Integrated financial advisor (India)

In the Indian Civil Service, an Integrated financial advisor (IFA) is supposedly representative of Ministry of finance and is attached to any executive (higher or equal to the level of level of joint secretary in civil and brigadier in military) to assist it in the exercise of financial powers. The role of Financial Advisor is now considered akin to CFO (Chief Financial Officer) in Corporate Sector. The IFA is of the rank of joint secretary and of additional secretary. The IFA is selected jointly by the administrative machinery and the finance ministry. He or she is under joint control and answerable to both.

The post of IFA was first introduced in the ministry of shipping and transport in 1974 on an experimental basis and after then extended to all ministries of the central government in 1975 and 1976

In defence, the IDAS officers are appointed as IFA. The lower level purchase are being decentralized and IFA acts as approving authority for such purchases. IDAS are recruited through Civil Services Examinations

The Officers of this Service are responsible for the Accounts and Finance Management of the Indian Railways. About 25-30 IRAS officers are recruited every year through Civil Services Examination conducted by Union Public Service Commission. At present, the IRAS Cadre has a Strength of about 800 Officers.

The Service was started in the year 1972 for prudent and professional management of the finances of the Department of Posts and Department of Telecommunications which were the sole provider of the communications needs of the country at that time. Gradually, over time the service has crystallized into a professional cadre of over 376 officers. In 2017, 25 officers were recruited through prestigious Civil Services Examination conducted by Union Public Service Commission. The Indian Trade Service (ITS), Group ‘A’ Civil Service, was created as a specialized cadre to handle India's international trade & commerce on the basis of the recommendations of the Mathur Committee in 1965. At present Directorate General of Foreign Trade (DGFT), under Ministry of Commerce, is the cadre controlling authority of the ITS. They are primarily recruited through the Civil Services Examination conducted by the Union Public Service Commisiion (UPSC) every year. The Defence Accounts Department has a history of more than two hundred years having been established to look after the Pay Accounts of Military Services of India. IDAS is one of the Group Á'Central Civil Services of Republic of India. The cadre controlling authority of IDAS is the Ministry of Defence. The selected candidates(IDAS officers) training academy is at Pune(Maharashtra).

Indian Civil Accounts Service

The Indian Civil Accounts Service(ICAS)(Hindi: भारतीय सिविल लेखा सेवाBharatiya Civil Lekha Seva ) is one of the Civil Services of India. ICAS functions under the Department of Expenditure in the Union Ministry of Finance. The service was created consequent to the Departmentalisation in 1976 with the purpose of separating Auditing and Accounting functions of the Union Government. The initial intake into the ICAS was by deputing and transferring the personnel from Indian Audit and Accounts Department. Since 1977, direct recruits to ICAS are selected from the Civil Services Examination conducted by Union Public Service Commission, through which recruitment to all other Central Civil Services is made.

Joint Secretary is a post under the Central Staffing Scheme and the third highest non-political executive rank in Government of India. The authority for creation of this post solely rests with Cabinet of India.

Sunil Kumar Kohli, a senior Bureaucrat of Indian Civil Services, was the Financial Advisor to Defence Services (FADS). S.K Kohli was the 46th Controller General of Defence Accounts CGDA, Ministry of Defence, of the Republic of India. He is from 1981 batch IDAS cadre. He was Addl CGDA, and Principal controller at Delhi and before that he served as Joint Secretary in Ministry of Water Resources and is a graduate from D.A.V College Amristar, Guru Nanak University and holds a LLB Degree from University of Punjab. He holds a Degree from National Defence College, New Delhi on Defence Strategic Studies. He, as FADS, was mandated to advise the Ministry of Defence regarding both Capital and Revenue expenditures and Defence Budget of Govt. of India.He is a maverick Defence finance analyst. He superannuated on 31 August 2018, succeeded by Smt.Madhulika P. Sukul, IDAS(1982).
