General elections were held in Guernsey on 27 April 2016 to elect the 38 members of the States to serve until 2020. [1]

Guernsey island in the bailiwick of Guernsey

Guernsey is an island in the English Channel off the coast of Normandy. It lies roughly north of Saint-Malo and to the west of Jersey and the Cotentin Peninsula. With several smaller nearby islands, it forms a jurisdiction within the Bailiwick of Guernsey, a British Crown dependency. The jurisdiction is made up of ten parishes on the island of Guernsey, three other inhabited islands, and many small islets and rocks.

The States of Guernsey is the parliament of the British Crown dependency of Guernsey. Some laws and ordinances approved by the States of Guernsey also apply to Alderney and Sark as "Bailiwick-wide legislation" with the consent of the governments of those islands. All enactments of the States of Guernsey apply to Herm as well as Guernsey, since Herm is wholly owned by the States of Guernsey.

Electoral system

Following the 2012 general election, it was decided to reduce the number of seats from 45 to 38. [2] This resulted in reductions to the number of seats in most electoral districts, although the districts themselves remained unchanged. [3]

A new electoral roll was drawn up, with 22,408 people registered to vote by 4 November 2015. [4] The total passed 25,000 by 7 January 2016 and rose to 27,000 on 15 February, before reaching 30,320 when registration closed, [5] higher than the 29,745 who registered for the 2012 elections.

Campaign

Prospective candidates started to register by filing their nominations at the Bailiff's Chambers on 21 March and had until 31 March 2016 to file nomination forms. There are no political parties; all candidates stood as non-partisans. Candidates could apply for a grant of up to £600 for the production and distribution of manifestos.

Hustings meetings took place at a number of locations on various dates in April.

Candidates and results

A total of 81 candidates stood for the 38 seats. [6]

20 deputies kept their seats, 4 former deputies were re-elected and 14 new deputies were elected. 10 deputies, including 4 ministers, lost their seats. [7]

26 men and 12 women were elected as deputies. The previous assembly had just 5 women deputies. [7]

21,803 voted (up from 20,459), representing 71.9% (up from 71.4%) of those who had registered to vote; 93,085 votes were cast (down from 95,612). [7]

Post-election controversy

Six male candidates who had failed to be elected filed a letter of complaint, alleging that the election was illegal as the States of Guernsey had provided funding to encourage more women to stand for election and to provide them with assistance by running a course. The complaint was rejected on the basis that the funds had been provided and spent before any candidates had put their names forward for the election, therefore they did not assist any 'candidates'. [22] They subsequently asked the UK government to investigate the election. [23]

By-election

Following the death of Dave Jones in July 2016, a by-election was held in the Vale district on 19 October 2016.

2005 Jersey general election

Elections were held in 2005 for both Senators and Deputies to the States of Jersey.

Elections for Oxford City Council were held on Thursday 4 May 2006. As Oxford City Council is elected by halves, one seat in each of the 24 wards was up for election. The exception was St Clement's, where both seats were up for election as a by-election for the other seat was held on the same day. Therefore, 25 of the 48 seats on the Council were up for election. Overall turnout was 35.8%, down from 37.6% in 2004. The lowest turnout (24.9%) was in Carfax ward and the highest (49.6%) in Marston.

Saint Peter Port North is an electoral district in Guernsey in the Channel Islands. It was created following the Machinery of Government changes which came into effect in 2004.

2007 British Virgin Islands general election

The British Virgin Islands general election, 2007 was held in the British Virgin Islands on 20 August 2007. The result was a landslide victory for the opposition Virgin Islands Party (VIP) over the incumbent National Democratic Party (NDP).

2008 Guernsey general election

Parliamentary elections were held in Guernsey on 23 April 2008 to elect 45 candidates. 18,576 voters or 40.58% of the eligible population of 45,772 turned out and cast a total of 89,239 votes; there were 10 blank papers, 35 spoilt papers and on average 4.8 votes were cast. Of the 28 standing deputies all but two, were re-elected to the house; this means that 19 of the Deputies-Elect are new to the chamber. Five of the 12 candidates who had stood unsuccessfully in 2004 were elected in 2008.

Jonathan Paul Le Tocq is a Guernsey politician who served as Chief Minister of Guernsey from 2014 to 2016.

2007 Calderdale Metropolitan Borough Council election

Elections to Calderdale Metropolitan Borough Council were held on 3 May 2007 with the exception of the Warley ward which was postponed until 14 June 2007 due to the sudden death of one of the candidates. One third of the council was up for election and the council stayed under no overall control with a minority Conservative administration. The total turnout of the election was 38.01%. The winning candidate in each ward is highlighted in bold.

States of Election

The States of Election has only one purpose, to elect a new Jurat to the Courts in Guernsey.

2011 Jersey general election

General elections for the States of Jersey were held in Jersey on 19 October 2011, and for the first time Senators, Deputies and Constables were elected on a single day in Jersey. The number of members of the States of Jersey was reduced from 53 to 51. Six Senators who had been elected in 2008 for a period of six years did not face election in 2011.

The British Virgin Islands general election, 1990 was held in the British Virgin Islands on 12 November 1990. The result was a decisive victory for the incumbent Virgin Islands Party (VIP) led by Chief Minister Lavity Stoutt. Three other parties contested the election: the BVI United Party (UP) led by Conrad Maduro, the newly formed Progressive People's Democratic Party (PPDP) led by former Chief Minister Willard Wheatley, and the newly formed Independent People's Movement (IPM) which fielded only two candidates. The only candidate from a party other than the VIP to be elected was Omar Hodge of the IPM in the Sixth District. Independent candidates won in the Fourth and Fifth Districts, and the VIP won every other available seat.

The British Virgin Islands general election, 1986 was a "snap" election held in the British Virgin Islands on 17 November 1986. The result was a victory for the Virgin Islands Party (VIP) led by Chief Minister Lavity Stoutt over the United Party (UP). Subsequent to the election Ralph T. O'Neal became leader of the opposition despite not being head of the UP.

2012 Guernsey general election

General elections to the States of Guernsey were held on 18 April 2012 to elect 45 candidates. 78 candidates stood for the 45 seats. A total of 29,745 people, or about two-thirds of the population of Guernsey and Herm, registered to vote. There were 20,459 voters, with 81 blank papers and 65 spoilt papers, amended to 71 blank and 72 spoilt after the two recounts. Only five women were elected in 2012. There was a by-election in December 2015 in St Peter Port North.

2007 South Kesteven District Council election

The 2007 South Kesteven District Council election took place on 3 May 2007 to elect members of South Kesteven District Council in Lincolnshire, England. The whole council was up for election and the Conservative party stayed in overall control of the council.

The Pirate Party UK contested its first election in 2010, standing nine candidates in the 2010 general election. The party also stood candidates in the 2011 Oldham East and Saddleworth and 2012 Manchester Central by-elections. The party also contested several local government elections and the 2011 Scottish Parliament election. The party stood six candidates in the 2015 general election. The highest percentage of votes the party has achieved to date is 7.6% by David A Elston when he stood in the St Athan ward on Vale of Glamorgan Council during the 2017 local elections. In general elections, the party has never received more than one percent of the vote but briefly had two co-opted community councillors in early 2017, David A Elston in St Athan Community Council, and Kev Young in Parton Parish Council.

2018 Welsh Labour Party deputy leadership election

The 2018 Welsh Labour Party deputy leadership election took place from 16 February to 21 April 2018. It followed a review in the Welsh Labour Party which for the first time formalised the role of Deputy Leader. As the current leader Carwyn Jones is male, only women were eligible to stand for the role of deputy.
