The Great Lakes Integrated Sciences and Assessments Center (GLISA) is a collaboration of the University of Michigan and Michigan State University funded by the National Oceanic and Atmospheric Administration (NOAA). GLISA (pronounced Glee-suh) is part of a national network of NOAA Regional Integrated Sciences and Assessments (RISA) centers that focus on adaptation to climate change and variability. GLISA is the NOAA RISA for the Great Lakes region. [1] [2]
GLISA integrates information from several scientific fields, develops collaborations between entities with similar goals, and informs decision makers throughout the region with scientific information. GLISA's goals are to build climate literacy, encourage long-term sustainability, and facilitate smart decision making throughout the Great Lakes region. [3]
At the request of the U.S. Global Change Research Program, GLISA formed a Midwest regional team to provide a technical input report to the National Climate Assessment. A series of peer-reviewed documents comprised the chapters of the report, each focusing on the potential impacts, vulnerabilities, and adaptation options to climate variability and change in a different sector. The chapters were subject to review by at least two external reviewers and revised to reflect reviewer comments. [4]
The Intergovernmental Panel on Climate Change (IPCC) is an intergovernmental body of the United Nations responsible for advancing knowledge on human-induced climate change. It was established in 1988 by the World Meteorological Organization (WMO) and the United Nations Environment Programme (UNEP), and later endorsed by United Nations General Assembly. Headquartered in Geneva, Switzerland, it is composed of 195 member states.
The instrumental temperature record is a record of temperatures within Earth's climate based on direct, instrument-based measurements of air temperature and ocean temperature. Data are collected from thousands of meteorological stations, buoys and ships around the globe. Whilst many heavily-populated areas have a high density of measurements, observations are more widely spread in sparsely populated areas such as polar regions and deserts, as well as over many parts of Africa and South America. Measurements were historically made using mercury or alcohol thermometers which were read manually, but are increasingly made using electronic sensors which transmit data automatically. Satellites are used extensively to monitor temperatures in the upper atmosphere but to date have generally not been used to assess temperature change at the surface.
The National Climate Assessment (NCA) is a United States government interagency ongoing effort on climate change science conducted under the auspices of the Global Change Research Act of 1990. The NCA is a major product of the U.S. Global Change Research Program (USGCRP) which coordinates a team of experts and receives input from a Federal Advisory Committee. NCA research is integrated and summarized in the mandatory ongoing National Climate Assessment Reports. The reports are "extensively reviewed by the public and experts, including federal agencies and a panel of the National Academy of Sciences. For the Third National Climate Assessment, released in 2014, USGCRP coordinated hundreds of experts and received advice from a sixty-member Federal Advisory Committee. The Fourth NCA (NCA4) was released in two volumes, in October 2017 and in November 2018.
The National Ocean Service (NOS), an office within the U.S. Department of Commerce National Oceanic and Atmospheric Administration (NOAA), is responsible for preserving and enhancing the nation's coastal resources and ecosystems along 95,000 miles (153,000 km) of shoreline bordering 3,500,000 square miles (9,100,000 km2) of coastal, Great Lakes, and ocean waters. Its mission is to "provide science-based solutions through collaborative partnerships to address evolving economic, environmental, and social pressures on our oceans and coasts." NOS works closely with many partner agencies to ensure that ocean and coastal areas are safe, healthy, and productive. National Ocean Service scientists, natural resource managers, and specialists ensure safe and efficient marine transportation, promote innovative solutions to protect coastal communities, and conserve marine and coastal places. NOS is a scientific and technical organization of 1,700 scientists, natural resource managers, and specialists in many different fields.
Oceanic and Atmospheric Research (OAR) is a division of the National Oceanic and Atmospheric Administration (NOAA). OAR is also referred to as NOAA Research.
The Cooperative Institute for Research in Environmental Sciences (CIRES) is a research institute that is sponsored jointly by the National Oceanic and Atmospheric Administration (NOAA) Office of Oceanic and Atmospheric Research (OAR) and the University of Colorado Boulder (CU). CIRES scientists study the Earth system, including the atmosphere, hydrosphere, cryosphere, biosphere, and geosphere, and communicate these findings to decision makers, the scientific community, and the public.
The Climate Change Science Program (CCSP) was the program responsible for coordinating and integrating research on global warming by U.S. government agencies from February 2002 to June 2009. Toward the end of that period, CCSP issued 21 separate climate assessment reports that addressed climate observations, changes in the atmosphere, expected climate change, impacts and adaptation, and risk management issues. Shortly after President Obama took office, the program's name was changed to U.S. Global Change Research Program (USGCRP) which was also the program's name before 2002. Nevertheless, the Obama Administration generally embraced the CCSP products as sound science providing a basis for climate policy. Because those reports were mostly issued after the Fourth Assessment Report of the Intergovernmental Panel on Climate Change (IPCC), and in some cases focused specifically on the United States, they were generally viewed within the United States as having an importance and scientific credibility comparable to the IPCC assessments for the first few years of the Obama Administration.
The University of Michigan School for Environment and Sustainability (SEAS) is an interdisciplinary professional school focused on the environmental natural and social sciences, environmental justice, and sustainable landscape architecture. SEAS provides graduate-level degrees at the master’s and doctorate levels, along with undergraduate degrees through the Program in the Environment (PitE), a university-wide collaboration.
Roger S. Pulwarty is a scientist from Trinidad and Tobago and contributed to the work of the Intergovernmental Panel on Climate Change (IPCC). Pulwarty is the Senior Scientist in the National Oceanic and Atmospheric Administration (NOAA) Physical Sciences Laboratory in Boulder, Colorado.
The Northern Gulf Institute (NGI) is a National Oceanic and Atmospheric Administration (NOAA) Cooperative Institute started in October 2006. It is one of 20 NOAA Cooperative Institutes (CIs). The NGI is a partnership of six academic institutions and NOAA. The collaboration led by Mississippi State University (MSU), includes the University of Southern Mississippi (USM), Louisiana State University (LSU), Florida State University (FSU), the University of Alabama in Huntsville, and the Dauphin Island Sea Lab (DISL). The NGI defines the Northern Gulf of Mexico region as the upland, watershed, coastal zone, and coastal ocean areas from the Sabine River in Louisiana east to the Suwannee River in Florida.
The National Integrated Drought Information System (NIDIS) Act was signed into law in 2006 and was reauthorized in 2014 and 2019. The Western Governors' Association described the need for NIDIS in a 2004 report, Creating a Drought Early Warning System for the 21st Century: The National Integrated Drought Information System. The NIDIS Act calls for an interagency, multi-partner approach to drought monitoring, forecasting, and early warning, led by the National Oceanic and Atmospheric Administration (NOAA).
The United States Global Change Research Program (USGCRP) coordinates and integrates federal research on changes in the global environment and their implications for society. The program began as a presidential initiative in 1989 and was codified by Congress through the Global Change Research Act of 1990, which called for "a comprehensive and integrated United States research program which will assist the Nation and the world to understand, assess, predict, and respond to human-induced and natural processes of global change."
Climate change is an increasingly serious threat in Africa as it is among the most vulnerable continents to climate change. According to the Intergovernmental Panel on Climate Change, the vulnerability of Africa to climate change is driven by a range of factors that include weak adaptive capacity, high dependence on ecosystem goods for livelihoods, and less developed agricultural production systems. The risks of climate change on agricultural production, food security, water resources and ecosystem services will likely have increasingly severe consequences on lives and sustainable development prospects in Africa. With high confidence, it was projected in 2007 that in many African countries and regions, agricultural production and food security would probably be severely compromised by climate change and climate variability. Managing this risk requires an integration of mitigation and adaptation strategies in the management of ecosystem goods and services, and the agriculture production systems in Africa.
Ernest Asi Afiesimama is a Nigerian environmental and climate scientist who has worked for the Nigerian Meteorological Agency and was a consultant in environmental and climate affairs at Stern Integrated Projects He was also the Coordinator of Save Nigerian Environment Initiative. He currently works with the World Meteorological Organization.
Susan K. Avery is an American atmospheric physicist and President Emerita of the Woods Hole Oceanographic Institution (WHOI) in Massachusetts, where she led the marine science and engineering research organization from 2008–2015. She was the ninth president and director and the first woman to hold the leadership role at WHOI. She is Professor Emerita at the University of Colorado, Boulder (UCB), where she served on the faculty from 1982–2008. While at UCB she also served in various administrative positions, including director of the Cooperative Institute for Research in Environmental Sciences (CIRES), a 550-member collaborative institute between UCB and the National Oceanic and Atmospheric Administration (NOAA) (1994-2004); and interim positions (2004-2007) as vice chancellor for research and dean of the graduate school, and provost and executive vice chancellor for academic affairs. Currently she is a senior fellow at the Consortium for Ocean Leadership in Washington, D.C.
The contributions of women in climate change have received increasing attention in the early 21st century. Feedback from women and the issues faced by women have been described as "imperative" by the United Nations and "critical" by the Population Reference Bureau. A report by the World Health Organization concluded that incorporating gender-based analysis would "provide more effective climate change mitigation and adaptation."
Lisa Dilling is an interdisciplinary scholar who focuses on climate adaptation, decision making, the use of information, and science policy. She aims to understand how we can best manage climate and weather risks. Dilling is an Associate Professor of Environmental Studies at the University of Colorado, Boulder, a Fellow of the Cooperative Institute for Research in Environmental Sciences (CIRES), a member of the Center for Science and Technology Policy Research (CSTPR), and the Director of the Western Water Assessment (WWA).
Fourth National Climate Assessment (NCA4) 2017/2018 is a 1,500 page two-part congressionally mandated report by the U.S. Global Change Research Program (USGCRP)—the first of its kind by the Trump administration, who released the report on November 23, 2018. The climate assessment process, with a report to be submitted to Congress every four years, is mandated by law through the Global Change Research Act of 1990. The report, which took two years to complete, is the fourth in a series of National Climate Assessments (NCA) which included NCA1 (2000), NCA2 (2009), and NCA3 (2014).
Gretchen Keppel-Aleks is an American scientist and assistant professor at the University of Michigan in the College of Engineering's department of Climate and Space Sciences and Engineering. She primarily focuses on Earth's climate and the effects of greenhouse gasses on Earth's atmosphere.
Margaret A. Davidson was a coastal management pioneer. She spent most of her career working within the National Oceanic and Atmospheric Administration (NOAA), taking leadership roles that drew from her expertise in climate adaptation, sustainable coastal development, and mitigating risk associated with extreme weather events. Among these roles, Davidson served as senior leader on coastal inundation and resilience for NOAA. She is remembered as a "visionary" in coastal science and management, especially for her capacity to engage communities and consider local social and economic issues while making coastal management decisions.
