliament, he served as Senator representing Laikipia County and one of the only politicians to serve the four presidents of Kenya, from 2013 until his death on 30 Jun 2017. Previously he had served several terms as Member of Parliament for Laikipia West Constituency, and he was Minister in both the governments of Jomo Kenyatta and Daniel arap Moi.

Ledama Olekina is a Kenyan politician who serves as the senator for Narok County. Olekina was elected on an Orange Democratic Movement ticket in the 8 August 2017, general elections in Kenya. He was born and raised in Oloombokishi, a small village near Narok, Kenya, on 11 November 1974. As of 2020, he resides in Eor Ekule, Enkanasa Village. Chunilal Bhagwandas MadanQC was a Chief Justice of the Supreme Court of Kenya. He served between 1985–1986 and was succeeded by Justice Cecil Henry Ethelwood Miller.

Ekwee David Ethuro is a Kenyan politician. He was elected as the first Speaker of the modern Kenyan Senate on 28 March 2013. From 1998 to 2013 he served as a Member of Parliament representing Turkana Central. He also served as the Assistant Minister for Planning and National Development from 1998 to 2002 under the government of President Daniel arap Moi.
