Fuat Avni was an anonymous Twitter phenomenon, mostly known for tweets and leaks concerning the Justice and Development Party. The account tweeted its first tweet on 18 February 2014, [1] and as of March 2021 it had 2.0 million followers. [2]
As of May 2016, it is unknown who they are. Different people have occasionally claimed to be them, however none of these claims were proven. [3] [4]
On 20 July 2016, computer engineer Akif Mustafa Koçyiğit was arrested in İstanbul with other 9 engineers within the scope of 2016 purges following the coup d'état attempt. They were charged for providing information to Fuat Avni. [5] On 24 July, Muhammed Sait Kuloğlu and Yetkin Yıldız were also arrested. [6]
It claimed to provide information from undisclosed government talks concerning the 2013 corruption scandal, irregularities during elections, secret operations with the government and Cemaat. The account generally referred to Recep Tayyip Erdoğan as "BB" (Turkish for PM), "Tiran" (tyrant), "Başçalan" (a pun on PM, meaning Prime Thief), "Yezid" (Yazid I, the second Umayyad Caliph, known as a tyrant by some scholars), "Faşist" (fascist) or Narsist (narcissist). They used Bediüzzaman's iconic "Korkma, titre" phrase ("Don't be afraid, shiver") occasionally.
Some of their claims had been realized a few days or week later.

The 2013 Gezi Park protests in Turkey saw massive amounts of censorship and disinformation by the mainstream media, especially by those supporting Prime Minister Recep Tayyip Erdoğan and his Justice and Development Party (AKP). A poll done by Istanbul Bilgi University in the first week of the protests showed that 84% of the demonstrators cited the lack of media coverage as a reason to join the protests, higher than the 56% of protesters who referred to the destruction of Gezi Park.

Pelikan is a group in Turkey, which became known publicly after the 'All Hail!' article published at a website named as 'Pelican File' on 1 May 2016, and during the period that resulted with resignation of Ahmet Davutoğlu. Hilal Kaplan, Melih Altınok, Süheyb Öğüt, Cemil Barlas, Kurtuluş Tayiz, Selman Öğüt, and Haşmet Babaoğlu has been claimed to be group members. The 'All Hail' text - which was inside of a newly opened blog site and exposed the existence of Pelikan group - was shared by Cemil Barlas, Merve Taşçı, Atifet Ulusoy, Elif Şahin and Filiz Gündüz from personal Twitter accounts on 1 May 2016. Berat Albayrak and his brother Serhat Albayrak is being stated as at the center of group structure. The memo has been claimed to portray not only Davutoğlu as target but also other people serving inside the government as the target, and even it has been claimed that the memo accuses Hakan Fidan as being Davutoğlu's man.
