The Illinois Educational Labor Relations Board (IELRB) is a State agency that administers the Illinois Educational Labor Relations Act, the Act that governs relations between Illinois educational employees on the one hand, and Illinois school boards and school systems on the other. [1]

Description

The IELRB, a five-member board that was created in 1983, views Illinois school boards and full-time educational employees as its stakeholders. The group of educational employees who are Board stakeholders is not limited to certified teachers; it also includes a wide variety of non-instructional school personnel. However, this employee group specifically excludes supervisory and managerial personnel, student employees, temporary school employees, and part-time school employees. [1] As the State's educational labor relations panel, the IELRB is a permanent, standing arbitration board between school boards and administrators on the one hand, and educational employees (including unionized employees) on the other. Public-sector workers outside of school systems are stakeholders in a separate state of Illinois panel, the Illinois Labor Relations Board (ILRB). [1]

Controversies

During the COVID-19 pandemic, discussions arose in all 50 U.S. states over the level of pandemic precautions that could be required and mandated in public school systems. In Illinois, this became an issue over which the IELRB had jurisdiction. [2]

The IELRB operates pursuant to the Illinois Educational Labor Relations Act, which is cited in the Illinois Compiled Statutes as 115 ILCS 5. [3]

FMCS is tasked with mediating labor disputes around the country; it provides training and relationship development programs for management and unions as part of its role in promoting labor-management peace and cooperation. The Agency also provides mediation, conflict prevention, and conflict management services outside the labor context for federal agencies and the programs they operate. The FMCS headquarters is located in Washington, D.C., with other offices across the country.

A furlough is a temporary leave of employees due to special needs of a company or employer, which may be due to economic conditions of a specific employer or in society as a whole. These furloughs may be short or long term.

The Illinois State Board of Education (ISBE) administers public education in the state of Illinois. The State Board consists of nine members who are appointed by the Governor with the consent of the Senate. Board members serve four-year terms, with State Board membership limited to two consecutive terms. The board sets educational policies and guidelines for public and private schools, preschool through grade 12. It analyzes the aims, needs and requirements of education and recommends legislation to the Illinois General Assembly and Governor for the benefit of the more than 2 million school children in the state.

Civil conscription is the obligation of civilians to perform mandatory labour for the government. This kind of work has to correspond with the exceptions in international agreements, otherwise it could fall under the category of unfree labour. There are two basic kinds of civil conscriptions. On the one hand, a compulsory service can be ordered on a temporary basis during wartimes and other times of emergency, like severe economic crisis or extraordinary natural events to provide basic services to the population. These include, but are not limited to, medical care, food supplies, defense industry supplies or cleanup efforts, following a severe weather or environmental disaster for the duration of the emergency. Therefore, it generally makes striking illegal for the duration of the civil mobilization. On the other hand, a revolving mandatory service may be required for a longer period of time, for example, to ensure community fire protection or to carry out infrastructure work at a local or community level.

Frances Ann Hurley was the Illinois state representative for the 35th district. The 35th district includes the Mount Greenwood neighborhoods of Chicago along with all or part of Orland Park, Orland Hills, Palos Heights, Palos Park, Worth, Oak Lawn, Alsip, Merrionette Park and Evergreen Park. On February 17, 2023, Governor J. B. Pritzker announced his intention to appoint Hurley to the Illinois Labor Relations Board. She resigned the House of Representatives on February 28th, 2023.

The Worker Standards Board, Wage Board or Industry Committee aims to improve wages and working conditions for all workers within a specific industry. When implemented along with other regional labor policies, such as paid family leave, the Worker Standards Board is a useful alternative or supplement to a collective bargaining agreement and a formal labor union, when the situation does not support a union.

SHIELD Illinois is the SHIELD Deployment Unit of the University of Illinois System charged with administering the covidSHIELD SARS-CoV-2 assay throughout the State of Illinois.
