Irshadali Mohamed Sumra (born 9 December 1962) is a Kenyan businessman and politician who was elected as a member of the Kenyan Parliament in the 2013 parliamentary elections. [1]
Laikipia County is one of the 47 counties of Kenya,located on the Equator in the former Rift Valley Province of the country. Laikipia is a cosmopolitan county and is county number 31. The county has two major urban centres:Nanyuki to the southeast,and Nyahururu to the southwest. Its capital is Rumuruti. The County lies between latitudes 0°18”South and 0°51”North and between longitude 36°11”and 37°24’East. It borders Samburu County to the North,Isiolo County to the North East,Meru County to the East,Nyeri County to the South East,Nyandarua County to the South,Nakuru County to the South West and Baringo County to the West.

It borders Tana River County in the southwest,Garissa County to the north,Republic of Somalia to the northeast and the Indian Ocean to the South. It lies 1°40’and 2°30’south and longitude 40°15’and 40°38’east. The county has a land surface of 6,273.1 km that include the mainland and over 65 islands that form the Lamu Archipelago. The total length of the coastline is 130 km while land water mass area stands at 308 km.

He came in third position in Somalia's first election as a federal country on 10 October 2004 and subsequently appointed as Public Security Minister in the government of Prime Minister Mohamed Ali Gedi,He served as Minister of Security in 2006 but was dismissed after ignoring calls by the Prime Minister Ali Mohammed Ghedi to stop fighting forces of the Islamist Courts. She served as the Cabinet Secretary for Foreign Affairs of Kenya from May 2013 to February 2018,when President Uhuru Kenyatta,after re-election,moved her to the Education docket. In March 2019,she was moved to the Sports Ministry replacing Rashid Echesa. The KNEC Director,George Magoha replaced her in the Education docket.
The Independent Electoral and Boundaries Commission (IEBC) is an independent regulatory agency that was founded in 2011 by the Constitution of Kenya. The Commission is responsible for conducting or supervising referenda and elections to any elective body or office established by the Constitution,and any other elections as prescribed by an Act of Parliament. It was created in a provision of the 2010 constitution and the Independent Electoral and Boundaries Commission Act. Its mandate includes "the continuous registration of voters and revision of the voter's roll,the delimitation of constituencies and wards,the regulation of political parties process,the settlement of electoral disputes,the registration of candidates for elections,voter education,the facilitation of the observation,monitoring and evaluation of elections,the regulation of money spent by a candidate or party in respect of any election,the development of a code of conduct for candidates and parties,[and] the monitoring of compliance with legislation on nomination of candidates by parties."
