The Elite Panel of ICC Umpires is a panel of cricket umpires appointed by the International Cricket Council to officiate in Test matches and One Day Internationals around the world. The panel was first established in April 2002 when the ICC decided to reform the way that international cricket was umpired. The main change was that both umpires in a Test match and one of the umpires in a One Day International were now independent of the competing nations, whereas before 2002 just one of the umpires in a Test was independent and in ODIs both umpires were from the home nation. The majority of these ICC appointments are fulfilled by the members of the Elite Panel, who are generally thought to be the best umpires in the world. As such the ICC hopes to ensure that umpiring standards are as high as possible. Members of the panel stand in around 10 Tests and 15 ODIs each year. The list of umpires in the panel is revised every year by the ICC Umpires Selection Panel.
Paul Ronald Reiffel is an Australian former cricketer who played in 35 Tests and 92 One Day Internationals (ODIs) from 1992 to 1999. He was part of Australia's victorious 1999 World Cup team. After retirement he became a first-class cricket umpire. He is currently a member of the Elite Panel of ICC Umpires.
Dandeniyage Somachandra de Silva also known as D. S. de Silva is a Sri Lankan former cricketer, who played Test and One Day International cricket in the 1970s and 1980s. He is the first ODI cap for Sri Lanka, second test cap for Sri Lanka and was part of Sri Lanka's first test team. He bowled leg spin, and on the tour of Pakistan in 1982 he became the first Sri Lankan bowler to take five wickets in a Test innings. He was also the oldest player to lead Sri Lanka in test cricket during a test tour to New Zealand in 1983. He is also regarded as the longest serving spinner to have played for Sri Lanka and considered one of the finest leg spinners to have emerged from Sri Lanka.
The West Indies 'A' cricket team represents Cricket West Indies and is considered its second-tier team in international cricket, below the top-level West Indies cricket team. The 'A' team is currently captained by wicketkeeper Joshua Da Silva in first-class cricket and coached by former Guyanese cricketer Rayon Griffith.

He was a member of the ICC Elite Panel of Umpires from 2002 until 2011 when the ICC announced that Harper was being stood down at the termination of his contract in July 2011. The Sri Lanka national cricket team toured India during the 1997–98 cricket season, playing three Test matches and three One Day Internationals (ODIs). Both series were drawn; all three Tests were draws, and each side won one of the ODIs, tying the series 1–1. The other ODI, which was held on 25 December, was abandoned after three overs had been bowled, when after discussion between the two captains and the match referee, it was determined that the inconsistent bounce of the pitch was too dangerous for the players. This was the first occasion on which an international cricket match had been called off for this reason.
Anil Chaudhary is an Indian cricket umpire. He stood in his first Twenty20 International (T20I) on 10 October 2013, in a match between India and Australia. His first One Day International (ODI) as an umpire, between India and the West Indies, was played on 27 November 2013. In January 2018, he was named as one of the seventeen on-field umpires for the 2018 Under-19 Cricket World Cup. In January 2020, he was named as one of the sixteen umpires for the 2020 Under-19 Cricket World Cup tournament in South Africa.
The West Indies cricket team toured England to play three Test matches. The team were originally scheduled to tour the country in May and June 2020. However, the series was initially postponed due to the COVID-19 pandemic. Cricket West Indies stated that they would do everything they can to help accommodate the fixtures, including moving the fixtures back or even hosting them in the West Indies. A revised tour schedule, with the first Test starting in July, was proposed at the end of May 2020. The fixtures were confirmed the following month, with the matches all played behind closed doors. The Test series formed part of the inaugural 2019–2021 ICC World Test Championship.
Joshua Da Silva is a Trinidadian cricketer. He made his domestic debut in 2018 for Trinidad and Tobago, and his international debut for the West Indies cricket team in December 2020.
The West Indies cricket team toured Bangladesh in January and February 2021 to play two Tests and three One Day International (ODI) matches. The Test series formed part of the inaugural 2019–2021 ICC World Test Championship and the ODI series formed part of the inaugural 2020–2023 ICC Cricket World Cup Super League.
