A hotwash is the immediate "after-action" discussions and evaluations of an agency's (or multiple agencies') performance following an exercise, training session, or major event, such as Hurricane Katrina. [1]
The main purpose of a hotwash session is to identify strengths and weaknesses of the response to a given event, which then leads to another governmental phase known as "lessons learned." Hotwashes are intended to guide future responses in order to avoid repeating errors made in the past. A hotwash normally includes all the parties that participated in the exercise or response activities. These events are usually used to create the after action review/improvement plan.
Hotwash is a term picked up in recent years by the Emergency Preparedness Community, likely as a result of Homeland Security and other government agencies' involvement in disaster planning. It serves as a form of after-disaster briefing for all parties involved to analyze what worked well, what needs improvement, what person or agency needs to be responsible for said improvements, and the assignments and timelines for the noted corrective and proactive improvements to be in place. The term Hot Wash comes from the practice used by some soldiers of dousing their weapons in extremely hot water as a means of removing grit and residue after firing. While this practice by no means eliminates the need to properly break down the weapon later for cleaning, it removes the major debris and ensures the cleaning process goes more smoothly. One infantry soldier described it as "the quick and dirty cleaning that can save a lot of time later."

The Federal Emergency Management Agency (FEMA) is an agency of the United States Department of Homeland Security (DHS), initially created under President Jimmy Carter by Presidential Reorganization Plan No. 3 of 1978 and implemented by two Executive Orders on April 1, 1979. The agency's primary purpose is to coordinate the response to a disaster that has occurred in the United States and that overwhelms the resources of local and state authorities. Emergency management is a science and a system charged with creating the framework within which communities reduce vulnerability to hazards and cope with disasters. Emergency management, despite its name, does not actually focus on the management of emergencies; emergency management or disaster management can be understood as minor events with limited impacts and are managed through the day-to-day functions of a community. Instead, emergency management focuses on the management of disasters, which are events that produce more impacts than a community can handle on its own. The management of disasters tends to require some combination of activity from individuals and households, organizations, local, and/or higher levels of government. Although many different terminologies exist globally, the activities of emergency management can be generally categorized into preparedness, response, mitigation, and recovery, although other terms such as disaster risk reduction and prevention are also common. The outcome of emergency management is to prevent disasters and where this is not possible, to reduce their harmful impacts.
Disaster response refers to the actions taken directly before, during, or immediately after a disaster. The objective is to save lives, ensure health and safety, and meet the subsistence needs of the people affected. It includes warning and evacuation, search and rescue, providing immediate assistance, assessing damage, continuing assistance, and the immediate restoration or construction of infrastructure. An example of this would be building provisional storm drains or diversion dams. Emergency response aims to provide immediate help to keep people alive, improve their health and support their morale. It can involve specific but limited aid, such as helping refugees with transport, temporary shelter, and food. Or it can involve establishing semi-permanent settlements in camps and other locations. It may also involve initial repairs to damage to infrastructure, or diverting it.

Emergency Responder Health Monitoring and Surveillance (ERHMS) is a health monitoring and surveillance framework developed by a consortium of federal agencies, state health departments, and volunteer responder groups designed to address existing gaps in surveillance and health monitoring of emergency responders. The framework provides recommendations, guidelines, tools, and trainings to protect emergency responders during each phase of an emergency response, including pre-deployment, deployment, and post-deployment phases. ERHMS was designed to function within the Federal Emergency Management Agency's (FEMA's) National Incident Management System (NIMS), a systematic approach to emergency management. Climate resilience is a concept to describe how well people or ecosystems are prepared to bounce back from certain climate hazard events. The formal definition of the term is the "capacity of social, economic and ecosystems to cope with a hazardous event or trend or disturbance". For example, climate resilience can be the ability to recover from climate-related shocks such as floods and droughts. Different actions can increase climate resilience of communities and ecosystems to help them cope. They can help to keep systems working in the face of external forces. For example, building a seawall to protect a coastal community from flooding might help maintain existing ways of life there.
Community resilience is the sustained ability of a community to use available resources to respond to, withstand, and recover from adverse situations. This allows for the adaptation and growth of a community after disaster strikes. Communities that are resilient are able to minimize any disaster, making the return to normal life as effortless as possible. By implementing a community resilience plan, a community can come together and overcome any disaster, while rebuilding physically and economically.
All Partners Access Network (APAN), formerly called Asia-Pacific Area Network, is a United States Department of Defense (USDOD) social networking website used for information sharing and collaboration. APAN is the premier collaboration enterprise for the USDOD. The APAN network of communities fosters multinational interaction and multilateral cooperation by allowing users to post multimedia and other content in blogs, wikis, forums, document libraries and media galleries. APAN provides non-governmental organizations (NGOs) and U.S. partner nations who do not have access to traditional, closed USDOD networks with an unclassified tool to communicate.
Emergency sanitation is the management and technical processes required to provide sanitation in emergency situations. Emergency sanitation is required during humanitarian relief operations for refugees, people affected by natural disasters and internally displaced persons. There are three phases of emergency response: Immediate, short term and long term. In the immediate phase, the focus is on managing open defecation, and toilet technologies might include very basic latrines, pit latrines, bucket toilets, container-based toilets, chemical toilets. The short term phase might also involve technologies such as urine-diverting dry toilets, septic tanks, decentralized wastewater systems. Providing handwashing facilities and management of fecal sludge are also part of emergency sanitation.
Building Back Better, or more frequently termed Build Back Better (BBB), is a strategy aimed at reducing the risk to the people of nations and communities in the wake of future disasters and shocks. It is a conceptual strategy that has continued to evolve since its origination in May 2005. However, what continues is the overall goal of enabling countries and communities to be stronger and more resilient following a disaster by reducing vulnerability to future disasters. Building resilience entails addressing physical, social, environmental, and economic vulnerabilities and shocks.
