The Yellow River or Huang He is the second-longest river in China, after the Yangtze River, and the sixth-longest river system in the world at the estimated length of 5,464 km (3,395 mi). Originating in the Bayan Har Mountains in Qinghai province of Western China, it flows through nine provinces, and it empties into the Bohai Sea near the city of Dongying in Shandong province. The Yellow River basin has an east–west extent of about 1,900 kilometers (1,180 mi) and a north–south extent of about 1,100 km (680 mi). Its total drainage area is about 795,000 square kilometers (307,000 sq mi).
Anhui, is a landlocked province of the People's Republic of China, part of the East China region. Its provincial capital and largest city is Hefei. The province is located across the basins of the Yangtze River and the Huai River, bordering Jiangsu to the east, Zhejiang to the southeast, Jiangxi to the south, Hubei to the southwest, Henan to the northwest, and Shandong for a short section in the north.

Huai'an, formerly called Huaiyin until 2001, is a prefecture-level city in the central part of Jiangsu province in Eastern China. Huai'an is situated almost directly south of Lianyungang, southeast of Suqian, northwest of Yancheng, almost directly north of Yangzhou and Nanjing, and northeast of Chuzhou (Anhui). Huai'an is famous as the birthplace of Han Xin, the renowned general who helped found the Han Dynasty; Wu Cheng'en (1500–1582), the Ming Dynasty writer who authored the Journey to the West; and Zhou Enlai (1898–1976), a prominent Chinese Communist Party leader and Premier of the People's Republic of China from 1949 till his death in 1976.
Yancheng is a prefecture-level city in northeastern Jiangsu province, People's Republic of China. As the city with the largest jurisdictional area in Jiangsu, Yancheng borders Lianyungang to the north, Huai'an to the west, Yangzhou and Taizhou to the southwest, Nantong to the south, and the Yellow Sea to the east.

The Huai River, formerly romanized as the Hwai, is a major river in China. It is located about midway between the Yellow River and Yangtze, the two longest rivers and largest drainage basins in China, and like them runs from west to east. Historically draining directly into the Yellow Sea, floods have changed the course of the river such that it now primarily discharges into the Yangtze. The Huai is notoriously vulnerable to flooding.

The Salt Industry Commission was an organization created in 758, during the decline of Tang dynasty China, used to raise tax revenue from the state monopoly of the salt trade, or salt gabelle. The Commission sold salt to private merchants at a price that included a low but cumulatively substantial tax, which was passed on by the merchants at the point of sale. This basic mechanism of an indirect tax collected by private merchants supervised by government officials endured to the mid-20th century. The salt tax enabled a weak government to sustain itself; the government need control only the few regions that produced salt. Plans to end the government monopoly on salt by 2016 were announced in 2014.
Jieshou is a county-level city under the administration of Fuyang City, located on the Huang-Huai Plain in northwestern Anhui province, People's Republic of China. Jieshou, an important commercial port and gateway, borders Henan Province on the west and the Ying River, a major tributary of the Huai River flows in a southeasterly direction across the county to Fuyang. According to the "China Statistical Yearbook" the population of Jieshou city stood at 109,103 in 2010, while GeoNames, puts the population at over 140,000 inhabitants. Covering a total area of 667 square kilometers, the county-level city comprises three urban sub-districts of Jieshou, and in the surrounding rural area a further 15 towns and townships make up the total population of 740,000.

The North Jiangsu Main Irrigation Canal is located in the lower reaches of the Huai River, one of the major rivers in the north of Jiangsu Province, China. It originates at Gaoliangjian on Hongze Lake and runs through Hongze, Qingpu, Huai'an, Funing, Sheyang and Binghai county(or district) and joins the artificial estuary of Biandan Harbour. The canal is 168 km in length and can irrigate 1,720,000 hectares of farmland. The construction program was organized and directed by the headquarters of the Jiangsu Huai River management program between October 1951 and May 1952.
Hui River, traditionally known as Huan River or Baohui River, was a major tributary of Huai River in northern China. Currently, it flows into the Huai-Hong New Canal , a constructed flood control waterway connecting Huaiyuan and Hongze Lake. The starting point of Hui River is the ancient Honggou Canal (鸿沟), which has a great historical significance because it was the border between territories controlled by Liu Bang and Xiang Yu during the Chu-Han Contention. The river is mainly recharged by rainwater and groundwater. The river is heavily polluted by wastewater from nearby towns.
