Following a series of disputes regarding the participation of indigenous peoples in the Panama UN-REDD National Programme, the National Coordinating Body of the Indigenous Peoples of Panama (COONAPIP) announced their withdrawal from the climate change mitigation program on February 25, 2013. [1] COONAPIP, which brings together the country's seven indigenous peoples and their 12 traditional indigenous representative structures, cited a failure to ensure guarantees of respect for indigenous rights and the full and effective participation of indigenous peoples, and a breach of agreements made during the process of the program's approval. [1] In March 2013, the Panama UN-REDD National Programme was suspended pending the results of an independent investigation and evaluation. [2] The dispute was highlighted as an important development in the broader context of global policy efforts to implement initiatives to Reduce Emissions from Deforestation and Degradation (REDD+), which were at the time grappling with issues around the participation of indigenous peoples and forest communities in related initiatives, including the implementation of Free, Prior and Informed Consent. [1] Preliminary results of an independent investigation and evaluation commissioned by the UN-REDD Programme were published, [3] as well as a study of the conflict by a Central American non-governmental research center. [1]
In December 2013, the Panama UN-REDD National Programme was reopened following an agreement between the Panama Government, through its National Environmental Authority (ANAM), and indigenous peoples, through the National Coordinating Entity of Indigenous Peoples in Panama (COONAPIP). This was realized through extensive consultations between ANAM and COONAPIP to resolve issues and develop an Environmental Agenda between indigenous peoples and the ANAM, which includes a revised result framework of the UN-REDD National Joint Programme of Panama. The General Assembly of COONAPIP, which took place on 29 November 2013 in Playa Muerto, in the Darien province of Panama, approved the Environmental Agenda jointly developed between ANAM and COONAPIP. On the reopening of the National Programme in Panama, Candido Mezua, President of COONAPIP said, "We feel satisfied that the process followed with ANAM will help us to correct issues, and COONAPIP is going to engage again in the Programme." He added, "It is time to trust again". [4]
Mezua emphasized that REDD+ had to be conducted with full respect for the rights of indigenous peoples, asking for the support of UN agencies to ensure that rights such as free, prior and informed consent (FPIC) are respected and appropriate grievance mechanisms are made available for indigenous peoples. He further underscored the complexities and nuances of REDD+ and offered COONAPIP's contribution to national REDD+ efforts. [4]
In December 2013, the UN-REDD Programme Policy Board congratulated Panama on its progress towards resolving the differences with the National Coordinating Body of Indigenous Peoples in Panama (COONAPIP) and announced the approval of a no-cost extension of Panama's National UN-REDD Programme until June 2015. The extension was approved together with a review of the new results framework of the Programme and with the full agreement of COONAPIP, who co-presented on a panel with the Government of Panama's National Environment Authority (ANAM) at the Eleventh Meeting of the UN-REDD Programme Policy Board, which took place from 9–10 December 2013 in Geneva. The UN-REDD Programme Policy Board, composed of representatives of partner countries, indigenous peoples and civil society, donor countries and UN agencies, was deeply appreciative of the progress made in Panama and of the joint efforts of COONAPIP, ANAM and the UN-REDD Programme to resolve the conflict. Members noted that the experiences in Panama provided valuable lessons for other REDD+ countries and highlighted the importance of strong stakeholder engagement processes. [4]

It was established by Maurice Strong, its first director, after the United Nations Conference on the Human Environment in Stockholm in June 1972. Its mandate is to provide leadership, deliver science and develop solutions on a wide range of issues, including climate change, the management of marine and terrestrial ecosystems, and green economic development. The organization also develops international environmental agreements; publishes and promotes environmental science and helps national governments achieve environmental targets.
The World Bank Group (WBG) is a family of five international organizations that make leveraged loans to developing countries. It is the largest and best-known development bank in the world and an observer at the United Nations Development Group. The bank is headquartered in Washington, D.C., in the United States. It provided around $98.83 billion in loans and assistance to "developing" and transition countries in the 2021 fiscal year. The bank's stated mission is to achieve the twin goals of ending extreme poverty and building shared prosperity. The Center for International Forestry Research (CIFOR) is a non-profit scientific research organization that conducts research on the use and management of forests with a focus on tropical forests in developing countries. CIFOR, which merged with World Agroforestry on Jan. 1, 2019, is the forestry and agroforestry research center of CGIAR, a network of 15 research centers around the world that focus on agricultural research for sustainable development, working closely with governments and other partners to help develop evidence-based solutions to problems related to sustainable agriculture and natural resource management.
The Arctic Council is a high-level intergovernmental forum that addresses issues faced by the Arctic governments and the indigenous people of the Arcticregion. At present, eight countries exercise sovereignty over the lands within the Arctic Circle, and these constitute the member states of the council: Canada; Denmark; Finland; Iceland; Norway; Russia; Sweden; and the United States. Other countries or national groups can be admitted as observer states, while organizations representing the concerns of indigenous peoples can be admitted as indigenous permanent participants.
The Rainforest Foundation Fund is a charitable foundation founded in 1987 and dedicated to drawing attention to rainforests and defending the rights of indigenous peoples living there.
The Anti-Narcotics Force is a federal executive bureau and a paramilitary force of the Government of Pakistan, tasked with combating the narcotics smuggling and use within Pakistan. ANF works under the umbrella of Pakistan Army and Ministry of Narcotics Control (Pakistan) of which Mohsin Raza Naqvi is the minister since March 2024. Due to misconception on Section 4 of ANF ACT 1997, the force's head consisted of the active-duty general officer of Pakistan Army. Although the law prescribes that any competent person may be appointed as Director-General. Currently, a two-star Army Officer, Major general Muhammad Aniq Ur Rehman Malik is deputed as Director-General. The ANF also has sole responsibility for coordinating and pursuing Pakistan narcotics investigations abroad.

The Indigenous Peoples of Africa Co-ordinating Committee (IPACC) was founded in 1997. It is one of the main trans-national network organizations recognised as a representative of African indigenous peoples in dialogues with governments and bodies such as the UN. As of 2008, IPACC was composed of 150 member organisations in 21 African countries.
Environmental governance (EG) consists of a system of laws, norms, rules, policies and practices that dictate how the board members of an environment related regulatory body should manage and oversee the affairs of any environment related regulatory body which is responsible for ensuring sustainability (sustainable development) and manage all human activities—political, social and economic. Environmental governance includes government, business and civil society, and emphasizes whole system management. To capture this diverse range of elements, environmental governance often employs alternative systems of governance, for example watershed-based management. Obviously, in fact the EG arrangements are very diversed and not at all as inclusive as we could wish them to be.
Rainforest Foundation US is a non-profit NGO working in Central and South America. It is one of the first international organizations to support the indigenous peoples of the world's rainforests in their efforts to protect their environment and fulfill their rights to land, life and livelihood.
The International Day of Forests was established on the 21st day of March, by resolution of the United Nations General Assembly on November 28, 2013. Each year, various events celebrate and raise awareness of the importance of all types of forests, and trees outside forests, for the benefit of current and future generations. Countries are encouraged to undertake efforts to organize local, national, and international activities involving forests and trees, such as tree planting campaigns, on International Day of Forests. The Secretariat of the United Nations Forum on Forests, in collaboration with the Food and Agriculture Organization, facilitates the implementation of such events in collaboration with governments, the Collaborative Partnership on Forests, and international, regional and subregional organizations. International Day of Forests was observed for the first time on March 21, 2013.
Barro Blanco is a gravity dam on the Tabasara River in the Chiriqui Province of Panama. It began generating in 2017 with capacity of 28.56 MW. Although the government had authorized the dam, it suspended construction in February 2015 after protests. The President of the Republic authorized the partial restart of construction in August 2015, but prohibited the filling of the reservoir pending a final agreement. Important issues concerning the dam are controversial, such as the question whether the indigenous communities in the area initially had expressed their support or their opposition to the dam's construction and how well they had been informed about the project and its impacts prior to expressing their views.
The Millennium Development Goals Achievement Fund (MDG-F) was an international cooperation mechanism committed to eradicating poverty and inequality and to accelerating progress towards the Millennium Development Goals (MDGs) worldwide. Its aim was to improve livelihoods and to influence public policy, which made it responsive to the needs of the poorest populations.
Free, prior and informed consent (FPIC) is aimed to establish bottom-up participation and consultation of an indigenous population prior to the beginning of development on ancestral land or using resources in an indigenous population's territory. Indigenous people have a special connection to their land and resources and inhabit one fifth of the Earth's surface. Such areas are environmentally rich in both renewable and non-renewable resources. The collective ownership style of most Indigenous Peoples conflicts with the modern global market and its continuous need for resources and land. To protect Indigenous Peoples' rights, international human rights law has created processes and standards to safeguard their way of life and to encourage participation in the decision-making process. One such method is the process of FPIC. There is criticism that many international conventions and treaties require consultation, not consent, which is a much higher threshold. Without the requirement for consent, indigenous people cannot veto government projects and developments in their area that directly affect their lives and cultures. FPIC allows Indigenous Peoples to have the right to self-determination and self-governance in national and local government decision-making processes over projects that concern their lives and resources.

Action for Climate Empowerment (ACE) is a term adopted by the United Nations Framework Convention on Climate Change (UNFCCC). It refers to Article 6 of the Convention's original text (1992), focusing on six priority areas: education, training, public awareness, public participation, public access to information, and international cooperation on these issues. The implementation of all six areas has been identified as the pivotal factor for everyone to understand and participate in solving the complex challenges presented by climate change. The importance of ACE is reflected in other international frameworks such as the Sustainable Development Goals ; the Global Action Programme for Education for Sustainable Development ; the Aarhus Convention (2011); the Escazú Agreement (2018) and the Bali Guidelines (2010).
REDD+ is a framework to encourage developing countries to reduce emissions and enhance removals of greenhouse gases through a variety of forest management options, and to provide technical and financial support for these efforts. The acronym refers to "reducing emissions from deforestation and forest degradation in developing countries, and the role of conservation, sustainable management of forests, and enhancement of forest carbon stocks in developing countries". REDD+ is a voluntary climate change mitigation framework developed by the United Nations Framework Convention on Climate Change (UNFCCC). REDD originally referred to "reducing emissions from deforestation in developing countries", which was the title of the original document on REDD. It was superseded by REDD+ in the Warsaw Framework on REDD-plus negotiations.
