The Integrated Planning System is a structured planning framework adapted from the US military's Joint Operational Planning and Execution System (JOPES) and was developed and released by the US Department of Homeland Security in January 2009. [1]

Background

IPS is a result of Annex I of Homeland Security Presidential Directive (HSPD)-8, which tasked the DIS with developing an integrated planning system. In replacement of the National Planning and Execution System (NPES), IPSO is I CS/NI MS compliant and is based on coordination and synchronization rather than command and control.

The IPSO applies to federal departments and agencies, with a role in homeland security, when conducting scenario-based planning. It is particularly useful for developing plans against the fifteen National Planning Scenarios.

Purpose

The Integrated Planning System (IPS) fulfills the requirement for a standardized national planning process and integration system as directed by Annex I to HSPD-8. The system is intended to provide a basic framework for the development of a series of products leading to a synchronized federal plan.

The IPS is a how-to guide for federal departments and agencies to develop contingency planning documents that support state, local, and tribal governments. It provides a common federal planning process made up of three levels of planning: strategic, operational, and tactical; it supports the development of a family of related planning documents: Strategic Guidance Statements (SGSs), Strategic Plans, Concept Plans (CONPLANs), Operations Plans (OPLANs), and Tactical plans.

IPS introduces four planning levels: Strategic, conceptual, operational, and tactical.

Federal Requirement

The target audience for the IPS are the Federal agencies with a role in homeland security, with a particular focus on agencies that rely on, or provide assistance, to other agencies.

Federal agencies with no existing planning processes are required to adopt the IPS. The IPS does not supersede any existing state, local, and tribal planning processes. However, it is the standard planning system that the Federal Government will use for scenario-based planning.

The IPS is compatible with many existing planning systems. State, local, and tribal governments are not mandated to adopt the IPS; at the same time, they are the foundation of the homeland security planning process since their participation in integrated planning and understanding of the work product is crucial.

Contingency Planning: Contingency planning creates plans in anticipation of future incidents based on the most current information. A contingency is an incident that would involve national resources to prevent, protect, respond, or recover from terrorist attacks or natural disasters.

Crisis Action Planning: Crisis action planning occurs in response to a credible threat or incident. It occurs in a time-compressed environment with the objective of developing an executable plan. Planners operating in a crisis action planning environment normally attempt to modify an existing contingency plan related to the incident threat or scenario. If a plan is unavailable, a crisis action plan will be developed.

Strategic Guidance Statement (SGS): The Secretary will develop an SGS for each NPS set, in coordination with the heads of Federal agencies with a role in homeland security. Additional planning requirements will be developed as the Secretary, in coordination with Federal agencies with a role in homeland security, deems appropriate. The Secretary will appoint and approve a development team for each SGS.

Strategic Plan: The Secretary will develop a corresponding strategic plan for each approved SGS, in coordination with the heads of Federal agencies with a role in homeland security and the director of the National Counterterrorism Center (NCTC) 24 for terrorism-related NPS. The secretary will appoint a development team for each strategic plan. A strategic plan must be completed no later than 90 days after the associated SGS is approved and shall be effective upon the secretary's approval.

Concept Plan (CONPLAN): The Secretary will develop a CONPLAN for each approved strategic plan, in coordination with the heads of federal agencies with a role in homeland security and in consultation with appropriate state, local, and tribal governments. A CONPLAN must be completed no later than 180 days after the associated strategic plan is approved.

Operations Plan (OPLAN): The Secretary will review OPLANs in the interest of identifying gaps and seams, enhancing unity of effort, and linking plans to exercises. The intent of this feedback process is to identify potential operational shortfalls that might jeopardize the ability to achieve strategic objectives.

National Cyber Security Division

The National Cyber Security Division (NCSD) is a division of the Office of Cyber Security & Communications, within the United States Department of Homeland Security's Cybersecurity and Infrastructure Security Agency. Formed from the Critical Infrastructure Assurance Office, the National Infrastructure Protection Center, the Federal Computer Incident Response Center, and the National Communications System, NCSD opened on June 6, 2003. The NCSD mission is to collaborate with the private sector, government, military, and intelligence stakeholders to conduct risk assessments and mitigate vulnerabilities and threats to information technology assets and activities affecting the operation of the civilian government and private sector critical cyber infrastructures. NCSD also provides cyber threat and vulnerability analysis, early warning, and incident response assistance for public and private sector constituents. NCSD carries out the majority of DHS’ responsibilities under the Comprehensive National Cybersecurity Initiative. The FY 2011 budget request for NCSD is $378.744 million and includes 342 federal positions. The current director of the NCSD is John Streufert, former chief information security officer (CISO) for the United States Department of State, who assumed the position in January 2012.

The National Incident Management System (NIMS) is a standardized approach to incident management developed by the United States Department of Homeland Security. The program was established in March 2004, in response to Homeland Security Presidential Directive-5, issued by President George W. Bush. It is intended to facilitate coordination between all responders. The system has been revised once, in December 2008. NIMS is the common framework that integrates a wide range of capabilities to help achieve objectives.

Critical infrastructure protection

Critical infrastructure protection (CIP) is a concept that relates to the preparedness and response to serious incidents that involve the critical infrastructure of a region or nation.

The National Security and Homeland Security Presidential Directive, signed by President of the United States George W. Bush on May 4, 2007, is a Presidential Directive establishing a comprehensive policy on the federal government structures and operations in the event of a "catastrophic emergency". Such an emergency is defined as "any incident, regardless of location, that results in extraordinary levels of mass casualties, damage, or disruption severely affecting the U.S. population, infrastructure, environment, economy, or government functions."

A military operation plan is a formal plan for military armed forces, their military organizations and units to conduct operations, as drawn up by commanders within the combat operations process in achieving objectives before or during a conflict. Military plans are generally produced in accordance with the military doctrine of the troops involved. Because planning is a valuable exercise for senior military staff, in peacetime nations generally produce plans even for very unlikely hypothetical scenarios.

Disaster medicine

Disaster medicine is the area of medical specialization serving the dual areas of providing health care to disaster survivors and providing medically related disaster preparation, disaster planning, disaster response and disaster recovery leadership throughout the disaster life cycle. Disaster medicine specialists provide insight, guidance and expertise on the principles and practice of medicine both in the disaster impact area and healthcare evacuation receiving facilities to emergency management professionals, hospitals, healthcare facilities, communities and governments. The disaster medicine specialist is the liaison between and partner to the medical contingency planner, the emergency management professional, the incident command system, government and policy makers.

The United States National Response Framework (NRF) is part of the National Strategy for Homeland Security that presents the guiding principles enabling all levels of domestic response partners to prepare for and provide a unified national response to disasters and emergencies. Building on the existing National Incident Management System (NIMS) as well as Incident Command System (ICS) standardization, the NRF's coordinating structures are always in effect for implementation at any level and at any time for local, state, and national emergency or disaster response.

EINSTEIN was originally an intrusion detection system that monitors the network gateways of government departments and agencies in the United States for unauthorized traffic. The software was developed by the United States Computer Emergency Readiness Team (US-CERT), which is the operational arm of the National Cyber Security Division (NCSD) of the United States Department of Homeland Security (DHS). The program was originally developed to provide "situational awareness" for the civilian agencies. While the first version examined network traffic and subsequent versions examined content, the current version of EINSTEIN is significantly more advanced.

The California Governor's Office of Emergency Services is a California cabinet-level office responsible for overseeing and coordinating emergency preparedness, response, recovery and homeland security activities within the state. The agency was created by AB 38 (2008), superseding both the Office of Emergency Services (OES) and Office of Homeland Security (OHS).

Homeland Security Presidential Directive (HSPD)-8, National Preparedness, describes the way United States Federal agencies will prepare for an incident. It requires Department of Homeland Security to coordinate with other Federal agencies and with State, local, and Tribal governments to develop a National Preparedness Goal with Emergency management. Congressional laws enacted, following the wake of 9/11, which resulted in new developments in the way security was assessed and addressed in the United States, to prevent and respond to threatened or actual domestic terrorist attacks, disasters, and other emergencies by requiring a national domestic all-hazards preparedness goal. HSPD 5, HSPD-7, HSPD-8, and HSPD-8 Annex 1 are directives that deal with the preparedness goals.

OPLAN 5029 is a proposed military operation plan by the United States and South Korea for dealing with "sudden change" in North Korea, such as a coup d'état, revolution, large scale defections, outflow of weapons of mass destruction, hostage situations involving South Koreans, or major natural disasters. While no permanent version of OPLAN 5029 is known to be in effect, South Korea has repeatedly stated it adheres to the current conceptual plan and the United States has said it is preparing concrete plans for collapse scenarios.

Homeland Security Grant Program

Homeland Security Grant Program (HSGP) is a program in the United States established in 2003 and was designated to incorporate all projects that provide funding to local, state, and Federal government agencies by the Department of Homeland Security. The purpose of the grants is to purchase surveillance equipment, weapons, and advanced training for law enforcement personnel in order to heighten security. The HSGP helps fulfill one of the core missions of the Department of Homeland Security by enhancing the country's ability to prepare for, prevent, respond to and recover from potential attacks and other hazards. The HSGP is one of the main mechanisms in funding the creation and maintenance of national preparedness, which refers to the establishment of plans, procedures, policies, training, and equipment at the Federal, State, and local level that is needed to maximize the ability to prevent, respond to, and recover from major events such as terrorist attacks, major disasters, and other emergencies. The HSGP's creation stemmed from the consolidation of six original projects that were previously funded by the Office of State and Local Government Coordination and Preparedness. The HSGP now encompasses five projects in the program: State Homeland Security Program, Urban Areas Security Initiative, Operation Stonegarden, Metropolitan Medical Response System Program, and Citizen Corps Program. During the 2010 fiscal year, the Department of Homeland Security will spend $1,786,359,956 on the Homeland Security Grant Program.

The Homeland Security Exercise and Evaluation Program (HSEEP) provides a set of guiding principles for exercise programs, as well as a common approach to exercise program management, design and development, conduct, evaluation, and improvement planning.

Critical Infrastructure Research and Development Advancement Act of 2013

The Critical Infrastructure Research and Development Advancement Act of 2013 is a bill that would require the United States Department of Homeland Security (DHS) to transmit to the Congress a strategic plan for research and development efforts addressing the protection of critical infrastructure and a report on departmental use of public-private consortiums to develop technology to protect such infrastructure. The bill also would direct the Government Accountability Office (GAO), within two years of enactment, to evaluate the effectiveness of clearinghouses established by DHS to share technological innovation.

National Cybersecurity and Critical Infrastructure Protection Act of 2013

The National Cybersecurity and Critical Infrastructure Protection Act of 2013 is a bill that would amend the Homeland Security Act of 2002 to require the Secretary of the Department of Homeland Security (DHS) to conduct cybersecurity activities on behalf of the federal government and would codify the role of DHS in preventing and responding to cybersecurity incidents involving the Information Technology (IT) systems of federal civilian agencies and critical infrastructure in the United States.

A presidential directive, or executive action, is a written or oral instruction or declaration issued by the president of the United States, which may draw upon the powers vested in the president by the U.S. Constitution, statutory law, or, in certain cases, congressional and judicial acquiescence. Such directives, which have been issued since the earliest days of the federal government, have become known by various names, and some have prescribed forms and purposes. Presidential directives remain in effect until they are revoked, which the president is free to do. The classification of presidential directives is not easily done, as the distinction between the types can be quite arbitrary, arising from convenience and bureaucratic evolution, and none are defined in the Constitution. Furthermore, the different types may overlap. As one legal scholar put it: "it is a bit misleading to overclassify presidential directives as comprising separate and distinct 'types' just because they have different headings at the top of the first page." In terms of legal applicability, what matters is the substance of the directive, not the form, unless a certain kind of directive is specifically required by relevant statute.

The National Cybersecurity and Communications Integration Center (NCCIC) is part of the Cybersecurity Division of the Cybersecurity and Infrastructure Security Agency, an agency of the U.S. Department of Homeland Security. It acts to coordinate various aspects of the U.S. federal government's cybersecurity and cyberattack mitigation efforts through cooperation with civilian agencies, infrastructure operators, state and local governments, and international partners.
