Franklin Achinike Owhor (born 10 October 1958) is a Nigerian lawyer,politician and member of the Rivers State Peoples Democratic Party. He is an autochthon of the Ikwerre tribe in Obio-Akpor local government area. He served as the Deputy Mayor of Port Harcourt in 1988 and was the 13th Attorney General of Rivers State and Commissioner for Justice from 1996 until 1999 and was reappointed for a second term shortly before the civilian fourth republic. Having served previously as The chairman of assess sharing rivers and Bayelsa,He also served two terms as a Federal Commissioner in the Revenue Mobilization Allocation and Fiscal Commission (RMAFC) from 2006 until 2016. [1] He is the Secretary of Wike Transition Committee. Among others he is also a member of the board of directors of Oil and gas free zone authority (Ogfza).

Owhor was born 10 October 1958 and was raised in Choba,Obio-Akpor,in the metropolis of Port Harcourt,the capital of Rivers State,Nigeria. He is an alumnus of Akpor Grammar School,where he rounded off his secondary education. He proceeded the University of Lagos,Nigeria in 1980 to for his tertiary education,from where he obtained his undergraduate degree in law (LL.B.) in 1983. He was called to the Nigeria bar in 1984.
Port Harcourt is the capital and largest city in Rivers State,Nigeria. It is the fifth most populous city in Nigeria after Lagos,Kano,Ibadan and Kaduna. It lies along the Bonny River and is located in the Niger Delta. As of 2016,the Port Harcourt urban area has an estimated population of 1,865,000 inhabitants,up from 1,382,592 as of 2006. The population of the metropolitan area of Port Harcourt is almost twice its urban area population with a 2021 United Nations estimate of 3,171,076. Rumuokoro is a town in Obio-Akpor local government area of Rivers State,Nigeria. It is the meeting point of five major roads in Nigerian Economy and the gateway to and from the city of Port Harcourt.
The Ikwerre are one of the Igbo Subgroups in Rivers State. Traditional history has classified Ikwerre into seven groups called "Ikwerre Essa". They are Elele,Isiokpo,Rumuji,Emohua,Akpor,Aluu,Igwuruta,and Obio-Akpor group. This division was recognized by Forde and Jones;(1950) in their ethnographic study of the Igbo and Ibibio speaking peoples of South Eastern Nigeria. It was also in line with this grouping that seven customary Courts were established in Ikwerre during the Colonial administration. These Courts were located at Elele,Isiokpo,Rumuji,Emohua,Akpor,Aluu and Obio in Ikwerreland. in the Igboid family,as a result of the quest for Ikwerre's recognition as a separate ethnic nationality.
Obio-Akpor is a local government area in the metropolis of Port Harcourt,one of the major centres of economic activities in Nigeria,and one of the major cities of the Niger Delta,located in Rivers State. The local government area covers 260 km2 and at the 2006 Census held a population of 464,789. Its postal code or ZIP code is 500102. Obio-Akpor has its headquarters at Rumuodomaya and it is peopled by the Ikwerre subgroup of Igbo people.
