In 1989, Lin Liu, Sandra Yamane, Sharon Yanagi, Melinda Yee, Paul Igasaki, Rod Hsiao, and Chantale Wong, founded CAPAL in Washington D.C. in order to address the lack of Asian American Pacific Islander representation in public service.
