Ghazi al-Jabali (born 1946) is a Palestinian police officer. He was the Gaza Strip Chief of the Preventive Security Service,appointed by the Palestinian Authority. Al-Jabali,who held the rank of Major general at the close of his tenure in the Palestinian security forces,had been a police commander and chief of the Gaza police since the early 1990s.
Since 1994 he has been the target of repeated attacks by Palestinian groups opposed to the Fatah-led Palestinian Authority,including gunfire aimed at his offices and a bomb that destroyed part of his house. [2] He has also been the subject of a 1997 arrest warrant and extradition request from Israel,based on accusations that he ordered Palestinian police officers to attack an Israeli checkpoint in July 1997. [3]
Al-Jabali was the target of protests after the shooting deaths of three Palestinian teenagers during clashes with police forces;demonstrators claimed that al-Jabali had given police officers orders to shoot protesters throwing stones during a Hamas organized demonstration in support of Osama bin Laden. Al-Jabali resigned from his post as chief of police in Gaza in June 2002,during a security forces shake-up that also saw the dismissal of Colonel Jibril Rajoub and the resignation of Colonel Mohammed Dahlan. Along with his resignation he announced his intention to oppose Yaser Arafat as a candidate for president of the Palestinian Authority. [6] He was appointed chief of Palestinian Civil Police Forces in both the Gaza Strip and the West Bank in October 2003. [7]
A February 2004 gunfight Gaza police headquarters was construed by some officials as an attempt on al-Jabali's life. Other officials blamed violence on his rival Mohammad Dahlan members of the body he formerly commanded,Preventive Security Service.
Al-Jabali was criticised for corruption and curbing press freedoms,as well as the arrest of Eyad Sarraj,a civil rights activist. [8]
On July 17,2004,he was kidnapped at gunpoint by the Jenin Martyr's Brigade part of the Popular Resistance Committees,who ambushed his convoy and wounded two bodyguards. Al-Jabali was only released after Palestinian President Yasser Arafat agreed to fire him. He was replaced with Arafat's cousin,Musa Arafat,a move which did little to restore public confidence in Police. [8] [9] [10]
Fatah,formally the Palestinian National Liberation Movement,is a Palestinian nationalist and social democratic political party. It is the largest faction of the confederated multi-party Palestine Liberation Organization (PLO) and the second-largest party in the Palestinian Legislative Council (PLC). Mahmoud Abbas,the President of the Palestinian Authority,is the chairman of Fatah.

Yasser Arafat,also popularly known by his kunya Abu Ammar,was a Palestinian political leader. He was chairman of the Palestine Liberation Organization (PLO) from 1969 to 2004,President of the State of Palestine from 1989 to 2004 and President of the Palestinian Authority (PNA) from 1994 to 2004. Ideologically an Arab nationalist and a socialist,Arafat was a founding member of the Fatah political party,which he led from 1959 until 2004.

Mohammad Yusuf Dahlan is a Palestinian politician. Arrested by Israel for being involved with the Fatah Hawks—the Fatah youth movement—he subsequently helped in negotiations for the Oslo Accords,later becoming a critic of Yasser Arafat. The former leader of Fatah in the Gaza Strip,Dahlan's power there as head of the Preventive Security Force was at one time so substantial that the territory was nicknamed "Dahlanistan". Seen as a favorite by the George W. Bush administration to be Mahmoud Abbas' second-in-command,Dahlan was appointed by the latter to head the Palestinian National Security Council. An antagonist of Hamas,he participated in the Fatah–Hamas Mecca Agreement before his power began to decline after the latter gained the upper hand in the Battle of Gaza. He was controversially elected to the Central Committee of Fatah amid allegations of fraud. Living in exile in Abu Dhabi,Dahlan has,according to Foreign Policy,had a hand in facilitating the Abraham Accords.
Said Seyam,first name also spelled Saeed and Sayed and last name also spelled Siam,was the interior minister of the Palestinian government of March 2006. He joined Hamas and became one of its top commanders. During the 2008–2009 Gaza War,Seyam was killed in an Israeli airstrike in Jabalia. Seyam was the most senior Hamas member killed in the war,and the most senior Hamas figure killed by Israel since the death of Abdel Aziz al-Rantisi in April 2004.

The Palestinian National Security Forces are the paramilitary security forces of the Palestinian National Authority. The name may either refer to all National Security Forces,including some special services but not including the Interior Security Forces,the Presidential Guard and General Intelligence,or refer to the main force within the National Security Forces. Jibril Mahmoud Muhammad Rajoub,also known by his kunya Abu Rami,is a Palestinian political leader,legislator,and former militant. He leads the Palestinian Football Association and the Palestine Olympic Committee. He was the head of the Preventive Security Force in the West Bank until being dismissed in 2002. He had been a member of the Fatah Revolutionary Council until 2009 and was elected to the Fatah Central Committee at the party's 2009 congress,serving as Deputy-Secretary until 2017,before being elected Secretary General of the Central Committee in 2017.
The Palestinian Civil Police Force is the Civil Police organization tasked with traditional law enforcement duties in the autonomous territory governed by the Palestinian National Authority. The Civil Police is a part of the Palestinian Security Services. Since the Hamas takeover of the Gaza Strip the control of the Civil Police in Gaza was placed under the jurisdiction of Hamas.
The al-Aqsa Martyrs' Brigades are a Fatah-aligned coalition of Palestinian armed groups in the West Bank and the Gaza Strip.
The Battle of Gaza,also known as the Gaza civil war,was a brief civil war between Fatah and Hamas that took place in the Gaza Strip from 10 to 15 June 2007. It was a prominent event in the Fatah–Hamas conflict,centered on the struggle for power after Fatah lost the 2006 Palestinian legislative election. The battle resulted in the dissolution of the unity government and the de facto division of the Palestinian territories into two entities:the West Bank governed by the Palestinian National Authority (PNA),and the Gaza Strip governed by Hamas. Hamas fighters took control of the Gaza Strip,while Fatah officials were either taken as prisoners,executed,or expelled. The Palestinian Centre for Human Rights reported that at least 161 people were killed and more than 700 were wounded during the fighting.
The Palestinian Security Services (PSS) are the armed forces and intelligence agencies of the State of Palestine. They comprise twelve branches,notably the Security Forces,the civil police,the Presidential Guard and the national security forces. The President of the Palestinian National Authority is Commander-in-Chief of the Palestinian Forces.

Palestinian internal political violence has existed throughout the course of the Israeli–Palestinian conflict,notwithstanding the fact that the vast majority of Palestinian political violence has been directed against Israeli targets. Some analysts have referred to this type of violence as "intrafada",a play on "intifada".
