Gorla Rohini (born 14 April 1955) is a former Indian judge and currently head of a government commission investigating categories of Other Backward Classes in India. She was the first female Chief Justice of the Delhi High Court and also served as a judge on the Andhra Pradesh High Court.
G. Rohini was born on 14 April 1955 in Visakhapatnam,Andhra Pradesh,India. [1] She completed her bachelor's degree in science at Osmania University and law at Andhra University College of Law,Visakhapatnam. [2]
G. Rohini began her career as an advocate in Andhra Pradesh,working in the chambers of senior advocate Koka Raghava Rao from 1980 onwards. [3] As an advocate,her practice focused on administrative and civil matters in courts in the State of Andhra Pradesh. [4] She also worked on issues concerning the protection of the girl child and working women. [4] She was also involved in legal journalism,as a reporter and served as executive editor of Andhra Pradesh Law Journals in 1985. [2] [4] In 1994,she was appointed a Government pleader,appearing for the Government of Andhra Pradesh in cases concerning environment,consumer affairs,labour,employment and civil service. [4] She also served as the Chair of the Andhra Pradesh Bar Council. [5]
G. Rohini was appointed an additional judge on the Andhra Pradesh High Court on 25 June 2001,and became a permanent judge on 31 July 2002. [1] During her tenure at the Andhra Pradesh High Court,Rohini was a judge in a number of significant decisions,including a judgment that allowed the state government to appoint special officers to local governments,as well as establishing quotes in local governments for Other Backward Classes. [3]
While serving as a judge on the Andhra Pradesh High Court,Rohini was the head of the Andhra Pradesh State Legal Services Authority,and the High Court Juvenile Justice Committee,and released a manual on the rights of women. [3] [5] She was also the chairperson of the Andhra Pradesh Judicial Academy.
Chief Justice of the Delhi High Court
On 21 April 2014,G. Rohini was appointed Chief Justice of the Delhi High Court,and is the first female judge to hold that position. [6] She succeeded Justice N.V. Ramana.
During her tenure as a judge in the Delhi High Court,G. Rohini was a judge in a number of cases concerning significant questions of constitutional law,such as the ongoing conflict regarding the division of state and central power in concerning the administration of the National Capital Territory of Delhi,the right to privacy on instant messaging platforms,and the audit of public power distribution companies by the Comptroller and Auditor General of India. [3] Previously,she was the judge at Andhra Pradesh High Court. She retired as the Chief justice of Delhi High Court on 13 April 2017 on attaining superannuation.
In October 2017,G. Rohini was appointed by President of India to head a five member commission to examine the sub-categorization of Other Backward Classes (OBC) under Article 340 of the Indian Constitution. [3] [7] In July 2022,the Commission received its thirteenth extension of time to complete this task,with a report now due on January 31,2023. [8] [9] After 13 extensions to its tenure,Rohini Commission submitted its report to President Droupadi Murmu on 31 July 2023. [10] [11] [12] [13] [14] The report is more than 1,000-pages long and is divided in two parts- the first part deals with how the OBC quota should be allocated;and the second part is an updated list of all 2,633 OBC castes across India. Mala is a Telugu caste from the Indian states of Andhra Pradesh and Telangana. They are also present in smaller numbers in the states of Karnataka and Maharashtra. They are considered as Scheduled Caste (SC) or OBC depending on religious status by the Government of India. According to 2001 census data,Malas constituted 41.6 percent of the Scheduled Castes population in the then state of Andhra Pradesh,which also included the present state of Telangana.

The Other Backward Class (OBC) is a collective term used by the Government of India to classify castes that are educationally or socially backward. It is one of several official classifications of the population of India,along with general castes,Scheduled Castes and Scheduled Tribes (SCs and STs). The OBCs were found to comprise 52% of the country's population by the Mandal Commission report of 1980 and were determined to be 41% in 2006 when the National Sample Survey Organisation took place. There is substantial debate over the exact number of OBCs in India;it is generally estimated to be sizable,but many believe that it is higher than the figures quoted by either the Mandal Commission or the National Sample Survey.
Reservation is a system of affirmative action in India created during the British rule. It provides historically disadvantaged groups representation in education,employment,government schemes,scholarships and politics. Based on provisions in the Indian Constitution,it allows the Union Government and the States and Territories of India to set reserved quotas or seats,at particular percentage in Education Admissions,Employments,Political Bodies,Promotions,etc.,for "socially and educationally backward citizens."
The Indian Institutes of Technology (IITs) practices affirmative action and offers reservation to the "backward and weaker sections" of the society that includes SC/ST/OBC-NCL/EWS/PWD/Girl candidates.
The 2006 Indian anti-reservation protests were a series of protests that took place in India in 2006 in opposition to the decision of the Union Government of India,led by the Indian National Congress-headed multiparty coalition United Progressive Alliance,to implement reservations for the Other Backward Classes (OBCs) in central and private institutes of higher education. These protests were one of the two major protests against the Indian reservation system,the other one being the 1990 anti-Mandal protests.
Punjala Shiv Shankar was an Indian politician. He served as the Minister of External Affairs,Law,and Petroleum. He was a very influential minister in Indira Gandhi's and Rajiv Gandhi's cabinets and was one of the most senior politicians in India. He also served as Governor of Sikkim from 1994 to 1995 and Governor of Kerala from 1995 to 1996.
Creamy layer is a term used in Indian politics to refer to some members of a backward class who are highly advanced socially as well as economically and educationally. They constitute the forward section of that particular backward class –as forward as any other forward class member. They are not eligible for government-sponsored educational and professional benefit programs. The term was introduced by the Sattanathan Commission in 1971,which directed that the "creamy layer" should be excluded from the reservations (quotas) of civil posts. It was also identified later by Justice Ram Nandan Committee in 1993.

Bokka Sri Atchuthananda Swamy,well known as B.S.A. Pavani Parameswara Rao was a Senior Advocate practising in the Supreme Court of India. Widely considered a doyen of Constitutional Law,he had argued a number of landmark cases before the Supreme Court. He died on 13 September 2017 in a private hospital in South Delhi following a cardiac arrest,India.
Vangala Eshwaraiah,also spelt as V. Eswaraiah was the former chairperson,National commission for backward classes from 19.09.2013 to September 2016. Prior to this appointment,he was Chief Justice of High Court of Andhra Pradesh in India. He was elevated to the constitutional post as additional Judge of Andhra Pradesh high court in 1999 and then as judge in 2000. Government of India appointed Justice Vangala Eswaraiah,former Acting Chief Justice of Andhra Pradesh High Court as the Chairperson of the National Commission for Backward Classes (NCBC) on 23 September 2013. He was succeeded by Justice M. N. Rao,a retired Chief Justice of Himachal Pradesh High Court.

The National Commission for Backward Classes is an Indian constitutional body under the jurisdiction of Ministry of Social Justice and Empowerment,Government of India established through Constitution Act,2018 this amendment act in the constitution to make it a constitutional body under Article 338B of the Indian Constitution. It was constituted pursuant to the provisions of the National Commission for Backward Classes Act,1993.

The Jat reservation agitation was a series of violent protests in February 2016 by the Jat people of North India,especially those in the state of Haryana,which "paralysed" the state for 10 days. The protestors sought inclusion of their caste in the Other Backward Class (OBC) category,which would make them eligible for affirmative action benefits. Besides Haryana,the protests also spread to the neighbouring states,such as Uttar Pradesh,Rajasthan,and the National Capital Region.
