The Indiana Utility Regulatory Commission (IURC) is the public utilities commission of the state of Indiana, led by five commissioners appointed by the governor.
The commission regulates electric, natural gas, telecommunications, steam, water and sewer utilities.
The commission was established by the Indiana General Assembly as the Railroad Commission in the late 1800s to regulate the railroads in the state. [1] On March 4, 1913, Governor Samuel M. Ralston signed the Shively-Spencer Utility Act giving it the additional authority to regulate electric, natural gas, water, private sewer, and telephone utilities along with common carriers (trucking) and renaming it as the Public Service Commission. The act replaced legislation from 1891 in which the state had given cities and towns the ability to contract with utilities for service and to set rates by local ordinance. Utilities with existing municipal franchises could surrender them and place themselves under the commission's regulation by accepting an "indeterminate permit". [2]
In 1987, the commission was given its current name of Indiana Utility Regulatory Commission. [1]
The Electric Division of the IURC regulates five major investor owned electric utilities: Duke Energy Indiana, Indiana-Michigan Power, Indianapolis Power and Light Company, Northern Indiana Public Service Company (NIPSCO), and Vectren Energy Delivery of Indiana.
In addition, nine of the 72 municipally-owned utilities operating in Indiana remain under the Commission's jurisdiction for rate regulation: Richmond Municipal, Anderson Municipal, Crawfordsville Municipal, Auburn Municipal, Frankfort Municipal, Lebanon Municipal, Tipton Municipal, Knightstown Municipal, Kingsford Heights Municipal, and Greenfield Mills, Inc. Power & Light.
The Natural Gas division regulates the rates, charges, and terms of service for intrastate gas pipelines and LDCs. It inspects federal all intrastate natural gas facilities in accord with federal safety regulations. Additionally, the Natural Gas division reviews gas cost adjustments (GCAs), financial arrangements, service territory requests, and assists in investigatory proceedings when these docketed proceedings are filed with the Commission. It also analyzes various forms of alternative regulatory proposals, such as rate decoupling, rate adjustment mechanisms, and customer choice initiatives.
The Communications Division monitors regulatory proceedings and policy initiatives at the federal, state, and local levels to determine the impact of those policies. The division implements universal service programs and provides recommendations on applications for certificates of territorial authority for communications service providers and state franchises for video service providers. The Communications Division also resolves carrier-to-carrier disputes, manages policies regarding telephone numbering resources (pursuant to federal and state law), protects consumers from unauthorized changes to their service, and implements universal service programs.
The Water and Sewer Division regulates 89 of the 555 water utilities and 45 of the 547 wastewater utilities in Indiana. Although the IURC regulates only a fraction of the water utilities, these entities serve approximately 45% of Indiana's water consumers. Approximately 85% of Indiana customers, however, are served by non-jurisdictional wastewater utilities.
The Consumer Affairs Division resolves customer complaints by ensuring utility compliance with Commission rules and regulations by investigating consumer allegations and issuing timely determinations. The types of issues handled by the Consumer Affairs Division include: extension of service and credit, deposits, billing, termination of service, customer rights, and utility responsibilities. [1]
The IURC Legal Division aids in the development of the commissions “Rules and Regulations Concerning Practice and Procedure” as well as “Rules and Regulations and Standards of Service” to govern each type of utility through Title 170 of the Indiana Administrative Code. These changes follow a rulemaking process which, if applied to Indiana Code, require approval from the Governor and Attorney General. [1]
The five commissioners are appointed by the governor for four-year terms. No more than three of the commissioners can be from the same political party as the governor. [1]

A public utility company is an organization that maintains the infrastructure for a public service. Public utilities are subject to forms of public control and regulation ranging from local community-based groups to statewide government monopolies.
The State Corporation Commission, or SCC, is a Virginia (USA) regulatory agency whose authority encompasses utilities, insurance, state-chartered financial institutions, securities, retail franchising, and railroads. It is the state's central filing office for corporations, limited partnerships, limited liability companies and Uniform Commercial Code liens.
The Railroad Commission of Texas is the state agency that regulates the oil and gas industry, gas utilities, pipeline safety, safety in the liquefied petroleum gas industry, and surface coal and uranium mining. Despite its name, it ceased regulating railroads in 2005.
The Louisiana Public Service Commission (LPSC) is an independent regulatory agency which manages public utilities and motor carriers in Louisiana. The commission has five elected members chosen in single-member districts for staggered six-year terms. Thus the commissioners have large constituencies, long terms, and close involvement with issues of intense consumer interest ; consequently membership on LPSC has been known to serve as a springboard to even higher public office, as in the cases of Huey Long, Jimmie Davis, John McKeithen, and Kathleen Babineaux Blanco — LPSC members who became governors of Louisiana.
The California Public Utilities Commission is a regulatory agency that regulates privately owned public utilities in the state of California, including electric power, telecommunications, natural gas and water companies. In addition, the CPUC regulates common carriers, including household goods movers, passenger transportation companies such as limousine services, and rail crossing safety. The CPUC has headquarters in the Civic Center district of San Francisco, and field offices in Los Angeles and Sacramento.
The Public Utilities Commission of Ohio (PUCO) is the public utilities commission of the U.S. state of Ohio, charged with the regulation of utility service providers such as those of electricity, natural gas, and telecommunications as well as railroad safety and intrastate hazardous materials transport.
The Oklahoma Corporation Commission is the public utilities commission of the U.S state of Oklahoma run by three statewide elected commissioners. Authorized to employ more than 400 employees, it regulates oil and gas drilling, utilities and telephone companies.

The Oregon Public Utility Commission (PUC) is the chief electric, gas and telephone utility regulatory agency of the government of the U.S. state of Oregon. It sets rates and establishes rules of operation for the state's investor-owned utility companies. With respect to publicly owned utility districts and cooperatives, its authority is limited to safety regulations.
The Maryland Public Service Commission (PSC) is an independent administrative agency within the state government which regulates public utilities and certain taxi cab and other passenger services in Maryland. Similar to other state public utilities commissions, the Maryland PSC regulates and sets tariff rates for natural gas, electricity distribution, local telephone, water, and sewage disposal companies. The PSC also sets the tariff rates for pilot services for vessels and privately owned toll bridges, approves the construction of electric generating plants and overhead transmission lines with a voltage above 69 kV, and licenses retail natural gas and electricity suppliers. The PSC offices are located in Baltimore in the William Donald Schaefer Building.
The National Association of Regulatory Utility Commissioners (NARUC) is the national association representing the state public service commissioners who regulate essential utility services, including energy, telecommunications, and water. NARUC members are responsible for assuring reliable utility service at fair, just, and reasonable rates. Founded in 1889, the Association is a resource for its members and the regulatory community, providing a venue to set and influence public policy, share best practices, and foster solutions to improve regulation.
The Georgia Public Service Commission (PSC) is a statutory organ of the state government of Georgia; elected among five commission districts, the board consists of a Chairman, a Vice-chairman, and three Commissioners. PSC regulates telecommunications, transportation, electric and natural gas services in the U.S. state of Georgia. Commissioners are elected in partisan elections statewide, though they must reside in a district.
The Illinois Commerce Commission is a quasi-judicial tribunal that regulates public utility services in the U.S. state of Illinois. The most visible part of this mission is the setting of rates and charges for service by public utilities. Examples of utility types regulated by the ICC include electric, natural gas, telecommunications, water, and sewer. The ICC also regulates certain transportation activities, including railroad safety, towing, trucking, and household goods moving.
The South Carolina Public Service Commission (PSC) is a regulatory agency that regulates public utilities in the state of South Carolina, including electric power, telecommunications, natural gas, and water & wastewater. In addition, the PSC regulates common carriers, including motor carriers of household goods and taxicabs. The PSC also oversees hazardous waste disposal. The headquarters of the PSC is in the state's capital, Columbia.
The Public Service Commission of Wisconsin is an independent regulatory agency responsible for regulating public utilities in the energy, telecommunications, gas and water companies located in U.S. state of Wisconsin. As of 2021, the agency regulated more than 1,100 electric, natural gas, telephone, water, and water/sewer utilities.
The New York Public Service Commission is the public utilities commission of the New York state government that regulates and oversees the electric, gas, water, and telecommunication industries in New York as part of the Department of Public Service. The department's regulations are compiled in title 16 of the New York Codes, Rules and Regulations. The current chairman of the Commission and chief executive of the Department is John B. Rhodes. His term began on June 21, 2017 and runs through February 1, 2021.

Ratemaking, typically carried out through "rate cases" before a public utilities commission, serves as one of the primary instruments of government regulation of public utilities.
The Office of Ratepayer Advocates (ORA) is the independent consumer advocate within the California Public Utilities Commission (CPUC), which regulates investor-owned public utilities in the state of California. ORA has a statutory mandate to represent the interests of these utility customers within the jurisdiction of the CPUC to obtain the lowest possible rate for service consistent with reliable and safe service levels. In fulfilling its mission, ORA also advocates for customer and environmental protections.
