Iqbal Hussain Durrani is a retired Pakistani civil servant who served in BPS-22 grade as the National Security Secretary of Pakistan. [1] Durrani belongs to the Pakistan Administrative Service and is the son-in-law of former Chief Minister of Sindh, Qaim Ali Shah. [2] History was made when Prime Minister Imran Khan in 2019 promoted both Durrani as well as his wife, Pakistan Administrative Service officer Naheed Shah Durrani, to grade 22; as it was the first time in the country's bureaucratic history that both husband and wife were promoted together to the elite rank of Federal Secretary. [3]

Durrani spent majority of his active service years in the Government of Sindh having served as provincial secretary of various departments. He was widely regarded as being one of the most influential provincial secretaries of Sindh. [4] He belongs to the 15th CTP and is batchmates with Sikandar Sultan Raja, Fawad Hasan Fawad, Rizwan Ahmed, Hussain Asghar, Jawad Rafique Malik and Allah Dino Khawaja. [5]

The Pakistan Administrative Service over the years has emerged as the most consolidated and developed civil institution, with the senior PAS officers of Grade 22 often seen as stronger than the government ministers. The service of PAS is very versatile in nature and officers are assigned to different departments all across Pakistan during the course of their careers. Almost all of the country's highest profile bureaucratic positions such as the federal secretaries, the provincial chief secretaries, and chairmen of top-heavy organisations like the National Highway Authority, Trading Corporation of Pakistan, Federal Board of Revenue and State Life Insurance Corporation usually belong to the elite Pakistan Administrative Service. Currently Rabiya Javeri Agha serves as the first female president of the Pakistan Administrative Service.

Rabiya Javeri Agha

Rabiya Javeri Agha is the Federal Secretary for the Ministry of Human Rights and the first female President of the Pakistan Administrative Service association. One of the senior most women in the civil service, she joined the Government of Pakistan in 1985.

Syed Nasir Hussain Shah is a Pakistani politician who currently holds the office of Provincial Minister of Sindh for Local Government, Forests and Religious Affairs. He had previously been Sindh's Provincial Minister for Works and Services from 5 September 2018 to August 2019. He was also a Member of the Provincial Assembly of Sindh from May 2013 to May 2018.

Grade 22

Grade 22 is the highest attainable rank and pay scale for a civil servant in Pakistan. Grade 22 is equal to a three-star rank of the Pakistan Armed Forces. With over five thousand civil servants and bureaucrats in Pakistan, only a few dozen officers serve in BPS-22 grade at a given time. Hence, not even 1% of the country's civil servants make it to the highest basic pay scale of grade 22. Officers serving in BPS-22 grade are largely considered to be one of the most influential individuals in the country.

Kamran Lashari is a retired Pakistani civil servant who served in BPS-22 grade as the Petroleum Secretary of Pakistan and Chief Secretary Sindh. An officer of the Pakistan Administrative Service, Lashari is best known for his five-year stint as chairman of the Capital Development Authority during the government of President Pervez Musharraf. After retirement from active civil service, Lashari remained president of the Lahore Gymkhana and director general of the Walled City of Lahore Authority.
