Between 1634 and 2009, Finland was administered as several provinces. Finland had always been a unitary state: the provincial authorities were part of the central government's executive branch and apart from Åland, the provinces had little autonomy. There were never any elected provincial parliaments in continental Finland. The system was initially created in 1634. Its makeup was changed drastically on 1 September 1997, when the number of the provinces was reduced from twelve to six. This effectively made them purely administrative units, as linguistic and cultural boundaries no longer followed the borders of the provinces. The provinces were eventually abolished at the end of 2009. Consequently, different ministries may subdivide their areal organization differently. Besides the former provinces, the municipalities of Finland form the fundamental subdivisions of the country. In current use are the regions of Finland, a smaller subdivision where some pre-1997 läänis are split into multiple regions. Åland retains its special autonomous status and its own regional parliament.

Siilinjärvi is a municipality of Finland. It is located in Northern Savonia, 20 kilometres (12 mi) north of the city of Kuopio, which largely surrounds Siilinjärvi. Another neighbour municipality with Kuopio is Lapinlahti. The name, in Finnish, apparently translates literally as "Hedgehog's Lake", although its etymology actually stems from a Sámi word meaning "winter dwelling". Lakes are essential part of the geography of Siilinjärvi. There are 123 lakes, and the biggest of them are Kallavesi and Juurusvesi–Akonvesi. Water area is 106.85 km2, which is 21% of the whole area of Siilinjärvi.

The population of Kuopio is approximately 126,000, while the sub-region has a population of approximately 147,000. The municipality has a population of 20,474, which makes it the second largest of the five towns in Northern Savonia in population, only Kuopio being larger. It covers an area of 872.20 square kilometres (336.76 sq mi) of which 109.22 km2 (42.17 sq mi) is water. The population density is 26.83 inhabitants per square kilometre (69.5/sq mi). The municipality is unilingually Finnish.

Kiuruvesi is a town and municipality of Finland located in the Northern Savonia region. The municipality has a population of 7,370 and covers an area of 1,422.90 square kilometres (549.38 sq mi) of which 94.79 km2 (36.60 sq mi) is water. The population density is 5.55 inhabitants per square kilometre (14.4/sq mi). Neighbour municipalities are Iisalmi, Pielavesi, Pyhäjärvi, Pyhäntä and Vieremä. The municipality is unilingually Finnish.

Mäntyharju is a municipality of Finland. It is located in the Southern Savonia region, about 40 kilometres (25 mi) southwest of Mikkeli. The municipality has a population of 5,518 (31 October 2024) and covers an area of 1,210.98 square kilometres (467.56 sq mi) of which 229.23 km2 (88.51 sq mi) is water. The coastline is almost 1,520 kilometers (940 mi). The population density is 6.2 inhabitants per km².

It covers an area of 494.30 square kilometres (190.85 sq mi) of which 146.52 km2 (56.57 sq mi) is water. The population density is 4.03 inhabitants per square kilometre (10.4/sq mi).
