Harold Fairburn CMG, KPM (1884-1973) was the Inspector-General of the Straits Settlements Police in Singapore, from 1925 to 1935.
He joined the Straits Settlements Police as a cadet in 1904 and spent a twenty-month training period in China, where cadets learnt Mandarin and gained an understanding of Chinese culture. He went on to become the first police cadet to be made an Inspector-General when he succeeded G.C. Denham in 1925. With the support of Sir Hugh Clifford, the Governor of the Straits Settlements, he initiated an extensive reorganization of the police force. [1] This included the construction of new police stations and officer's barracks, many of which remain as distinctive landmarks in Singapore.
He is recognized for many improvements that were made in the working conditions of serving officers. In the years following World War I the rising level of inflation had significantly reduced the value of wages, which led to an increase in the amount of debt amongst junior officers. In 1926, he became the president and adviser to the Singapore Police Cooperative Thrift and Loan Society, which gave officers their own collective credit scheme and helped them to manage savings. [2] [3] He retired in 1935 and René Onraet was named as Inspector-General. [4]

Sir Richard Olaf Winstedt, or more commonly R. O. Winstedt, was an English Orientalist and colonial administrator with expertise in British Malaya.
Richard James Wilkinson was a British Colonial administrator, scholar of Malay, and historian. The son of a British Consul, Richard James Wilkinson was born in 1867 in Salonika (Thessaloniki) in the Ottoman Empire. After Felsted School was an undergraduate of Trinity College, Cambridge. He was multilingual and had a command of French, German, Greek, Italian and Spanish, and later, Malay and Hokkien which he qualified in, in 1889, while a cadet after joining the Straits Settlements Civil Service. He was an important contributor to the Journal of the Malayan Branch of the Asiatic Society (JMBRAS). On 7 November 1900 Wilkinson presented a collection of Malay manuscripts and printed books to the University of Cambridge Library. He was appointed CMG in 1912.
Robert Norman Bland (1859–1948), or "R. N. Bland," as he was more commonly known then in The Straits, was Resident Councillor of Penang and a career civil servant in the Colonial Administration of the Straits Settlements.
