According to United States European Command,
Immediate Response is an annual, bilateral security cooperation exercise conducted between U.S. and NATO and coalition partners. It is a longstanding Joint Chiefs of Staff-directed exercise focused on interoperability training and theater security cooperation, and is designed to promote understanding and cooperation between military forces of the United States and our allies. [1]
The 2008 exercise was reportedly conducted jointly by the USA and Georgian Armed Forces at the Vaziani Military Base between 15 July and 31 July. [2] Planned by the United States European Command and financed by the U.S. Defense Department at a cost of $8 million. [3] Georgian servicemen totalling 1,630 participated, including representatives of the Joint Staff, Land Forces Staff, IV Brigade, the 41st and 42nd Battalions and Engineer Battalion Company. From the USA, 1,000 military servicemen took part in the exercise including the United States Army Europe, 3rd Battalion 25th Marines, 1st Battalion, 121st Infantry Regiment, Georgia Army National Guard (Atlanta, Georgia) and 5045th Garrison Support Unit. [4] Azerbaijan, Armenia, and Ukraine each had 10 servicemen participating as well. [2]
On July 21, Georgian President Mikheil Saakashvili was personally present and addressed the servicemen, saying:
“The main task of Georgian officers and soldiers is training. This international exercise is a unique case as we have the possibility to hold trainings along with the representatives of the best army in the world for a month. I think that we have created a new military school in Georgia in recent years. Believe that what all of you have learned now will remain in our country and will be shared with the future generations. That is why we have to train theoretically and practically as this is a precondition of victory. The main thing is to get acquainted with independent decision-making and free thinking.” [2]
These exercises were held less than a month before the outbreak of the 2008 South Ossetia war. Almost concurrently, Russia conducted its own military exercises in the north Caucasus (including North Ossetia), called Caucasus Frontier 2008.[ citation needed ]
The Armed Forces of Armenia, sometimes referred to as the Armenian Army, is the national military of Armenia. It consists of personnel branches under the General Staff of the Armenian Armed Forces, which can be divided into two general branches: the Ground Forces, and the Air Force and Air Defense Forces. The Collective Security Treaty Organization (CSTO) is an intergovernmental military alliance in Eurasia consisting of six post-Soviet states: Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia, and Tajikistan. The Collective Security Treaty has its origins in the Soviet Armed Forces, which was replaced in 1992 by the United Armed Forces of the Commonwealth of Independent States, and was then itself replaced by the successor armed forces of the respective independent states.

Exercises were conducted 30 km from Tbilisi at the Vaziani military base. Spanish Lieutenant General Cayetano Miro Valls was the commander of drills. Cooperative exercises are held annually in order to help NATO and its allies to maintain high level of cooperation during crisis response operations.
Black Sea Rotational Force began in 2010 with the purpose to form a Security Cooperation Marine Air-Ground Task Force. The Georgian Special Operations Forces (GSOF) are the special operations forces component of the Defense Forces of Georgia. They have been established to conduct special operations, special-and long range reconnaissance, military counter intelligence, counter terrorism, counter insurgency, amphibious and asymmetric warfare in and outside Georgia.
The 560th Battlefield Surveillance Brigade, based at the Cumming Regional Readiness Center in Cumming, Georgia, was a major command of the Georgia Army National Guard. It was organized as the first battlefield surveillance brigade in the Army National Guard.

The relationship between Azerbaijan and NATO started in 1992 when Azerbaijan joined the newly created North Atlantic Cooperation Council. Considerable partnership between NATO and Azerbaijan dates back to 1994, when the latter joined Partnership for Peace program. Azerbaijan established a diplomatic Mission to NATO in 1997 by the Presidential Decree on 21 November.
The 4th Guards Military Base is a sizable overseas military base of the Russian Armed Forces stationed in the disputed territory of South Ossetia. Russia considers South Ossetia to be an independent state and justifies its military deployment in the area by an intergovernmental agreement, while Georgia considers the entity as its territory occupied by Russia.
