The Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF) is a global non-profit organization created by Congress in 1983. [1]
HJF serves as a link between the military medical community, federal and private partners, and American service members, veterans, and civilians who benefit from the foundation's research. [2]
HJF was created to support Uniformed Services University of the Health Sciences (USUHS)[1] and throughout the military medical community. HJF was named in honor of Washington State Senator Henry "Scoop" Jackson, who sponsored the original legislation. Senator Jackson had a long-standing commitment to military medicine and health.
HJF provides scientific and management services, from infrastructure development, financial administration, clinical trials management to staffing and event planning. HJF works with a variety of programs, from large multi-site clinical trials to small, bench top projects, both nationally and abroad.
Long-time chief executive officer and president John W. Lowe retired after 25 years of serving HJF in May 2017. Retired Army Major General (Dr.) Joseph Caravalho, Jr. was named HJF CEO and president on September 1, 2017.
In 2000, HJF established the John W. Lowe Joint Office of Technology Transfer (JOTT) in partnership with USU. [3] This department helps scientists expedite their novel inventions, devices and technologies to possible patenting and commercialization. The office's achievements vividly illustrate a tremendous untold story about military medicine: its commitment to sharing advances with service members and civilians alike. The JOTT has won 6 Federal Laboratory Consortium awards (2012, 2013, 2014, 2016, 2017, 2018). [4]
HJF supports hundreds of additional research projects at USUHS and throughout military medicine, including the Center for Prostate Disease Research,[4] the Center for the Study of Traumatic Stress,[6] and the Center for Disaster and Humanitarian Assistance Medicine.[7] HJF's largest program is the U.S. Military HIV Research Program (MHRP), whose mission is to protect U.S. military personnel and aid the international fight against HIV. Established in 1988, the program focuses on HIV vaccine development, prevention, disease surveillance, care and treatment for HIV.
Contracting through the Defense Department, HJF supports the work of the U.S. Army Medical Research Directorate-Africa in Nairobi, Kenya; Dar es Salaam, Tanzania; and Kampala, Uganda. [5]
HJF employs more than 2,600 scientific, medical, management and administrative personnel around the world. HJF also manages endowments for USUHS and promotes government-civilian partnerships[8] through its Public-Private Partnerships division, part of HJF's Strategic Initiatives.[9]
Duke University Medical Center has received support services through HJF. [6]
The HJF is part of The Surgical Critical Care Initiative (SC@i). Created in 2013 and funded by the Department of Defense's Defense Health Program, the program "brings together clinicians and scientists to gather and analyze information ranging from simple observation to bio-banked tissue samples, and makes the resulting data available for use in computerized statistical models that, critically, produce decision guidance tools that can quickly be used to improve clinical practice and outcomes." In February 2021, USUHS and HJF entered into a Cooperative Research and Development Agreement (CRADA) with OYE Therapeutics, a Purdue University affiliated company “working to reduce the mortality and morbidity resulting from injuries on the battlefield through the development of new life-saving strategies.” [8]
The U.S. Army Medical Command (MEDCOM) is a direct reporting unit of the U.S. Army that formerly provided command and control of the Army's fixed-facility medical, dental, and veterinary treatment facilities, providing preventive care, medical research and development and training institutions. On 1 October 2019, operational and administrative control of all military medical facilities transitioned to the Defense Health Agency.
The Indiana University School of Medicine (IUSM) is a major, multi-campus medical school located throughout the U.S. state of Indiana and is the graduate medical school of Indiana University. There are nine campuses throughout the state; the principal research, educational, and medical center is located on the campus of Indiana University Indianapolis. With 1,461 MD students, 195 PhD students, and 1,442 residents and fellows in the 2023–24 academic year, IUSM is the largest medical school in the United States. The school offers many joint degree programs including an MD/PhD Medical Scientist Training Program. It has partnerships with Purdue University's Weldon School of Biomedical Engineering, other Indiana University system schools, and various in-state external institutions. It is the medical school with the largest number of graduates licensed in the United States per a 2018 Federation of State Medical Boards survey with 11,828 licensed physicians.
Uniformed Services University of the Health Sciences (USU) is a health science university and professional school of the U.S. federal government. The primary mission of the school is to prepare graduates for service to the U.S. at home and abroad as uniformed health professionals, scientists and leaders; by conducting cutting-edge, military-relevant research; by leading the Military Health System in key functional and intellectual areas; and by providing operational support to units around the world.
The Army Medical Department of the U.S. Army (AMEDD), formerly known as the Army Medical Service (AMS), encompasses the Army's six medical Special Branches. It was established as the "Army Hospital" in July 1775 to coordinate the medical care required by the Continental Army during the Revolutionary War. The AMEDD is led by the Surgeon General of the U.S. Army, a lieutenant general.
The Medical Corps (MC) of the U.S. Army is a staff corps of the U.S. Army Medical Department (AMEDD) consisting of commissioned medical officers – physicians with either an M.D. or a D.O. degree, at least one year of post-graduate clinical training, and a state medical license.
The Armed Forces Radiobiology Research Institute (AFRRI) is an American triservice research laboratory in Bethesda, Maryland chartered by Congress in 1960 and formally established in 1961. It conducts research in the field of radiobiology and related matters which are essential to the operational and medical support of the U.S. Department of Defense (DoD) and the U.S. military services. AFRRI provides services and performs cooperative research with other federal and civilian agencies and institutions.
The Walter Reed Army Institute of Research (WRAIR) is the largest biomedical research facility administered by the U.S. Department of Defense (DoD). The institute is centered at the Forest Glen Annex, in the Forest Glen Park part of the unincorporated Silver Spring urban area in Maryland just north of Washington, DC, but it is a subordinate unit of the U.S. Army Medical Research and Development Command (USAMRDC), headquartered at nearby Fort Detrick, Maryland. At Forest Glen, the WRAIR has shared a laboratory and administrative facility — the Sen Daniel K. Inouye Building, also known as Building 503 — with the Naval Medical Research Center since 1999.

The Assistant Secretary of Defense for Health Affairs (ASD(HA)) is chartered under United States Department of Defense Directive (DoDD) 5136.1 in 1994. This DoDD states that the ASD(HA) is the principal advisor to the U.S. Secretary of Defense on all "DoD health policies, programs and activities." In addition to exercising oversight of all DoD health resources, ASD(HA) serves as director of the Tricare Management Activity.

The United States Military HIV Research Program was initiated by the United States Congress in 1986, in reaction to the threat of lost effectiveness of U.S./Allied troops due to HIV infection. The mission of MHRP is to develop an HIV-1 vaccine, provide prevention, care, and treatment, and conduct meaningful HIV/AIDS research for the global community through the President's Emergency Plan for AIDS Relief (PEPFAR). It is centered at the Walter Reed Army Institute of Research (WRAIR), and has established five international research sites in Africa and Asia. MHRP also partners with the Armed Forces Research Institute of Medical Sciences (AFRIMS) in Thailand. MHRP works closely with The Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF), most notably in the development of the RV144 HIV vaccine in Thailand. MHRP is the largest research program supported by the HJF.
The U.S. Army Medical Center of Excellence (MEDCoE) is located at Fort Sam Houston, Joint Base San Antonio, Texas. MEDCoE comprises the 32d Medical Brigade, the U.S. Army Medical Professional Training Brigade (MPTB), and the AMEDD Noncommissioned Officers Academy (NCOA). It serves the U.S. Army in educating and training all of its medical personnel. The Center formulates the Army Medical Department's (AMEDD's) organization, tactics, doctrine, equipment, and academic training support. In 2015, the mission for the Academy of Health Sciences (AHS) moved from the School to the Center, and was renamed the Department of Training and Academic Affairs (DoTAA) as result of a reorganization.
The history of military nutrition in the United States can be roughly divided into seven historical eras, from the founding of the country to the present day, based on advances in food research technology and methodologies for the improvement of the overall health and nutritional status of U.S. military service members. Through the research and guidance of medical and military professionals, rations and packaging have been consistently and dramatically improved.
James Allen Zimble was a commissioned officer in the Medical Corps of the United States Navy. His Navy career spanned 35 years of service, beginning in 1956 at the rank of ensign and ending in 1991 at the rank of vice admiral. He served as the 30th Surgeon General of the United States Navy from 1987 to 1991. After retiring from the Navy in 1991, Zimble was appointed President of the Uniformed Services University of the Health Sciences in Bethesda, Maryland. He remained in that position until 2004.
William Douglas Figg is an American scientist (pharmacologist). He is a senior investigator (tenured) at the National Cancer Institute (NCI), National Institutes of Health (NIH), Bethesda, Maryland. He holds multiple titles within the NCI: Associate Director of the Center for Cancer Research, Co-Director of the Office of Translational Resources, Acting Branch Chief for the Genitourinary Malignancies Branch, Chief of the Clinical Pharmacology Program, and head of the Molecular Pharmacology Section. Figg is also the Co-chief of Basic Research at the Center for Prostate Disease Research within the Walter Reed National Military Medical Center – Murtha Cancer Center in Bethesda, Maryland.
Makerere University Walter Reed Project (MUWRP) was established in 2002 for the primary purpose of HIV vaccine development and building of vaccine testing capability in Uganda. It is one of the 5 international research sites established by the Department of Defense (DoD) United States HIV Research Program (MHRP), a program centered at the Walter Reed Army Institute of Research (WRAIR) in Silver Spring, Maryland. MUWRP's main facility is centrally located in Kampala, near the Makerere University College of Health Sciences where the MUWRP laboratory is located. The main facility includes the clinic, administrative, and data offices.
Joseph Caravalho Jr. is an American physician and retired Major General of the Medical Corps of the United States Army. He is currently the president and CEO of the Henry M. Jackson Foundation for the Advancement of Military Medicine. He has held specialized staff medical positions, served in operations at hospitals, and commanded major medical installations across the United States as well as operations in actions overseas. In December 2015, he was appointed as the Joint Staff surgeon, the chief medical advisor to the Chairman of the Joint Chiefs of Staff.
Geoffrey S. F. Ling is a medical doctor who retired from the United States Army as a colonel and was the CEO of On Demand Pharmaceuticals. He served as the founding director of the Defense Advanced Research Projects Agency (DARPA) Biological Technologies Office from 2014 until 2016. He was considered to be the "US Army's premier subject matter expert on traumatic brain injury (TBI)", and was for years the only neuro-intensive care specialist in the US military.
The United States Air Force School of Aerospace Medicine (USAFSAM) is the United States Air Force (USAF) organization focused on education, research, and operational consultation in aerospace and operational medicine. USAFSAM was founded in 1918 to conduct research into the medical and physiologic domains related to human flight, and as a school for medical officers trained to support military aviation operations, later coined as flight surgeons. The school supported early military aviation from World War I through the evolution of aviation and into the modern era. USAFSAM conducted medical research and provided medical support for the initial US space operations beginning in 1947 through the establishment of NASA in 1958. After the creation of NASA, USAFSAM continued to actively support civilian and military manned space missions through clinical and physiologic research. USAFSAM is one of the oldest continually operating school for flight surgeons and other operational medical personnel of its kind in the world. USAFSAM is located in Dayton, Ohio at Wright-Patterson Air Force Base, and is part of the 711th Human Performance Wing and the Air Force Research Laboratory (AFRL).
