Ghazi al-Jabali was the Gaza Strip Chief of the Preventive Security Service,appointed by the Palestinian Authority. Al-Jabali,who held the rank of Major general at the close of his tenure in the Palestinian security forces,had been a police commander and chief of the Gaza police since the early 1990s.
Since 1994 he has been the target of repeated attacks by Palestinian groups opposed to the Fatah-led Palestinian Authority,including gunfire aimed at his offices and a bomb that destroyed part of his house. [1] He has also been the subject of a 1997 arrest warrant and extradition request from Israel,based on accusations that he ordered Palestinian police officers to attack an Israeli checkpoint in July 1997. [2]
Al-Jabali was the target of protests after the shooting deaths of three Palestinian teenagers during clashes with police forces;demonstrators claimed that al-Jabali had given police officers orders to shoot protesters throwing stones during a Hamas organized demonstration in support of Osama bin Laden. Al-Jabali resigned from his post as chief of police in Gaza in June 2002,during a security forces shake-up that also saw the dismissal of Colonel Jibril Rajoub and the resignation of Colonel Mohammed Dahlan. Along with his resignation he announced his intention to oppose Yaser Arafat as a candidate for president of the Palestinian Authority. [5] He was appointed chief of Palestinian Civil Police Forces in both the Gaza Strip and the West Bank in October 2003. [6]
A February 2004 gunfight Gaza police headquarters was construed by some officials as an attempt on al-Jabali's life. Other officials blamed violence on his rival Mohammad Dahlan members of the body he formerly commanded,Preventive Security Service.
Al-Jabali was criticised for corruption and curbing press freedoms,as well as the arrest of Eyad Sarraj,a civil rights activist. [7]
On July 17,2004,he was kidnapped at gunpoint by the Jenin Martyr's Brigade part of the Popular Resistance Committees,who ambushed his convoy and wounded two bodyguards. Al-Jabali was only released after Palestinian President Yasser Arafat agreed to fire him. He was replaced with Arafat's cousin,Musa Arafat,a move which did little to restore public confidence in Police. [7] [8] [9]

It is the largest faction of the confederated multi-party Palestine Liberation Organization (PLO) and the second-largest party in the Palestinian Legislative Council (PLC). The Palestinian National Authority,commonly known as the Palestinian Authority and officially the State of Palestine,is the Fatah-controlled government body that exercises partial civil control over West Bank areas "A" and "B" as a consequence of the 1993–1995 Oslo Accords. Mohammed Abdel Rahman Abdel Raouf Arafat al-Qudwa al-Husseini,popularly known as Yasser Arafat or by his kunya Abu Ammar,was a Palestinian political leader. He was Chairman of the Palestine Liberation Organization (PLO) from 1969 to 2004 and President of the Palestinian National Authority (PNA) from 1994 to 2004. Ideologically an Arab nationalist and a socialist,he was a founding member of the Fatah political party,which he led from 1959 until 2004.

The Interim Agreement on the West Bank and the Gaza Strip commonly known as Oslo II or Oslo 2,was a key and complex agreement in the Israeli–Palestinian peace process. Because Oslo II was signed in Taba,it is sometimes called the Taba Agreement. The Oslo Accords envisioned the establishment of a Palestinian interim self-government in the Palestinian territories. Oslo II created the Areas A,B and C in the West Bank. The Popular Resistance Committees (PRC) is a coalition of a number of armed Palestinian groups opposed to what they regard as the conciliatory approach of the Palestinian Authority and Fatah towards Israel. The PRC is especially active in the Gaza Strip,through its military wing,the Al-Nasser Salah al-Deen Brigades. The PRC has planned and executed a number of varied operations,but specializes in planting roadside bombs and vehicle explosive charges - directed against military and civilian convoys.

Mohammad Yusuf Dahlan born on September 29,1961 in Khan Yunis Refugee Camp,Khan Yunis,Gaza Strip also known by the kunya Abu Fadi is a Palestinian politician,the former leader of Fatah in Gaza. Dahlan was born to a refugee family from Hamama,the youngest of six children.
Said Seyam,first name also spelled Saeed and Sayed and last name also spelled Siam,was the interior minister of the Palestinian government of March 2006. He joined Hamas and became one of its top commanders. During the 2008–2009 Gaza War,Seyam was killed in an Israeli airstrike in Jabalia. Seyam was the most senior Hamas member killed in the war,and the most senior Hamas figure killed by Israel since the death of Abdel Aziz al-Rantisi in April 2004.

The Palestinian National Security Forces are the paramilitary security forces of the Palestinian National Authority. The name may either refer to all National Security Forces,including some special services but not including the Interior Security Forces,the Presidential Guard and General Intelligence,or refer to the main force within the National Security Forces. Since the signing of the Oslo Accords,these forces operate in areas controlled by the PNA. In 2003,the organizations were merged into the Palestinian Security Services.

Jibril Mahmoud Muhammad Rajoub,also known by his kunya Abu Rami,is a Palestinian political leader,legislator,and former militant. He leads the Palestinian Football Association and the Palestine Olympic Committee. He was the head of the Preventive Security Force in the West Bank until being dismissed in 2002. He had been a member of the Fatah Revolutionary Council until 2009 and was elected to the Fatah Central Committee at the party's 2009 congress,serving as Deputy-Secretary until 2017,before being elected Secretary General of the Central Committee in 2017.

The Battle of Gaza,also referred to as Hamas's takeover of Gaza,was a military conflict between Fatah and Hamas,that took place in the Gaza Strip between June 10 and 15,2007. It was a prominent event in the Fatah–Hamas conflict,centered on the struggle for power,after Fatah lost the parliamentary elections of 2006. Hamas fighters took control of the Gaza Strip and removed Fatah officials. The battle resulted in the dissolution of the unity government and the de facto division of the Palestinian territories into two entities,the West Bank governed by the Palestinian National Authority,and Gaza governed by Hamas.
The Palestinian Security Services (PSS) are the armed forces and intelligence agencies of the State of Palestine. They comprise several institutions,notably the Security Forces and the Police. The President of the Palestinian National Authority is Commander-in-Chief of the Palestinian Forces.
