The International Conference on Theory and Practice of Electronic Governance (ICEGOV) is an annual conference concerning electronic governance coordinated by the United Nations University Operating Unit on Policy-Driven Electronic Governance (UNU-EGOV). ICEGOV first took place in Macau, China in 2007. [1]

Contents

The conference promotes the interaction and cooperation between universities, research centres, governments, industries, and international organizations and aims to promote the sharing of knowledge through the publication and presentation of academic papers. From 2007 – 2018, ICEGOV received 2025 paper submissions, 1007 of which it has published, and has been attended by more than 6000 participants originating from 109 countries around the world. [1] [2]

Most scientific and scholarly journals, and many academic and scholarly books, though not all, are based on some form of peer review or editorial refereeing to qualify texts for publication. Peer review quality and selectivity standards vary greatly from journal to journal, publisher to publisher, and field to field.

International Risk Governance Center

The International Risk Governance Center (IRGC) is a neutral interdisciplinary center based at the École Polytechnique Fédérale de Lausanne (EPFL) in Lausanne, Switzerland. IRGC develops risk governance strategies that focus on involving all key stakeholder groups, including citizens, governments, businesses and academia. It exists to improve the understanding, management and governance of emerging and systemic risks that may have significant adverse consequences for human health and the environment, the economy and society. Its mission includes "developing concepts of risk governance, anticipating major risk issues and providing risk governance policy advice for key decision-makers."

Technology governance means the governance, i.e., the steering between the different sectors—state, business, and NGOs—of the development of technology. It is the idea of governance within technology and its use, as well as the practices behind them. The concept is based on the notion of innovation and of techno-economic paradigm shifts according to the theories of Joseph A. Schumpeter, Christopher Freeman, Carlota Perez, etc.

The International Federation for Information Processing (IFIP) is a global organisation for researchers and professionals working in the field of computing to conduct research, develop standards and promote information sharing.

SCIgen is a paper generator that uses context-free grammar to randomly generate nonsense in the form of computer science research papers. Its original data source was a collection of computer science papers downloaded from CiteSeer. All elements of the papers are formed, including graphs, diagrams, and citations. Created by scientists at the Massachusetts Institute of Technology, its stated aim is "to maximize amusement, rather than coherence." Originally created in 2005 to expose the lack of scrutiny of submissions to conferences, the generator subsequently became used, primarily by Chinese academics, to create large numbers of fraudulent conference submissions, leading to the retraction of 122 SCIgen generated papers and the creation of detection software to combat its use.

Ben Shneiderman American computer scientist

Ben Shneiderman is an American computer scientist, a Distinguished University Professor in the University of Maryland Department of Computer Science, which is part of the University of Maryland College of Computer, Mathematical, and Natural Sciences at the University of Maryland, College Park, and the founding director (1983-2000) of the University of Maryland Human-Computer Interaction Lab. He conducted fundamental research in the field of human–computer interaction, developing new ideas, methods, and tools such as the direct manipulation interface, and his eight rules of design.

The Association for Behavior Analysis International (ABAI) is a nonprofit organization dedicated to promoting behavior analysis. The organization has over 7,000 members. The group organizes conferences and publishes journals on the topic of applied behavior analysis (ABA). ABAI has issued detailed, specific position papers intended to guide practitioners of ABA. ACM SIGACT or SIGACT is the Association for Computing Machinery Special Interest Group on Algorithms and Computation Theory, whose purpose is support of research in theoretical computer science. It was founded in 1968 by Patrick C. Fischer.

Electronic participation (e-participation) is the term referring to ICT-supported participation in processes involving government and citizens. Nick Jennings (computer scientist)

Nicholas Robert Jennings is a British computer scientist and the current Vice-Chancellor and President of Loughborough University. He was previously the Vice-Provost for Research and Enterprise at Imperial College London, the UK's first Regius Professor of Computer Science, and the inaugural Chief Scientific Adviser to the UK Government on National Security. His research covers the areas of AI, autonomous systems, agent-based computing and cybersecurity. He is involved in a number of startups including Aerogility, Contact Engine, Crossword Cyber Security, and Reliance Cyber Science. He is also an adviser to Darktrace, a member of the UK Government's AI Council, chair of the National Engineering Policy Centre and a council member for the Engineering and Physical Sciences Research Council.

Whole-of-Government Approach (“WGA”) refers to the joint activities performed by diverse ministries, public administrations and public agencies in order to provide a common solution to particular problems or issues.
