The Housing and Home Finance Agency (HHFA) was responsible for the principal housing programs of the United States from 1947 to 1965. It was superseded by the U.S. Department of Housing and Urban Development and preceded by the National Housing Agency. The HHFA was led by former Federal Housing Administration Commissioner, Raymond M. Foley, from its inception in 1947 to 1953 [1] and by former Kansas Congressman Albert M. Cole from 1953 to 1959 where he oversaw the Housing Act of 1954. [2] In 1960 Jack T. Conway became the Deputy Administrator and acting Administrator until Robert C. Weaver's appointment in February 1961 through to its dissolution in 1965 when Robert C. Weaver took over as the Secretary of the superseding Department of Housing and Urban Development.
HHFA was established as a permanent agency by Reorganization Plan No. 3 of 1947, effective July 24, 1947, replacing the National Housing Agency. [3] Initially consisted of Federal Housing Administration, Public Housing Administration, and Federal Home Loan Bank Board, the last of which separated from HHFA in 1955. It acquired the Federal National Mortgage Association from the Federal Loan Agency as a constituent unit in 1950. The HHFA Division of Community Facilities and Operations and HHFA Division of Slum Clearance and Urban Redevelopment were redesignated the Community Facilities Administration and Urban Renewal Administration and elevated to constituent unit status in 1954. The Federal Flood Indemnity Administration operated as a HHFA constituent unit from 1956 to 1957. HHFA was superseded by the Department of Housing and Urban Development in 1965.

The term was first referenced during a 1964 speech by Johnson at Ohio University, then later formally presented at the University of Michigan, and came to represent his domestic agenda. The main goal was the total elimination of poverty and racial injustice.
The Federal Housing Administration (FHA), also known as the Office of Housing within the Department of Housing and Urban Development (HUD), is a United States government agency founded by President Franklin Delano Roosevelt, established in part by the National Housing Act of 1934. Its primary function is to provide insurance for mortgages originated by private lenders for various types of properties, including single-family homes, multifamily rental properties, hospitals, and residential care facilities. FHA mortgage insurance serves to safeguard these private lenders from financial losses. In the event that a property owner defaults on their mortgage, FHA steps in to compensate the lender for the outstanding principal balance.
The United States Department of Housing and Urban Development (HUD) is one of the executive departments of the U.S. federal government. It administers federal housing and urban development laws. It is headed by the secretary of housing and urban development, who reports directly to the president of the United States and is a member of the president's Cabinet.
The Government National Mortgage Association (GNMA), or Ginnie Mae, is a government-owned corporation of the United States Federal Government within the Department of Housing and Urban Development (HUD). It was founded in 1968 and works to expand affordable housing by guaranteeing housing loans (mortgages) thereby lowering financing costs such as interest rates for those loans. It does that through guaranteeing to investors the on-time payment of mortgage-backed securities (MBS) even if homeowners default on the underlying mortgages and the homes are foreclosed upon.
An FHA insured loan is a US Federal Housing Administration mortgage insurance backed mortgage loan that is provided by an FHA-approved lender. FHA mortgage insurance protects lenders against losses. They have historically allowed lower-income Americans to borrow money to purchase a home that they would not otherwise be able to afford. Because this type of loan is more geared towards new house owners than real estate investors, FHA loans are different from conventional loans in the sense that the house must be owner-occupant for at least a year. Since loans with lower down-payments usually involve more risk to the lender, the home-buyer must pay a two-part mortgage insurance that involves a one-time bulk payment and a monthly payment to compensate for the increased risk. Frequently, individuals "refinance" or replace their FHA loan to remove their monthly mortgage insurance premium. Removing mortgage insurance premium by paying down the loan has become more difficult with FHA loans as of 2013.
Robert Clifton Weaver was an American economist, academic, and political administrator who served as the first United States secretary of housing and urban development (HUD) from 1966 to 1968, when the department was newly established by President Lyndon B. Johnson. Weaver was the first African American to be appointed to a US cabinet-level position.
The Federal Home Loan Bank Board (FHLBB) was a U.S. board created by the Federal Home Loan Bank Act in 1932 that governed the Federal Home Loan Banks, also created by the act; the Federal Savings and Loan Insurance Corporation (FSLIC); and nationally-chartered thrifts. It was abolished and superseded by the Federal Housing Finance Board and the Office of Thrift Supervision in 1989 due to the savings and loan crisis of the 1980s, as Federal Home Loan Banks gave favorable lending to the thrifts it regulated, leading to regulatory capture.
The Black Cabinet was an unofficial group of African-American advisors to President Franklin D. Roosevelt. African-American federal employees in the executive branch formed an unofficial Federal Council of Negro Affairs to try to influence federal policy on race issues. In his twelve years as president, Roosevelt did not appoint or nominate a single African American to be either a secretary or undersecretary in his presidential cabinet, but by mid-1935, there were 45 African Americans working in federal executive departments and New Deal agencies. Roosevelt gave no formal recognition to the group, although First Lady Eleanor Roosevelt encouraged it. Although many have ascribed the term to Mary McLeod Bethune, African American newspapers had earlier used it to describe key black advisors of Theodore Roosevelt, Taft, Harding, Coolidge, and Hoover.
The United States Housing Authority, or USHA, was a federal agency created during 1937 within the United States Department of the Interior by the Housing Act of 1937 as part of the New Deal.
Steven C. Preston is the president and CEO of Goodwill Industries International. He formerly served as the 14th Secretary of the U.S. Department of Housing and Urban Development from 2008 to 2009 and the 22nd Administrator of the U.S. Small Business Administration from 2006 until his appointment as HUD Secretary. Before entering public service, Preston spent nearly 25 years in financial and operational leadership positions in the private sector.
Executive Schedule is the system of salaries given to the highest-ranked appointed officials in the executive branch of the U.S. government. The president of the United States appoints individuals to these positions, most with the advice and consent of the United States Senate. On August 26, 1954, President Dwight D. Eisenhower appointed an Interdepartmental Committee on Migratory Labor consisting of the Secretaries of Labor; Agriculture; Health, Education, and Welfare; Interior; and the Administrator of the Housing and Home Finance Administration. This Committee succeeded the Commission on Migratory Labor appointed by President Harry S. Truman in 1951. The name of the committee was changed in 1955 to the U.S. President's Committee on Migratory Labor. In November 1960 the President signed an executive order formally establishing the committee.
The Federal Works Agency (FWA) was an independent agency of the federal government of the United States which administered a number of public construction, building maintenance, and public works relief functions and laws from 1939 to 1949. Along with the Federal Security Agency and Federal Loan Agency, it was one of three catch-all agencies of the federal government pursuant to reorganization plans authorized by the Reorganization Act of 1939, the first major, planned reorganization of the executive branch of the government of the United States since 1787.
The Robert C. Weaver Federal Building is a 10-story office building in Washington, D.C., owned by the federal government of the United States. Completed in 1968, it serves as the headquarters of the United States Department of Housing and Urban Development (HUD). Built by the General Services Administration, it is a prime example of Brutalist architecture. The structure is named for Dr. Robert C. Weaver, the first Secretary of Housing and Urban Development and the first African American Cabinet member.
President Lyndon B. Johnson created the Commission on April 2, 1964, with Executive Order 11150. He later abolished the Commission on October 2, 1964, with Executive Order 11182, and replaced it with the President's Review Committee for Developmental Planning in Alaska.
The Food and Drug Administration (FDA) of the Philippines, formerly the Bureau of Food and Drugs, is a health regulatory agency under the Department of Health created on 1963 by Republic Act No. 3720, amended on 1987 by Executive Order 175 otherwise known as the "Food, Drugs and Devices, and Cosmetics Act", and subsequently reorganized by Republic Act No. 9711 otherwise known as "The Food and Drug Administration Act of 2009". The agency is responsible for licensing, monitoring, and regulation of cosmetics, drugs, foods, household hazardous products, medical devices and electromagnetic radiation emitting devices, pesticides, tobacco and related products, and vaccines for safety, efficacy, and quality in the Republic of the Philippines.
Robert Pitts (1909-1982) was the first African-American to serve as a Regional Administrator of the US Department of Housing and Urban Development (HUD).
Frank Smith Horne was an American lyricist, poet, and government official who was an influential figure in the Harlem Renaissance. He was a member of President Franklin Delano Roosevelt's Black Cabinet where he served as Assistant Director of the Division of Negro Affairs, National Youth Administration. Later, Horne worked for the Housing and Home Finance Agency and helped to found the National Committee Against Discrimination in Housing (NCDH).
Samuel A. Gitterman (1911–1998) was a Canadian architect and urban planner, who served as the first Chief Architect and Planner of the Canada Mortgage and Housing Corporation. Over his career, Gitterman was responsible for designing low-income public housing, private single-family detached homes, and major suburban subdivisions across Canada. Gitterman also played a central role in early Canadian housing research and the development of urban planning as a stand-alone academic discipline.
