George Ethelbert Carter, CM was the first Canadian-born black judge. [1]

George Ethelbert Carter was born in Toronto on Aug. 1, 1921. [2] He was the oldest of 14 children born to John and Louise Carter, who came to Toronto from Barbados just after World War I. [2]

Carter completed his undergraduate studies at Trinity College, at the University of Toronto, and graduated in 1944. [2] He was then called up for active service in World War II and was on his way to Europe when the war ended. [2]

A graduate of Osgoode Hall Law School in 1948, Carter had his own law firm and practised in the areas of real estate, criminal and family law for 31 years. He was appointed an Ontario provincial court judge in 1979 and later served with the Ontario Court of Justice for 16 years. [1]

He worked as a porter to pay his tuition to law school, [3] and served with the Canadian Army in World War II. [1] He was instrumental in establishing Legal Aid in the Province of Ontario. [4]

Legacy

A bust of Justice Carter was unveiled at the Osgoode Hall Library in May 2014. [1] A television documentary movie was made about his life in 2010, [5] and he was named to the Order of Ontario in 2014. [4]

He died on Thursday June 7, 2018 of heart complications.

Patrick J. Monahan is a judge of the Court of Appeal for Ontario. Before his elevation in May 2023, he was a judge of the Superior Court of Justice in Toronto, Ontario. Prior to becoming a judge he was the deputy attorney general for the Province of Ontario. He was also previously the vice president academic and provost at York University in Toronto, Canada, as well as an affiliated scholar with the law firm Davies Ward Phillips & Vineberg LLP. From 2003 until July 2009, Monahan was the dean of Osgoode Hall Law School at York University. He has written extensively on constitutional reform and public policy, and served as senior policy advisor to former Ontario premier David Peterson as well as former Ontario attorney general Ian Scott during the Meech Lake Accord negotiations from 1987 to 1990. He has appeared as legal counsel in major public law litigation at the Supreme Court of Canada as well as in lower courts. He was a frequent commentator on constitutional and public policy issues in the national media. Mahmud Jamal is a Canadian jurist serving as a puisne justice of the Supreme Court of Canada since 2021. Jamal worked as a partner at Osler, Hoskin & Harcourt and taught law at McGill University and Osgoode Hall Law School before he was appointed to the Court of Appeal for Ontario in 2019. He was nominated to the Supreme Court on June 17, 2021, taking office on July 1 to succeed Rosalie Abella. Jamal was born in Kenya to a family of Indian origin, making him the first person from a visible minority group to serve as a justice of the Supreme Court.
