Gonzalo Garland (born April 17, 1959 in Lima, Peru) is a professor of Economics, and the vice-president of External Relations at IE Business School and an international consultant in emerging economies. As an expert in the fields of economic environment and business in the emerging markets, he has studied the economic effects of demographic changes in Japan and in developing countries where his researches on Peru's long term forecasts could be highlighted. [1] In 1994 he moved to Spain where he held various positions at the IE Business School.
Gonzalo Garland was born in a Peruvian family having many connections with the international business in South America. He graduated in Economics at the University of the Pacific in Lima, 1980. He immediately began teaching at this university, a profession that he is passionate about and has devoted much of his life, becoming nominated best business school professor in 2013. [2] In 1984 he obtained his Masters in Economics from Stanford University, and soon after started his PhD at the University of Pennsylvania, where he was research assistant to professors Lawrence Klein and Albert Ando. As economist he has been part of economic institutions in Peru, such as Group of the Analysis of Development, GRADE, where he was the executive director, Macroconsult, preparing forecasts on employment and industrial production growth, Richard O. Custer, as assistant manager of planning, insurance and control, and the Industrial Bank being member of the board of directors. He has also been a consultant for the UNESCO in Venezuela.
Living in Spain since 1994, he has been an accurate observer of current Spain as shows his study case Spain from Transition to modern times, [3] which has led to a continuing collaboration with the media [4] to provide explanations on the financial and macroeconomic crisis. [5] Since then he is part of the IE Business School faculty as Professor of Economic Environment and Emerging Markets, and has been a driver of IE Business School to reach international success. Gonzalo García Núñez was a Peruvian industrial engineer from the Peruvian National University of Engineering Lima (1968), a graduate of the French centre of economics programs (CEPE), and the holder of a Ph.D. in economics from Grenoble University. He was a professor, banker, entrepreneur, economist and politician. García Núñez was a full professor of macroeconomics and industrial organisation at the Peruvian University of Engineering, an elected General Secretary, President of the chapter of industrial and economics engineers, President of the Society of Professors of the University of Engineering, secretary and chairman of the faculty of systems engineers and President of the national engineer institution of Peru, the Colegio de Ingenieros del Perú. With the Izquierda Unida party in 1983, he was elected Councillor of Lima, reelected in 1986 and was a candidate for the upper house of the Congress in 1990, under the Izquierda Socialista, but he was unsuccessful. He was an opponent of former President Alberto Fujimori in the Foro Democrático NGO. He was elected Central Bank director by an absolute majority of the Peruvian Congress in 2001. A member of "Justice and Liberty", he was invited by Ollanta Humala, the candidate of the Peruvian Nationalist Party and he ran as Humala's first Vice President during the 2006 national election in the coalition between Union for Peru and the Peruvian Nationalist Party. The ticket won in the first round of voting with 30.6% of the total vote but lost in the second round (47.6%). Gonzalo García was responsible for the large government planning team on the ticket, and was editor of the plan named The Great Transformation, in honour of Karl Polanyi.
Oswaldo de Rivero is Peruvian diplomat serving as the Ambassador to the United States. He served as Permanent Representative of Peru to the United Nations in New York City, and had previously held the post as Peru's ambassador to the World Trade Organization. Previously in his career, he held posts in London and Moscow, and Geneva. He studied law at the Universidad Católica in Lima and later earned a master's degree in international relations from Peru's Academia Diplomática. He carried out Postgraduate studies at the Graduate Institute of International Studies, Geneva. He has authored books on international development, which have been translated into several languages.

Gonzalo Alfonso Gutiérrez Reinel is a Peruvian diplomat. From June 23, 2014 to April 2, 2015 he was Minister of Foreign Affairs under President Ollanta Humala. In 2009 he was appointed Peruvian ambassador to the United Nations, in New York. From 2011 to 2014 he was the ambassador of Peru to the People's Republic of China and non-resident ambassador to Mongolia, Pakistan and North Korea. From 2017 to 2022 he was the appointed ambassador to Belgium, Luxembourg and the European Union. As of May 1st 2023 he was appointed Director of the Diplomatic Academy of Peru. In September 1, 2023 he takes the post of Secretary General of the Andean Community.
