Hugh Robert Overholt [1] (born October 29, 1933) is a retired major general in the United States Army. Overholt served as Deputy Judge Advocate General of the United States Army from 1981 to 1985 before serving as Judge Advocate General of the United States Army from 1985 to 1989. He attended the University of Arkansas, earning a B.A. degree in classics [2] in 1955 and an LL.B. degree in 1957. [1]

After his tenure as JSOC commander, Scholtes retired from active service so he could candidly testify in August 1986 before Congress about the perceived need for a separate, four-star, special operations command. Then-Senator William Cohen described Scholtes' testimony as vital in the decision of Congress to create the United States Special Operations Command.

He is a 1956 graduate of the University of Pennsylvania with a B.S. degree in economics from the Wharton School. McCall later earned a master's degree in military science from the Army Command and General Staff College and an M.B.A. in comptrollership from Syracuse University. He is also a graduate of the Industrial College of the Armed Forces.
